Annex E Modernization Displacement and Repair Site (MDRS)

Functional Area: Maintenance, Supply, and Transportation

Background: MDRS is in support of Headquarters, Department of the Army (HQDA) Execution Order (EXORD) 269-20, Implementation of Regionally Aligned Readiness and Modernization Model (ReARMM), 021902Z September 2020. ReARMM is the initiative to enhance the Army's ability to support competition by establishing habitual relationships to specific missions and theaters, creating a predictable environment to enable modernization, and allowing the Army to win in competition and conflict. HQDA EXORD 112-21 provides guidance to ASC to expand MDRS capabilities to additional installations. Reference Annex A to HQDA EXORD 112-21 for detailed MDRS operating procedures.

Mission: MDRS has been established to facilitate equipment divestiture in support of Army modernization efforts. All current 980K/All Army Excess (AAE) missions will be converted over to MDRS and expanded as detailed below.

Purpose: To provide immediate property accountability relief and customer funded maintenance as requested in order to (IOT) expedite equipment displacement for redistribution or divestiture through redistribution and divestiture of Army command (ACOM) internal lateral transfers (off installation); ACOM to ACOM lateral transfers; ACOM to depot, and ACOM to Defense Logistics Agency Disposition Services (DLA DS) turn-ins.

Tasks:

The Contractor will operate the MDRS equipment divestiture site per PWS Paragraphs 5.1-5.10 (Maintenance), 5.18 – 5.19 (Property Accountability Augmentation Teams and Retail Supply Services), 5.30 and 5.32 (Transportation Motor Pool and Materiel Movements as well as the specific operational tasks within this appendix. The Contractor will be required to accomplish all management, supervision and labor associated with receiving, inspecting, repairing, storing and preparing equipment for shipment IAW generated Disposition Instructions. The MDRS location will have a Contracting Officer Representative (COR), Accountable Officer and Quality Assurance Examiner appointed to perform the Government inherent functions of accountability of material, contract oversight, and government quality surveillance.

Description of Requirements:

The four MDRS eligible buckets are as follows:

1. ACOM internal off-installation lateral transfers.

a. The losing unit will either transfer equipment to the MDRS at TM 10/20 Standard or fund contracted maintenance support through the MDRS.

b. If the losing unit does not request and fund contracted maintenance support, lateral transfers require a joint technical inspection prior to MDRS providing property accountability relief.

2. ACOM to ACOM lateral transfers. Execute tasks identified in 1.a. and 1.b. above.

3. ACOM to Depot turn-in.

a. The losing unit will transfer ACOM to Depot equipment to the MDRS “AS-IS” with BII and COEI unless otherwise specified in the disposition instructions.

4. ACOM to DLA-DS turn-in.

a. The losing unit will transfer ACOM to DLA-DS equipment to the MDRS “AS-IS”.

* The MDRS will execute the required demilitarizations and turn-in preparation tasks as identified by the DLA-DS Handbook or the digital disposal service representative.

* ACOM Internal (on-post) lateral transfers are not eligible for MDRS induction and will be transferred directly between the losing and gaining units.

* All component major items (CMI) will be annotated on the required turn-in documents and transferred as part of the major end item.

The contractor will be required to accomplish all management, supervision and labor associated with receiving, inspecting, repairing, storing and preparing equipment for shipment per the approved Proposed Sourcing Decision (PSD) generated Disposition Instructions or other specified standard to the designated destination for each of the equipment divestiture buckets above for all equipment.

Below is a detailed description of tasks required subject to the PSD Disposition instructions:

a. The Contractor inventories BII and stores it ordering BII shortages; inspects the equipment, orders equipment required repair parts; when equipment is FMC and all parts are on valid requisition equipment is inspected by Contractor Quality Control (QC) and Government Quality Assurance Inspectors and released for shipment by the Property Book Officer (PBO) and staged for loading and shipment. (Equipment is at the TM 10/20 std).

b. The Contractor inspects equipment and documentation for adherence with DOT standards for transportation on commercial conveyance, corrects any situations where equipment does not comply; equipment is cleared for shipment by Contractor QC and Government QAs and released for shipment by the PBO; equipment is staged for loading and shipment. (Equipment is in as is condition and DOT compliant for shipment). Equipment standard going to depot is “as is complete” meaning depending on the PSD instructions may or may not go with Basic Issue Items. Missing BII is not placed on order for equipment to be shipped to depot as is.

c. The Contractor inventories and inspects equipment and validates associated documentation; segregates commodities; establishes storage locations when immediate movement to DLA control is delayed; updates turn-in documentation IAW https://www.dla.mil/DispositionServices/DDSR/TurnIn/ conducts required demilitarization as required; establishes turn-in appointments with DLA or the Installation SSA, depending on the commodity, and transports equipment to designated turn-in sites. Determination of what is acceptable scrap will be coordinated with DLA and sorted by the contractor for DLA disposition decisions.
