MECHANICAL/ELECTRICAL IDIQ TASK ORDER FOR CONSTRUCTION

PROJECT DESCRIPTION FOR

UHHZ230101, RPR/RPL HOT WATER HEATING SYSTEM, SHP ACFT GEN PURP, B670

10 July 2023

1. GENERAL

A. This Task Order (TO) will go under the MECHANICAL/ELECTRICAL Indefinite Delivery Indefinite Quantity (IDIQ) project referenced above.

B. The following critical items are contained in the Basic MECHANICAL/ELECTRICAL IDIQ

SOW:

a) RAFB Access

b) Proposal Evaluation Criteria

c) Documents and Requirements

d) Codes and Standards

e) Basic IDIQ requirements per MECHANICAL/ELECTRICAL SOW 01 11 00 dated 14

AUG 2023

C. Contractor shall incorporate the most efficient and cost-effective (i.e. simplified details, minimized equipment and material cost, reduced construction timelines) approach to accomplish all technical requirements in the Description of Work. Contractor shall notify Project Manager if any items in the Description of Work can be accomplished in a more efficient and cost-effective method prior to initial submittals.

D. If a crane is required and approved for construction on Robins AFB, store the crane in such a manner as to not pose a hazard to flight operations. Prior to the crane being on-site, contractor shall contact 78 OSS at 926-2114 to receive instructions on crane usage at Robins

AFB.

E. A full time Superintendent is required for this project while workers are present, and work is being performed.

2. DESCRIPTION OF WORK

A. All work necessary to repair and replace the heating hot water system within building

B670.Work shall include but not limited to the demolition of the boilers, pipes, valves, DDC controllers, pumps, expansion tanks up to the hot water coils of the air handlers, and installation of a new system. B670 has an approximate Area of 40,040 feet squared. The boilers are currently out of service. The boiler and all piping were replaced around year 2012.

Due to the lack of water treatment in the system, built up material in the piping cause failure in the heating hot water system. This system goes from two 1050 MBH gas boilers into/ out of eleven air handlers throughout the building.

B. Bid Proposal Requirements:

a) Provide the following:

• Construction Narrative work plan including phasing.

• AF Forms 3052 showing major component line items for plumbing, HVAC, electrical divisions.

• AF Form 3064 - Contract Progress Schedule completely filled out for all construction activities through contract close out.

• AF Form 3065 – Contract Progress Report showing all construction activities through contract close out.

• Bid schedule filled out to show cost breakdown between CLINs

C. Project Scope: The new heating hot water system will include but not be limited to chemically treating the hot water coils of the existing air handlers, installation of two pumps, two boilers, valves, circuit setters, and DDC controllers for the two new boilers.

a) Site Investigations

• Contractors shall identify all existing conditions during bidding to provide an accurate proposal that captures all requirements for adequate completion of the project scope.

• Due diligence shall be exercised in verifying all sizes, capacities, clearances, dimensions, connection points, equipment locations, and associated service locations.

• It is the responsibility of the designer and contractor to avoid, or plan mitigations for, all conflicts and obstructions. Careful coordination should be exercised to minimize surprises in construction.

• All care must be taken to avoid existing underground utilities with new work. Site investigations must include verification of horizontal and vertical locations of existing underground utilities where new underground services or connections are required.

• Due to the lack of as-builts on the heating hot water systems, the exact quantities are unknown. Bring necessary equipment to produce an adequate bid.

b) Demolish/Remove

• All Existing piping and insulation with all hangers associated with the heating hot water system up to the connection points of each heating hot water coils for all air handling units throughout entire building 670.

• All Existing Chimney flues for boilers located at the boiler room on the southside of building 670.

• Existing gas Boilers and all associated pumps and heating hot water pumps located in boiler room location mentioned above.

• All Existing isolation and control Valves associated with the hot water distribution system throughout building.

• Existing Expansion tanks and pot feeder located in boiler room.

• All back flow systems associated with the heating hot water system.

• Existing DDC controllers for boilers and pumps and all wiring associated with system.

• All electrical wiring with conduit and associated breakers back to panelboard

• All recyclable scrap metal including metal building componential, ductwork, pipes, cable and wire shall be turned into the base QRP scrap recycling center and remain the property of the Government. Contact 78 CEG/CEIEC at 478-283-6542 to coordinate turn-in of the scrap metals.

• Clean dust containing heavy metals to 90% reduction of Pre-contamination assessment in work areas prior to any demolition or construction work.

c) Construct/Install/Repair/Replace/Relocate

• Two gas boilers and associated pumps to support heating hot water system.

• Two new heating hot water pumps, one of which is used for lead-lag purposes.

• All piping and insulation and hangers associated with the heating hot water system up to the connection points of each heating hot water coil.

