CONSTRUCTION SAFETY AND PHASING PLAN 010001.1

SECTION 010001

CONSTRUCTION SAFETY AND PHASING PLAN

This document supplements the Plans and Specifications and other Contract Documents prepared for the USDA Forest Service - Colorado Springs Airtanker Base Project. This document aids in identifying all aspects of the construction project that pose a potential safety hazard to airport operations and outlines respective mitigation procedures for each hazard. It provides all information necessary for the Airport Operations department to conduct airfield inspections and expeditiously identify and correct unsafe conditions during construction. The requirements outlined in this Construction Safety and Phasing Plan (CSPP) are developed from Advisory Circular 150/5370-2G.

1. Coordination

Safety Plan Compliance Document (SPCD): Prior to the Pre-Construction meeting, the Contractor will be required to submit a SPCD, as required by the Contract Documents, to the airport operator, describing how they will comply with the requirements in the CSPP and supply any details that could not be determined before contract award. The SPCD outline is attached in Appendix A.

Notice: The Contractor shall provide a minimum of 48 hours’ notice to the Contracting Officer of his desire to perform construction within each area and shall begin operations within these areas only upon receipt of authorization from the Contracting Officer.

Closures: Once work is commenced, Contractor shall steadily and diligently work on the project to ensure completion within specified contract time, or Liquidated Damages will be applied as described in this document.

Prior to beginning construction operations in any areas, all barricades and "temporary" closed markings shall be installed as shown in the Plans or designated by the Contracting Officer.

Airport Operations During Construction: It is the intention of the Owner to complete construction of the improvements within a minimum time period. The Owner will notify the necessary agencies as to the closure of affected operations at the Airport. The Contractor shall notify the Contracting Officer 48 hours in advance of any requested closure, so that the required Notice to Airmen (NOTAM's) can be arranged.

a. Contractor Progress Meetings

The Contractor and all affected parties will be required to meet a minimum of once per week during each week the Contractor is working on site, prior to any closure phasing change, and as necessary to discuss safety operations and changes in phase elements.

These meetings will help assure all construction personnel know of any applicable airport procedures and of any changes to those procedures that may affect their work.

b. Scope or Schedule Changes

Prior to any scope or schedule changes a safety meeting will be held, as necessary, with the Contractor and all affected parties to discuss any safety phase changes or other changes that may affect their work. Any scope or schedule changes that necessitate revisions to the CSPP will require review and approval by the airport operator and the FAA.

CONSTRUCTION SAFETY AND PHASING PLAN 010001.2

c. FAA ATO Coordination

FAA Air Traffic Organization (ATO) will be notified of all conditions that may adversely affect the operational safety of the airport via Notices to Airmen (NOTAM) and other methods, as appropriate. There are no anticipated improvements that will require a reimbursable agreement or flight inspection as part of this project.

2. Phasing

Plan: The construction phasing plan only includes one phase. The area of construction for this project has no adverse impacts to mitigate due to construction within aeronautical operational surfaces. Strict adherence to the provisions of the construction operations phasing plan by all personnel assigned to or visiting the construction site is mandatory for all construction projects.

In the event Contractor activities are not in conformance with the provisions of the construction operations plan, the Contractor shall immediately cease those operations violating provisions of the construction operations plan and conduct a safety meeting. The construction operations plan is open to input at safety meetings, but the Contracting Officer and ATO have the final determination of safe operations. The Contracting Officer may direct the Contractor, in writing, to immediately cease those operations involved in the violation of the provisions of this Construction Safety and Phasing Plan. The Contractor shall not resume construction operations until an appropriate action is taken as determined by the Resident Contracting Officer.

Although aircraft emergencies are quite rare, should one occur during the project, it is expected that lifesaving measures will take precedence over the convenience and expense of the Contractor.

On-going operations shall be kept neat and cleaning shall be continuous, so any required clean-up for use by an aircraft in distress will be minimal. Any costs for Contractor delays or inconvenience will be considered incidental costs of the project with no additional compensation by the Owner.

