About this file
This memorandum outlines special inspection requirements for the Colorado Springs Airtanker Base project. Key inspection tasks include verifying soils and foundations meet geotechnical requirements, observing concrete placement and testing, and inspecting structural steel fabrication, connections, and welding. Inspections will confirm reinforcing steel and anchor rod placement, concrete batching and curing, shop-fabricated steel certifications, bolted connection integrity, welder qualifications and procedures, fit-up and NDT of random welds exceeding 1/4 inch. The USDA Forest Service Rocky Mountain Region is soliciting bids for the Colorado Springs Airtanker Base project through solicitation number 1282BH20R0003 to construct new facilities at the base.

SUBJECT: Colorado Springs Airtanker Base- Special Inspection Requirements
The intent of the memorandum is to clarify the special inspection requirements for the Colorado Springs Airtanker Base, to supplement Item #6 of 01.14 SPECIAL INSPECTION on sheet S-101 (Items #1 through #5 of this section still apply, but do not require clarification).
In addition to the frequency of inspection required for each individual task (defined below), all rejected inspection items must be re-inspected to verify compliance.
SOILS: VERIFY COMPLIANCE WITH GEOTECHNICAL REPORT
1. Task: Verify materials below shallow foundations are adequate to achieve the design bearing capacity.
a. Frequency: Prior to placing forms for shallow foundation concrete placement.
2. Task: Verify excavations are extended to proper depth and have reached proper material.
a. Frequency: Prior to placement of compacted fill.
3. Task: Perform classification and testing of compacted fill materials.
a. Frequency: Classification and testing to be performed prior to placement and compaction of compacted fill, for each type of material.
4. Task: Verify use of proper materials, densities, and lift thicknesses of compacted fill.
a. Frequency: Continuous inspection during placement and compaction of compacted fill, for each lift. Provide no fewer than (2) tests for each lift for each building, containment pad, and every 100ft of roadway and parking lot.
5. Task: Observe subgrade and verify that site has been prepared properly.
a. Frequency: Prior to placement of compacted fill.
CONCRETE
6. Task: Inspect reinforcing steel and placement.
a. Frequency: Prior to each structural concrete placement event.
7. Task: Observe placement of anchor rods; verify size, type, grade, length, and embedment prior to placement of concrete.
a. Frequency: Observe all anchor rods supporting structural steel prior to each concrete placement event.
8. Task: Verify use of required mix design.
2 | P a g e
a. Frequency: During each structural concrete placement event (obtain batch mix ticket from each concrete truck).
9. Task: Fabricate specimens for strength tests, perform slump and air content tests, and determine the temperature of the concrete.
a. Frequency: During each concrete placement event. See Specifications section 033000 for requirements regarding quantity of specimens and tests to be conducted for each concrete placement event.
STRUCTURAL STEEL: MISCELLANEOUS STEEL INSPECTION TASKS (APPLIES TO SPEC. SECTIONS
051200, 052100, 055000, 055113, 055119, AND 055213)
10. Task: Special inspection of shop-fabricated steel.
a. Frequency: Not required for fabrication shops certified “BU-Building QMS”.
11. Task: Observe field-bolted steel connections; verify size, type, grade, and length of all bolts.
a. Frequency: Observe all bolted connections. Verify 10% (on a random basis) of bolts are snug-tight by applying pressure using a wrench. Continuously inspect all slip critical bolted connections.
STRUCTURAL STEEL: INSPECTION TASKS PRIOR TO WELDING
12. Task: Review welder qualifications and continuity records.
a. Frequency: At commencement of erection; follow-up required for additional welders and when welding qualification expires during course of erection.
13. Task: Verify Welding Procedure Specifications (WPS) are available.
a. Frequency: At commencement of erection (required for each welded joint).
14. Task: Review manufacturer certifications for welding consumables.
a. Frequency: At commencement of project; follow-up required if consumable manufacturer changes during course of erection.
15. Task: Review welder identification system.
a. Frequency: At commencement of project.
16. Task: Verify fit-up of welds, prior to welding.
a. Frequency: Inspect fit-up of the first five of each type of weld (groove, CJP, and fillet) for each individual welder, and 10% (on a random basis) of each type of weld thereafter.
STRUCTURAL STEEL: INSPECTION TASKS DURING WELDING
17. Task: Verify control and handling of welding consumables (packaging and exposure control), and environmental conditions (wind speed, precipitation, and temperature within limits)
a. Frequency: Verify these items during each welding inspection.
18. Task: Verify conformance to WPS, and proper welding techniques used.
a. Frequency: Inspect the first five of each type of weld (groove, CJP, and fillet) for each individual welder, and 10% (on a random basis) of each type of weld thereafter.
19. Task: Inspect welding of repair activities.
a. Frequency: Inspect all repair welds, including repair welds of bent plate and steel joists.

STRUCTURAL STEEL: INSPECTION TASKS AFTER WELDING
20. Task: Visual inspection of all welds.
a. Includes inspection of cleaning; size, length and location of welds; conformance to visual acceptance criteria (crack prohibition, weld/base-metal fusion, crater cross section, weld profiles, weld size, undercut, and porosity); arc strikes; k-area welds;
backing/weld tab removal; and repair activities. Verify no prohibited welds have been added without approval.
b. Frequency: Visually inspect all field structural steel welds, including welds of bent plate and steel joists.
21. Task: Nondestructive Testing (NDT)- Ultrasonic, Magnetic Particle Penentrant, and/or
Radiographic Testing (UT, MT, PT, and RT).
a. Frequency: Perform NDT on 10% (on a random basis) of all fillet and groove welds with specified weld size exceeding 1/4”. If the rejection rate for any individual welder exceeds 5% of welds tested (determined after testing at least 20 welds), the NDT rate shall be increased to 100% for that welder. If the rejection rate decreases to <5% after an additional 20 welds, the testing rate may be decreased to 10%.
22. Task: UT NDT of CJP groove welds.
a. Frequency: Perform UT NDT on 10% (on a random basis) of all CJP groove welds in material 5/16” thick or greater. If the rejection rate for any individual welder exceeds 5% of welds tested (determined after testing at least 20 welds), the NDT rate shall be increased to 100% for that welder. If the rejection rate decreases to <5% after an additional 20 welds, the testing rate may be decreased to 10%.
COLD-FORMED STEEL (APPLIES TO SPEC. SECTIONS 053100 AND 054000)
23. Task: Review Manufacturer’s certified test reports and identification marks on cold-formed steel deck to ensure conformance with Construction Documents.
a. Frequency: At commencement of erection, and upon delivery of additional steel deck (if applicable).
24. Task: Visual inspection of all welds.
a. Includes inspection of cleaning; size, length and location of welds; conformance to visual acceptance criteria (crack prohibition, weld/base-metal fusion, crater cross section, weld profiles, weld size, undercut, and porosity); lap width/length of steel deck; and repair activities. Verify no prohibited welds have been added without approval.
b. Frequency: Visually inspect all field cold-formed steel welds (welds of cold-formed steel deck and light-gauge metal stud framing).