• New flues for boilers in boiler room.

• All Valves related to the hot water distribution systems. (Ex: isolation and control valves)

• New DDC controllers for boilers and pumps with BACnet capability and reconnect to building existing system including laptop with platform access.

• All electrical wiring with conduit and associated breakers back to panelboard

• Chemically flush/clean all coils in all eleven air handlers.

• New pot feeder, expansion tank and air separator

• Back flow systems associated with the heating hot water system.

• Treat the new hot water heating system once installed.

• Add variable frequency drive to heating hot water pumps in boiler room.

d) The contractor shall employ a safety and health professional to provide a Health and Safety Plan (HASP) which includes additions for cleaning dust as necessary to accomplish this project.

• The HASP shall include, but not be limited to, the following in the project area:

i. 1. Pre-contamination assessment

ii. 2. Method to maintain post contamination at or below current levels on work surfaces

iii. 3. Designation of worker PPE

iv. 4. Process for transport removed items and waste to Government provided containers.

v. 5. Method of protecting government equipment

vi. 6. Post-contamination assessment

• Please see excerpt from DoDI 6055.01, Attachment 1, for further direction on items to addressed in the HASP.

• All debris and waste shall be disposed of in accordance with Robins Environmental Requirements – 01560.

• Facility will remain occupied and fully operational during first shift.

• The contractor shall work second and third shift to minimize impact on facility production.

e) Cost to include site visits and site investigations, and meetings with base personnel during construction of project.

3. CONTINUED OCCUPANCY

A. Building 670 shall remain in full operation during the entire duration of the project. The contractor will be given full access to the project area.

B. The work area is not in a restricted area.

C. The Government reserves the right to take beneficial occupancy of parts of the project area before the total project completion date. This is not final acceptance, and identified deficiencies must still be corrected.

D. Give special consideration to construction phasing and impact on user activities, particularly if there will be utility outages and connections. Due to locations of air handlers, phasing of construction work will be required in coordination with the project stakeholders. Phasing shall minimize obstructions to operations.

4. DOCUMENTATION REQUIREMENTS

A. Contractor shall provide redline as-built drawings for approval, along with a full set of electronic drawings files modified to reflect the redline changes made on the hardcopy drawings. Accomplish all changes to the electronic drawings files according to industry standard AutoCAD drawing practices acceptable to the Government.

B. The files should be submitted with an AF Form 3000 for review and approval by the

Government. The electronic copies will consist of the AutoCAD files on CD.

C. Also submit PDF files of all drawings with a 1:1 scale on the original size sheet.

5. DETAILED TECHNICAL CONSIDERATIONS

A. The design shall conform to the most current Robins AFB Base Facility Standards, Robins AFB Procedural Guide for Designers, Air Force Instruction (AFI) 32-1023, Design and Construction Standards and Execution of Facility Construction Projects, and applicable Unified Facility Criteria with referenced building codes.

B. Adhere to all applicable federal, state, and local codes during the design and construction.

C. Adhere to all applicable industry standards.

D. Where removal or demolition causes damages existing construction/finishes to remain or causes discontinuity in existing painted or finished surfaces, these locations shall be patched and/or painted to match existing per applicable architectural standards.

E. The contractor is reminded, that in all phases of the contract, the contractor is responsible for complying with all applicable industry standards, state and federal regulations, Occupational Safety and Health Administration (OSHA) regulations, Department of Defense Instruction 6055.01, DoD Safety and Occupational Health (SOH) Program, Robins Base Facility Standards, Engineering Technical Letters (ETLs), Air Force Instructions (AFIs) and Unified Facility Criteria (UFCs).

F. Environmental Considerations:

1. Perform surveys as applicable to determine if asbestos or lead-based paint are present in work scope. Properly trained/certified contractors may preform work involving asbestos and lead-based paint. If testing finds asbestos or lead-based paint a modification will be added to remove asbestos/ lead-based paint.

2. Hazardous Material Requirements: The design shall address the requirements for worker notification, abatement and disposal of all hazardous materials including but not limited to asbestos, lead-based paint, heavy metals (arsenic, barium, cadmium, chromium, lead, selenium, silver, hexavalent chromium) and PCB’s.

3. Permits:

a. Resource Conservation and Recovery Act (RCRA) Permit

b. NPDES Permit: Two National Pollutant Discharge Elimination System (NPDES) permits are currently in place, one for wastewater discharge and a general permit for storm water. Any construction projects that affect wastewater or storm water systems shall be coordinated with Environmental Management. Provide EM with project information for them to secure all necessary land disturbance permits or buffer variances if working within 25 ft. of jurisdictional waters.

c. The Contractor shall obtain all necessary permits for disposal of all hazardous materials being abated. See Section 01560 – Environmental Requirements.