CONSTRUCTION SAFETY AND PHASING PLAN 010001.7

their underground lines. The Contractor will be required to fully coordinate his work with the agencies and to keep them informed of his construction activities so that these vital installations are always fully protected. The Contractor shall be solely responsible for any damage done to these installations due to failure to locate or to properly protect them when their location is known.

12. Penalties

In the event contractor activities are not in conformance with the provisions of the CSPP, the Contractor shall immediately cease those operations involved in the violation of the provisions of the CSPP and conduct a safety meeting. The Contracting Officer or Owner may direct the Contractor, in writing, to immediately cease those operations involved in the violation of the provisions of the CSPP. The Contractor shall not resume construction operations until an appropriate action is taken as determined by the Contracting Officer. Penalties will be as determined by the Contracting Officer and may include such items as rescission of driving privileges, installation of additional closure marking / signing, and / or denial of access to the

AOA.

13. Special Conditions

Not applicable to this project.

14. Runway and Taxiway Visual Aids.

a. General

The construction area will be clearly and visibly separated from the areas where aircraft will be operating by closure markings, as shown on the Construction Phasing Plan drawings included in the Construction Plans.

b. Markings

All marking will be in compliance with the standards of AC 150/5340-1, Standards for Airport Markings. All “temporarily” closed taxiways and aprons will have barricades (candles, cones, and /or low-level barricades) placed at all access points (outside of the connecting taxiway / runway object free areas). See also the Construction Phasing Plan drawings in the Construction Plans.

c. Lighting and Visual NAVAID’s

Temporary taxiway closure barricades remaining in place for overnight will be lighted with red flashing lights. Runways or taxiways remaining closed during nighttime or any low-visibility conditions will have their lighting systems shutdown and locked out during all closure periods, including runway lights, and associated approach lighting.

d. Signs

At any time a sign does not serve its normal function; it will be covered to prevent misdirecting pilots. Information signs will not be covered, as they will still serve their intended purpose.

CONSTRUCTION SAFETY AND PHASING PLAN 010001.8

15. Marking and Signs for Access Routes

Since the staging area (outside the airport fence) is adjacent to the access point, no marking or signing is needed. If the contractor chooses to secure access to a water sources within the airport security fence, the contractor shall coordinate with the Airport regarding protocol, marking or signing of that activity.

16. Hazard Marking and Lighting

Hazard marking and lighting prevents pilots from entering areas closed to aircraft and prevents construction personnel from entering areas open to aircraft. The spacing of barricades must be such that a breach is physically prevented, barring a deliberate act. If temporary taxiway closure barricades remain in place overnight, they will be lighted with red flashing lights, spaced no more than 4-feet apart. Runways or taxiways remaining closed during nighttime or any low-visibility conditions will have their lighting systems shutdown and locked out during all closure periods.

Hazard marking and lighting will also be placed to aid in identifying any open manholes, small areas under repair, stockpiled material, waste areas, and areas subject to jet blast, where applicable.

The Contractor will be required to have a person on call 24-hours a day for emergency maintenance of airport hazard lighting and barricades. The Contractor must file the contact person’s information with the airport operator and Contracting Officer. Lighting will be checked for proper operation at least once per day.

17. Work Zone Lighting for Nighttime Construction

Not anticipated for this project. If the Contractor proposes any night time operations, coordination with the Airport Management and ATC will be required and the lighting / signage requirements established at that time. Additional lighting and signage agreed upon for the convenience of the Contract will be at the Contractor’s expense and cannot interfere with aircraft operations.

18. Protection

a. Runway Safety Area (RSA)

No construction will occur within a runway safety area while the runway is open for aircraft operations. Neither open trenches nor excavations will be permitted within the RSA while the runway is open. Any disturbances of the runway shoulders due to construction must be returned to standard conditions prior to returning the construction zone to airport

The list below is one tool that the airport operator or Contractor may use to aid in identifying and correcting potentially hazardous conditions.

