DOCUMENT 003132 - GEOTECHNICAL DATA
1.1 GEOTECHNICAL DATA
A. This Document with its referenced attachments is part of the Procurement and Contracting Requirements for Project. They provide Owner's information for Bidders' convenience and are intended to supplement rather than serve in lieu of Bidders' own investigations. They are made available for Bidders' convenience and information. This Document and its attachments are not part of the Contract Documents.
B. Because subsurface conditions indicated by the soil borings are a sampling in relation to the entire construction area, and for other reasons, the Owner, the Engineer, Architect, the their consultants, and the firm reporting the subsurface conditions do not warranty the conditions below the depths of the borings or that the strata logged from the borings are necessarily typical of the entire site. Any party using the information described in the soil borings and geotechnical report shall accept full responsibility for its use.
C. A geotechnical investigation report for Project, prepared by GEOCAL Geosciences & Engineering, dated June 5, 2019, is available for viewing as appended to this Document.
1. The opinions expressed in this report are those of a geotechnical engineer and represent interpretations of subsoil conditions, tests, and results of analyses conducted by a geotechnical engineer. Owner is not responsible for interpretations or conclusions drawn from the data.
2. Any party using information described in the geotechnical report shall make additional test borings and conduct other exploratory operations that may be required to determine the character of subsurface materials that may be encountered.

CONSTRUCTION SAFETY AND PHASING PLAN 010001.1
SECTION 010001
CONSTRUCTION SAFETY AND PHASING PLAN
This document supplements the Plans and Specifications and other Contract Documents prepared for the USDA Forest Service - Colorado Springs Airtanker Base Project. This document aids in identifying all aspects of the construction project that pose a potential safety hazard to airport operations and outlines respective mitigation procedures for each hazard. It provides all information necessary for the Airport Operations department to conduct airfield inspections and expeditiously identify and correct unsafe conditions during construction. The requirements outlined in this Construction Safety and Phasing Plan (CSPP) are developed from Advisory Circular 150/5370-2G.
1. Coordination
Safety Plan Compliance Document (SPCD): Prior to the Pre-Construction meeting, the Contractor will be required to submit a SPCD, as required by the Contract Documents, to the airport operator, describing how they will comply with the requirements in the CSPP and supply any details that could not be determined before contract award. The SPCD outline is attached in Appendix A.
Notice: The Contractor shall provide a minimum of 48 hours’ notice to the Contracting Officer of his desire to perform construction within each area and shall begin operations within these areas only upon receipt of authorization from the Contracting Officer.
Closures: Once work is commenced, Contractor shall steadily and diligently work on the project to ensure completion within specified contract time, or Liquidated Damages will be applied as described in this document.
Prior to beginning construction operations in any areas, all barricades and "temporary" closed markings shall be installed as shown in the Plans or designated by the Contracting Officer.
Airport Operations During Construction: It is the intention of the Owner to complete construction of the improvements within a minimum time period. The Owner will notify the necessary agencies as to the closure of affected operations at the Airport. The Contractor shall notify the Contracting Officer 48 hours in advance of any requested closure, so that the required Notice to Airmen (NOTAM's) can be arranged.
a. Contractor Progress Meetings
The Contractor and all affected parties will be required to meet a minimum of once per week during each week the Contractor is working on site, prior to any closure phasing change, and as necessary to discuss safety operations and changes in phase elements.
These meetings will help assure all construction personnel know of any applicable airport procedures and of any changes to those procedures that may affect their work.
b. Scope or Schedule Changes
Prior to any scope or schedule changes a safety meeting will be held, as necessary, with the Contractor and all affected parties to discuss any safety phase changes or other changes that may affect their work. Any scope or schedule changes that necessitate revisions to the CSPP will require review and approval by the airport operator and the FAA.
CONSTRUCTION SAFETY AND PHASING PLAN 010001.2
c. FAA ATO Coordination
FAA Air Traffic Organization (ATO) will be notified of all conditions that may adversely affect the operational safety of the airport via Notices to Airmen (NOTAM) and other methods, as appropriate. There are no anticipated improvements that will require a reimbursable agreement or flight inspection as part of this project.
2. Phasing
Plan: The construction phasing plan only includes two phases. The area of construction for this project has no adverse impacts to mitigate due to construction within aeronautical operational surfaces. Strict adherence to the provisions of the construction operations phasing plan by all personnel assigned to or visiting the construction site is mandatory for all construction projects.
In the event Contractor activities are not in conformance with the provisions of the construction operations plan, the Contractor shall immediately cease those operations violating provisions of the construction operations plan and conduct a safety meeting. The construction operations plan is open to input at safety meetings, but the Contracting Officer and ATO have the final determination of safe operations. The Contracting Officer may direct the Contractor, in writing, to immediately cease those operations involved in the violation of the provisions of this Construction Safety and Phasing Plan. The Contractor shall not resume construction operations until an appropriate action is taken as determined by the Resident Contracting Officer.
Although aircraft emergencies are quite rare, should one occur during the project, it is expected that lifesaving measures will take precedence over the convenience and expense of the Contractor.
On-going operations shall be kept neat and cleaning shall be continuous, so any required clean-up for use by an aircraft in distress will be minimal. Any costs for Contractor delays or inconvenience will be considered incidental costs of the project with no additional compensation by the Owner.

Conditions for Closure
Phase I – Grading, de-icing apron, access taxiway, storm drain and utilities construction by other contractor.
De-icing project will begin before the USFS project. The Phase I area will be fenced by the Colorado Springs Airport’s contractor. The apron contractor and USFS contractor will occupy the same construction areas encompassed by the Phase I fence.
As the apron project concludes, the contractor will reduce the fenced area to the Phase II area. USFS contractor will be required to maintain the Phase II fencing and then remove / stockpile the fencing at the conclusion of the project. The Airport has a separate construction safety phasing plan associated with their project. Their projects requires some AOA closures. All contractors will be required to closely coordinate their safety and phasing plans throughout their projects.
Phase II – Construct:
USFS Operations Building; Retardant Storage Building;
Concrete Retardant Containment Slab;
paved access and parking, utilities and other miscellaneous improvements
None None Fencing around the perimeter of the construction site.