4. Other Submittals, Notifications and Approvals: Refer to Section 01560 – Environmental

Requirements.

a. Robins NPDES Permit GAR50000 Section 2.1.2.2.c requires that all dumpsters, roll-offs, and hoppers must be covered when not in use or during a rain event to prevent possible contamination of stormwater.

b. Prepare a health and safety plan (HSP) to comply with Air Force, OSHA, United States Environmental Protection Agency (USEPA), state, and local health and safety regulations regarding the proposed work effort. Utilize to the fullest extent possible any existing related HSP, tailored specifically to the current effort. Use USEPA guidelines for designating the appropriate levels of protection needed at the study site(s) as applicable. Maintain written certification that the approved HSP has been reviewed with all personnel that work at the project site prior to their mobilization.

G. Mechanical Considerations:

The heating, ventilation, and air conditioning (HVAC), plumbing systems, and fire suppression system shall be as described herein and as mentioned in the description of work. Design methods for the various mechanical and plumbing materials and methods shall be in accordance with the current editions of the codes and specifications listed below:

1. Design the mechanical systems in accordance with Robins AFB Facility Standard, ASHRAE Standards, 10 CFR 435 Performance Standards, OSHA, EPA, all Georgia regulations, UFCs, NFPA standards, UFC 3-600-01 on Fire Protection, and the International Plumbing Code. Direct Digital Control (DDC) shall be designed to be compatible with existing system in Building 1555. Plumbing and gas piping design shall comply with the latest edition of AFI 32-1067 (Backflow Prevention), Plumbing System.

2. All outdoor condensate pipe and drainage system design shall be directed away from high pedestrian traffic areas. No attachments of supports will be allowed to roof decking.

3. Add 5%-10% safety factor to heating and cooling load calculations, based on the size of the facility floor plan layout and energy efficiency ratings. Provide all HVAC calculations in the design analysis manual. Heating and cooling load calculations must be in a report that shows all possible sensible and latent heat loads and their comparison to the cooling capacity of the unit.

4. Provide a narrative for Air Changes per hour for mechanical room in the design analysis.

5. Selection of mechanical system shall include report of life cycle cost analysis and a minimum of 3 years of proven successful system performance and outstanding system ratings. Provide this information in the design analysis.

H. Electrical Considerations:

1. Perform design in accordance with latest version of the National Electrical Code, National Fire Alarm Code, and Robins AFB Base Facility Standards.

2. Specific considerations for this project include, but are not limited to the following:

a. All electrical feeds to existing equipment shall be demolished back to the panel inside the room and new conduit and conductors ran for new equipment. All corresponding breakers shall be evaluated and replaced if outside of service life or improperly sized.

b. Incorporate a complete set of construction drawings to detail all the work described herein and any addition work required in providing a complete and usable system as required by this Statement of Work. The drawings shall include but not be limited to demolition plans; legends; equipment placement plans; elevations; and drawings showing wire size, wire type conduit type, conduit size, equipment list, and device and circuit indemnification.

6. PHASES OF DESIGN AND CONSTRUCTION

The following phases are included in this task order.

A. Phase I 30% Complete Design package and meeting B. Phase II 60% Complete Design package and Meeting C. Phase III 100% Design package and Meeting D. Phase IV Corrected 100% Corrected Final Design Drawings, Specifications, Design

Analysis package.

E. Phase V Construction

7. DESIGN SCHEDULE, CONSTRUCTION SCHEDULE, AND DELIVERABLES

A. Deliver drawings, specifications, design analysis, and AF Forms for all Phases as listed below.

a) Phase I – 30% Submittal:

• Provide drawings completed to the 30% design level. Drawings shall be a continuation of bid proposal submittal.

• Provide Design Analysis, AF Forms filled out and any other pertinent information upon which to provide a complete Design Analysis will include design approach for overall project and all disciplines, all field investigations, and sufficient calculations to define project parameters and unforeseen conditions.

• Phase Deliverables:

• Digital Copies of Drawings, Design Analysis, Specifications table of contents, and necessary AF Forms.

• Hard Copies of Drawings

b) Phase II – 60% Submittal:

• Provide drawings completed to the 60% design level. Drawings shall be a continuation of prior submittals and comment revisions.

• Provide Design Analysis, AF Forms filled out and any other pertinent information upon which to provide a complete design. Design Analysis will include design approach for overall project and all disciplines, all field investigations, and sufficient calculations to define project parameters and unforeseen conditions.

• Provide marked up specifications showing planned inserts and deletions.