Potentially Hazardous Conditions Item Action Required Or None

Excavation adjacent to runways, taxiways, and aprons improperly backfilled. □ Mounds of earth, construction materials, temporary structures, and other obstacles near any open runway, taxiway, or taxi lane; in the related Object Free area and aircraft approach or departure areas/zones; or obstructing any sign or marking.

Runway resurfacing projects resulting in lips exceeding 3 in (7.6 cm) from pavement edges and ends.

Heavy equipment (stationary or mobile) operating or idle near AOA, in runway approaches and departures areas, or in OFZ.

Equipment or material near NAVAIDs that may degrade or impair radiated signals and/or the monitoring of navigation and visual aids.

Unauthorized or improper vehicle operations in localizer or glide slope critical areas, resulting in electronic interference and/or facility shutdown.

Tall and especially relatively low visibility units (that is, equipment with slim profiles) — cranes, drills, and similar objects — located in critical areas, such as OFZ and approach zones.

Improperly positioned or malfunctioning lights or unlighted airport hazards, such as holes or excavations, on any apron, open taxiway, or open taxi lane or in a related safety, approach, or departure area.

CONSTRUCTION SAFETY AND PHASING PLAN 010001.20

Obstacles, loose pavement, trash, and other debris on or near AOA. Construction debris (gravel, sand, mud, paving materials) on airport pavements may result in aircraft propeller, turbine engine, or tire damage. Also, loose materials may blow about, potentially causing personal injury or equipment damage.

Inappropriate or poorly maintained fencing during construction intended to deter human and animal intrusions into the AOA. Fencing and other markings that are inadequate to separate construction areas from open AOA create aviation hazards.

Improper or inadequate marking or lighting of runways (especially thresholds that have been displaced or runways that have been closed) and taxiways that could cause pilot confusion and provide a potential for a runway incursion.

Inadequate or improper methods of marking, barricading, and lighting of temporarily closed portions of AOA create aviation hazards.

Wildlife attractants — such as trash (food scraps not collected from construction personnel activity), grass seeds, tall grass, or standing water — on or near airports.

Obliterated or faded temporary markings on active operational areas. □ Misleading or malfunctioning obstruction lights.

Unlighted or unmarked obstructions in the approach to any open runway pose aviation hazards.

Failure to issue, update, or cancel NOTAMs about airport or runway closures or other construction related airport conditions.

Failure to mark and identify utilities or power cables.

Damage to utilities and power cables during construction activity can result in the loss of runway / taxiway lighting; loss of navigation, visual, or approach aids; disruption of weather reporting services; and/or loss of communications.

Restrictions on ARFF access from fire stations to the runway / taxiway system or airport buildings. □

CONSTRUCTION SAFETY AND PHASING PLAN 010001.21

Lack of radio communications with construction vehicles in airport movement areas. □ Objects, regardless of whether they are marked or flagged, or activities anywhere on or near an airport that could be distracting, confusing, or alarming to pilots during aircraft operations.

Water, snow, dirt, debris, or other contaminants that temporarily obscure or derogate the visibility of runway/taxiway marking, lighting, and pavement edges. Any condition or factor that obscures or diminishes the visibility of areas under construction.

Spillage from vehicles (gasoline, diesel fuel, oil) on active pavement areas, such as runways, taxiways, aprons, and airport roadways.

Failure to maintain drainage system integrity during construction (for example, no temporary drainage provided when working on a drainage system).

Failure to provide for proper electrical lockout and tagging procedures. At larger airports with multiple maintenance shifts/workers, construction contractors should make provisions for coordinating work on circuits.

Failure to control dust. Consider limiting the amount of area from which the contractor is allowed to strip turf.

Exposed wiring that creates an electrocution or fire ignition hazard. Identify and secure wiring, and place it in conduit or bury it.

Site burning, which can cause possible obscuration. □ Construction work taking place outside of designated work areas and out of phase. □
