AFSBn-HAW Schofield Barracks MDRS Performance Work Statement (PWS)

OCTOBER 2022

5.35 Functional Area: MDRS Maintenance, Supply, and Transportation

5.35.1 Background: The Modernization, Displacement and Repair Site (MDRS) is in support of Headquarters, Department of the Army (HQDA) Execution Order (EXORD) 269-20, Implementation of Regionally Aligned Readiness and Modernization Model (ReARMM), 021902Z September 2020. ReARMM is the initiative to enhance the Army's ability to support competition by establishing habitual relationships to specific missions and theaters, creating a predictable environment to enable modernization, and allowing the Army to win in competition and conflict. HQDA EXORD 112-21 provides guidance to ASC to expand MDRS capabilities to additional installations. Reference Annex A to HQDA EXORD 112-21 for detailed MDRS internal and external Standard Operating Procedures.

5.35.2 Mission: MDRS Schofield Barracks has been established to facilitate equipment divestiture in support of Army modernization efforts. All current 980K/All Army Excess (AAE) missions have converted over to MDRS and expanded as detailed below.

5.35.3 Purpose: To provide immediate tactical level property accountability relief and customer funded maintenance as requested in order to (IOT) expedite equipment displacement for redistribution or divestiture Army command (ACOM) internal lateral transfers (off installation); ACOM to ACOM lateral transfers; ACOM to depot, and ACOM to Defense Logistics Agency Disposition Services (DLA DS) turn-ins.

5.35.4 Tasks:

The contractor shall operate the MDRS equipment divestiture site per PWS paragraphs 5.1-5.13 (Maintenance), 5.18 – 5.19 (Property Accountability Augmentation Teams and Retail Supply Services) as well as the specific operational tasks within this appendix. The Contractor shall be required to accomplish all management, supervision and labor associated with scheduling, receiving, inspecting, repairing, storing and preparing equipment for shipment IAW generated Disposition Instructions/Proposed Sourcing Decisions within Decision Support Tool. The MDRS location will have a Contracting Officer Representative (COR), Accountable Officer, and Quality Assurance Specialist appointed to perform the Government inherent functions of accountability of material, contract oversight, and government quality surveillance. IAW with PWS section 1.6 (Quality Program Requirements) Contractor Standard Operating Procedures will be provided to the government as per CDRL PM-05 as well as all other CDRL’s contained in section 1.6 of the PWS now or in the future based upon requirements.

5.35.5 Description of Requirements:

Equipment shall be scheduled for turn-in IAW FORSCOM and Army Sustainment Command directives, EXORDS/OPORDS and any other officially communicated documentation based upon the needs of the government and and/all shifting priorities. Contractor must be able to react to changes in prioritization with no impacts or delays to divestiture. There is an expectation that the contractor shall be able to accept large volumes of turn-ins based upon needs of the government, therefore Contractor should propose a staffing solution that will allow for cross utilization in the event a high volume of equipment is turned in all at once resulting in a surge at MDRS. The contractor shall plan for divesture of any/all of the government associated Line Item Number (LIN’s) currently or proposed to be associated with all FORSCOM and Tennant units assigned to Schofield Barracks.

5.35.5.1 The contractor shall develop and provide the government with a weekly MDRS induction spreadsheet depicting all scheduled and unscheduled appointments. This spreadsheet is cumulative information and shall be updated daily or as appropriate. The spreadsheet shall include such fields, but not limited to: turn-in date; input by; unit’s name; LIN; NSNS; nomenclature; rolling stock (Y/N); serial number; quantity; MDRS pgr doc; incoming PSD; outgoing PSD; storage location; final destination; cost est submission date; FVUA submission date; FVUA expiration date; shipping status; date shipped; MDRS pgi doc; PCFN; TCN. The contractor shall ensure all fields are completely filled out. The weekly report is due by each following Monday or in the case of holidays, then the next working day.

Bucket (2) Lateral Transfer via AFSBn Inter-post/Intra-ACOM (ACOM to same ACOM off post).

Bucket (3) ACOM to Depot retrograde as is complete (turn-in).

Bucket (4) ACOM to DLA-DS turn-in of both rolling and non-rolling stock equipment and material (turn-in).

Bucket (5) Condition Code (CC) “G” turn-ins after 17 days of open vetting without approved 2nd leg PSD directing final equipment standard and destination.

5.35.6.1 Bucket (1) ACOM to ACOM lateral transfers. The contractor shall execute tasks identified below in Para 5.35.6.1.1 and 5.35.6.1.2. The contractor shall be responsible for executing a minimum of 20 each Lateral transfers of rolling stock equipment each calendar month as well as a minimum of 20 each lateral transfers of non-rolling stock in the same time period. The contractor shall adhere to the same maintenance standard for equipment under the same paragraphs listed above.

5.35.6.1.1 The losing unit will either transfer equipment to the MDRS at Technical Manual (TM) 10/20 standard or fund contracted maintenance support through the MDRS to get the equipment to 10/20 standard for lateral transfer.

5.35.6.1.2 If the losing unit does not request and fund contracted maintenance support, lateral transfers require a joint technical inspection between the losing unit and MDRS contractor inspectors, prior to MDRS providing property accountability relief.

5.35.6.1.3 All Component Major Items (CMI) shall be annotated on the required turn-in documents and transferred as part of the major end item per the end-item PSD.

5.35.6.3.2 Bucket (3) Rolling Stock. The contractor shall have 15 working days from MDRS receipt of equipment to place into a “ready to ship” status for all Rolling Stock (RS) CLVII in this bucket. “Ready to Ship” is defined as all documentation and transportation feasibility completed pending transportation funding and shipment. Time is calculated from 24 hours after Post Goods Receipt (PGR) by MDRS Property Book Officer (PBO) to the time packet is presented to the government for shipment. Contractor shall be able to provide a tracking method that will show timelines of each piece of inducted equipment.

5.35.6.3.3 Bucket (3) Non-Rolling Stock. The contractor shall have seven (7) working days from MDRS receipt of equipment to place into a “ready to ship” status for all Non-Rolling Stock (NRS) CL VII in this bucket. Time is calculated from 24 hours after PGR by MDRS PBO to the time packet is presented to the government for shipment. Contractor shall be able to provide a tracking method and a spreadsheet that will show timelines for each piece of inducted equipment.

5.35.6.4 Bucket (4) ACOM to DLA-DS turn-in.

5.35.6.4.4 The contractor shall have five working days calculated from 24 hours after PGR by MDRS PBO to turn the equipment into DLA-DS for all non-rolling stock equipment, unless exceptions are approved by the government due to limitations or restrictions outside of their control.

5.35.6.4.5 The contractor shall have ten working days calculated from 24 hours after PGR by MDRS PBO to turn the items into DLA-DS for all rolling stock equipment, unless exceptions are approved by the government due to limitations or restrictions outside of their control.

5.35.6.5 Bucket (5). In addition to the EXORD directed Buckets of 1-4, a category of those items without 2nd LEG PSD’s, referred to as Bucket G shall be processed by the contractor.

5.35.6.5.1 The contractor shall be responsible for processing Condition Code G Rolling Stock items within a 30 day calendar period with the intent of updating bucket determination.
