37 Fire Alarm Spec
1.I see there’s a generic Fire Alarm Spec in division 28, but there’s nothing shown on the drawings except a FACP in the vestibule. Additionally, the drawings, in several places, indicate Fire Alarm Not Required.
I concur with the code study on the drawings….a Fire Alarm System isn’t required. So if the Fire Alarm isn’t required, and it isn’t shown, what do we design into the system? Do we provide a simple sprinkler monitoring system? Or a Manual Fire Alarm system with occupant notification? Or do they want all of this as well as early warning smoke detection throughout?
Fire alarm is required for the Elevator. Refer to lighting plans, E‐201 and E‐202, for fire alarm devices, and electrical plan, E‐101, for FACP location.
38 Schedule 2.Is there a milestone date to complete the concrete pad for the retardant mixing pad? No. Retardant contractor will install all equipment after completion and final acceptance of this project.
Retardant Contractor
3.Will the retardant contractor require access to the project during construc on? If so, to what extent as it has the potential to affect construction activities. Retardant contractor will install all equipment after completion and final acceptance of this project.
40 Existing Site Work 4.Will the surrounding site work be completed prior to the start of this contract? Yes.
41 Drawings 5.At what loca on on the site do we e into the Electrical and telecom? The plans are a bit vague on the exact tie in points.
Refer to drawing sheets E‐100 and CU‐503. Utility transformer location is shown west (~35') of the Retardant Warehouse Building with Keynote #1. Infrastructure for telecom is shown South and West of the Operations Building with Keynote #6.
C‐201 Site Grading Plan Note 3
1.)Sheet C‐201 Site Grading Plan note 3 indicates “Areas under and five feet outside – building and retardant pad will be excavated to five feet below foundation levels and embanked with engineered fill by apron contractor.” Can you provide a drawing that show the grades that will be left by apron contractor? Will the Apron Contractor leave the subgrade fully prepared such that the Airtanker Base Contractor will excavate to the lower extent of foundations, construct foundations, backfill these foundation excavations, and construct concrete slabs without any over‐excavation or soil prep? This will help answer questions such as;
a.Will apron contractor leave grade at retardant pad @ 14” below finish slab that slopes from 6095.07 to 6091.80?
b.Will fill be placed up to bo om of gravel under slab on grade (99/6093)? Will the engineered fill still go down 5’ below foundations shown with T.O.F. of 95’‐8” minus 18” to bottom of footing 94’‐2”?
c.Same type of ques ons for Opera ons building.
Amendment 004 included the Deice Ramp Plans. See RS&H sheet C501Grading and Drainage Plan . Excavation for the buildings foundation system will be required but the embankment was constructed / compacted to the engineered fill standards ‐ so excavation to bottom of foundations will be sufficient. The foundation subgrade will require re‐compaction and compaction testing.
Sheet C‐201 Site Grading Plan
2.)Sheet C‐201 Site Grading Plan shows edge of asphalt apron shoulder by others adjacent to Retardant pad at an elevation of 6095.07 at SE corner and 6095.73, 15 feet north of NE corner. Sheet S‐201r shows details 3/S‐303 at approximately 30 feet north of SE corner.
Retardant pad is shown at approximately 6095 at this location but detail 3/S‐305 at approximately 34 feet south of southeast corner show containment T.O.W. @ 6094 and approximately 8” above asphalt. C‐203 Retardant Pad Grading Plans show pad elevation a little above 6094. Asphalt looks to be at least 6095. On S‐201r it appears wall only extends 12’‐ 6” to South. Should wall extend farther to South? Should containment T.O.W. be 6095 or higher?
Drawing Sheet C‐203 shows slab elevations only. Drawing Sheet S‐201r was incomplete and contained errors.
Refer to the replacement sheet included with this amendment. The western containment wall is flat with TOW at 6094.0.East side wall is flat with TOW at 6096.0. Northern containment wall slopes up from NW corner 6094.0 to NE corner at 6096.0. Eastern side length is only 80'. Additional length of eastern wall necessitates Schedule of Item #7 quantity revision from 11 CY to 14CY, also included with this amendment.

12.)Page 78 ‐ “Iden fy the key personnel proposed to serve as the following: Site Safety and Health Officer, Quality Control Manager, Project Manager, Superintendent, Scheduler.” Can the government clarify whether one person can act as PM, Superintendent, QCM, and SSHO? As stated in Solicitation Section G.5(b) and in Specification Section 01 35 26‐9, para.
1.5.1.1.1: •“the site superintendent may also be designated the project manager” and “the site superintendent shall also be responsible for on‐site Quality Control.”
•“the SSHO may also serve as the Quality Control Manager” and “the SSHO may also serve as the Superintendent.”
Amendment 003 changed 01 35 26 Government Safety Requirements as well as 01 45 00.00 10 Quality Control.
That said, a conflict remains between the two specs.
To resolve this conflict, we have determined that the superintendent may serve as the Site Safety and Health Officer. The Quality Control Manager shall have no collateral duties.
Section 01 35 26, paragraph 1.5.1.1.1 will be revised to remove the first sentence "The SSHO may also serve as the Quality Control Manager" as well as the reference to QCM in the second paragraph.