• Phase Deliverables:

• Digital Copies of Drawings, Design Analysis, Specifications (marked up) and Submittal Register, and necessary AF Forms.

c) Phase III 100% Submittals:

• Provide drawings completed to the 100% design level. Drawings shall be a continuation of prior submittals and comment revisions.

• Provide Design Analysis, AF Forms filled out and any other pertinent information upon which to provide a complete design. Design Analysis will include design approach for overall project and all disciplines, all field investigations, and sufficient calculations to define project parameters and unforeseen conditions.

• Provide Specifications.

• Phase Deliverables:

• Digital Copies of Drawings, Design Analysis, Specifications and Submittal Register, and necessary AF Forms.

d) Phase IV 100% Corrected Submittals:

• Provide package completed to the 100% corrected design level. Drawings shall be a continuation of prior submittals and comment revisions.

• Provide a complete signed and sealed package complete with all required documentation and phase deliverables.

• Phase Deliverables:

• Hard Copies and digital copies of Drawings (ANSI D), Design Analysis (8.5

X 11 - bound), Specifications (8.5 X 11 - bound), and necessary AF Forms.

B. Schedule Changes: This schedule can later be amended by mutual agreement of the parties. Such amended schedule shall become contractually binding only after incorporation into the contract via bilateral contract modification.

C. Design and Construction Schedule

• Contractor shall be responsible for coordinating submittals during design phase to complete project within period of performance below. Consider long lead items to be ordered during the design. Contractor may start work prior to design completion with approved submittals and design for that portion of work.

a) Phase I 30%

• Design Submittal: 45 calendar days after NTP date.

• Design Meeting: 66 calendar days after NTP date.

• Meeting Minutes: 73 calendar days after NTP date.

b) Phase II 60%

• Design Submittal: 90 calendar days after NTP date.

• Design Meeting: 111 calendar days after NTP date.

• Meeting Minutes: 118 calendar days after NTP date.

c) Phase III 100%

• Design Submittal: 135 calendar days after NTP date.

• Design Meeting: 156 calendar days after NTP date.

• Meeting Minutes: 163 calendar days after NTP date.

d) Phase IV Corrected 100%

• Design and Submittal: 180 calendar days after NTP date.

• Design Meeting: N/A calendar days after NTP date.

• Meeting Minutes: N/A calendar days after NTP date.

e) Phase V Construction Schedule

a) Pre-Construction Submittals within: 180 calendar days after NTP date.

b) Construction Submittals: 210 calendar days after NTP date

c) Begin Work within 210 calendar days after NTP date.

d) On-Site Construction Period of Performance: 450 calendar days after NTP date.

e) Close-Out: 480 calendar days after NTP date.

f) Additional Items:

a) Contractor shall ensure that all meetings, including design meetings, shall be well documented with meeting minutes noting all discussions. Meeting minutes shall be submitted to the Contracting Office and Base Project Manager for concurrence/agreement following the above schedule.

8. MEETING REQUIRING ATTENDANCE: Have appropriate technical representatives in attendance at the following events:

A. Design Kickoff Meeting/Design start

B. Phase I Concept Conference (via tele-conference call)

C. Phase II Preliminary/Prefinal Design Review Conference

D. Phase III: First Final Design Review Conference

9. ADMINISTRATIVE INFORMATION

A. Contract Administration Authority

a) The Contracting Officer in Base Operational Contracting, AFSC/PZIOC, is responsible for the administration of this contract. The Contracting Officer has designated the Office of the 78th Civil Engineer as the technical surveillance representative for this contract.

B. Design Payments

a) Do not bill for any design work until the action (such as a review conference) has been completed or held for that phase of design.

C. Construction Payments

a) Do not bill for any construction until it has been completed and approved by the Base Project Manager using AF Form 3065.

D. Channels for Obtaining Information

a) Point of Contact: The Office of the 78th Civil Engineer Group/Engineering Division will appoint a Base Project Manager for this work. The Base Project Manager will provide support on all technical matters to the Contracting Officer and serve as the primary point of contact. All work performed by the Contractor on base will be coordinated with the Base Project Manager.

b) Coordination of Work: Except as specified herein, all requests for information necessary to do this work shall be made to the Contracting Office and Base Project Manager or his supervisor. The MECHANICAL/ELECTRICAL IDIQ Team shall maintain at all times close liaison with that office by appropriate means to assure maximum coordination of the work.

c) User Personnel Contact: At no time are user personnel authorized to provide construction criteria or information directly to the Contractor's construction crew or to the Designer’s team conducting necessary investigation.

d) Government Furnished Information: The Office of the 78th Civil Engineer will furnish applicable data, drawings, and information as available for the described work. These may not be complete or fully accurate. The MECHANICAL/ELECTRICAL IDIQ Team will be responsible for verifying all existing data.
