The structural system consists of a structural steel perimeter frame (tube steel or wide flange columns supporting steel wide flange beams) supporting steel wide flange beams spaced at 7 to 9 feet on center which span approximately 30 feet across the width of the building (the north-south). The beams support 1-1/2” steel deck. The seismic and wind force resisting system consists of steel concentrically braced frames. The foundation type consists of shallow spread footings. The ground floor consists of five inch thick concrete slab on grade.
Mechanical
HVAC Overview
The new Dental building is designed to be a standalone building and will not be connected to any campus utilities such as chilled water or steam. In addition, based on the location of the new building, natural gas is not available as a heating source (see plumbing narrative).
Therefore, the building HVAC system will be an all-electric, high efficiency rooftop VAV system.
A high efficiency packaged rooftop unit with an energy wheel will provide heating and cooling for the building. There will be 22 VAV zones, each with electric reheat to serve the spaces. Return air back to the rooftop unit will be ducted through the energy wheel to temper the incoming air and increase the efficiency of the unit.
A variable refrigerant flow (VRF) heat pump system will serve the IT and mechanical rooms. Three fan-coil units are connected to a single heat pump outdoor unit. Individual split systems will serve the two electrical rooms.
A general exhaust fan will remove air from the toilet rooms, janitor closet (HAC) and locker rooms. A dedicated utility set exhaust fan will remove air from a canopy hood located in the dental laboratory. Another dedicated utility set exhaust fan will remove general air from the dental laboratory.
The building will have a central building management system (BMS). The BMS will control the functions and schedules of the HVAC and plumbing equipment in the building. The BMS will be web-based and accessible from any remote computer through a password protected access.
Below is a summary of the calculations for the new HVAC system. The complete calculations can be found in the appendix.

The plumbing systems for the new building were selected to meet the latest water efficiency standards for the VA, International Plumbing Code and LEED. In addition, the plumbing fixtures will be chosen to meet the accessibility requirements of the A.D.A.
Fixtures will be specified to be of the low water consumption type in order to meet the
Federal Regulations. Plumbing systems are designed for dental service as required by the
2014 VA design criteria for dental clinics. Dental equipment in each room were taken from the VA Room Data Sheets which indicate the typical quantities and types of fixtures.
Required plumbing utilities for the new building will be connected to the existing campus systems, including storm water, sanitary sewer, and potable water, as shown on the civil engineering drawings. Natural gas is not readily available for this project (see discussion below). Therefore, the domestic water heating shall be provided by electric water heaters.
Two new 90 gallon, 15kW electric water heaters will be installed in the new mechanical room to serve the building. The design of the domestic water heating system will be in accordance with the latest VA Guidelines and International Plumbing Code and will incorporate a recirculating loop to maintain the required water temperatures at the fixtures throughout the building. Hot water will be stored at 140 oF and circulated at a minimum of 124 oF in order to prevent the spread of Legionella bacteria, per VHA Directive
1061. At each sink faucet, an anti-scald mixing valve will be installed to drop the hot water temperature down to 110 oF to prevent scalding.
Domestic Water
Using the 2021 International Plumbing Code chapter 6 and Appendix E for reference, the total water service fixture units for the new building is 158. This equates to 82 gpm. Figure
E 103.3(3) in the 2021 IPC indicates that a 3” diameter type L copper pipe is the best selection, with a velocity of 3 ft/sec. Per the 2021 VA Plumbing Design Manual section 8.6, “using untreated municipal water [supplied to] the utility junction centers [UJC] is prohibited” and “shall require a supplemental water treatment system.” In discussions with the dental equipment supplier, no water will be piped to the UJCs. Therefore, water filtration is not needed.
Drain, Waste and Vent
Using the 2021 International Plumbing Code chapter 7 and 9 for reference, the total drainage fixture units for the new building is 101. This equates to 50.5 gpm, assuming 1 gpm/2 DFU. In addition, 30 gpm is assumed added to account for the fire sprinkler drain flow rate. Table 710.1(1) in the 2021 IPC shows that a 4” diameter pipe is capable of handling the building load of 216 DFU at ¼ inch per foot slope.” In discussions with the dental equipment supplier, no drain will be piped to the UJCs. Per the request of the VA, a
Parshall Flume open channel flow measuring device has been added to the main building drain outside the building. This is shown on the Civil drawings.
Storm Water System
Using the 2021 International Plumbing Code chapter 11 for reference, the basis of design is
1.5 inches per hour rainfall per Figure 1106.1 for Fairfield, CA. For a roof area of 12,574 square feet, the rainfall will create a flow rate of 314 gpm. Per Table 1106.2, using 2” per hour, an 8” diameter horizontal pipe can handle the required flow rate from the building.
However, the storm water will be taken out the west side of the building at 3 locations and tied into the 4” storm drain as shown on the Civil drawing CU-101.
Medical Gas Systems
Medical gas systems are designed according to the VA guide plates. The following rooms are shown to have the following medical gases:
• Laboratory: none
• Oral Surgery: dental air and vacuum, nitrous oxide, nitrogen, oxygen.
• Dental Treatment Room: dental operatory chair with air and vacuum.
• Recovery Room: A single 2” diameter dental vacuum wall outlet. The dental recovery room also has a dental operatory chair with air and vacuum
Dental Equipment to be located in the Mechanical Room:
• Dental vacuum units
• Dental air compressors
Other Medical gases: Specialized medical gases are required for the Oral Surgery Room
1014. The source will be gas cylinders which will be located in Storage Room 1012. The cylinders will be racked to the wall with two cylinders of each type of medical gas. Each set of cylinders will have an automatic switch-over manifold that will alarm when the reserve cylinder is in use. The medical gases that are required are:
• Oxygen
• Nitrous oxide
• Nitrogen
High Volume Oral Evacuation (HVE) Systems
Design shall provide duplex or multiplex, high efficiency, continuous duty, vacuum producers each capable of providing 70% of the design load. Pumps are sized to produce
27 kPA [8” Hg] of vacuum at an air flow of 15 scfm at each UJC. Vacuum systems will be protected by 0.3 micron hydrophobic filter on the suction side of the pumps to minimize the potential for contamination of the vacuum pumps. The exhausts from the vacuum producers will be combined and extended to outdoors above the roof. A 30-gallon separator tank and a 50-gallon separator tank will be installed upstream of the vacuum producers. An amalgam separator will be installed between the separator tanks and the sanitary waste system.
Dental Compressed Air Systems
The system will be capable of NFPA 99 Category 3 compressed air. Compressors are duplex and sized such that 100% of the design load is carried by the largest single unit out of service. Primary and secondary air dryers, filters, pressure regulators, all with a valve bypass are included. Continuous line dew point carbon monoxide monitoring is also included. The air inlet will be located above the roof, at least 25 feet from any building opening or other intake or vent. The piping system is designed for 25% excess capacity for future expansion. Air used for dental treatment rooms shall also be used for the dental laboratory. There are three stubouts for air tools in the dental laboratory.
Resolution of natural gas issue
Plumbing
1. The VA Design Standards for Dental Clinics require natural gas in the Laboratory, Oral Surgery and in each of the Dental Treatment Rooms (of which there are 18).
The civil engineer has surveyed the site and has found no natural gas utilities in the area. We have had no guidance from the VA up to this point. An alternate to natural gas is propane. Either a central system which will require a tank located outside the building and the VA to contract with a local propane supplier to maintain and fill the tank, or local portable propane tanks could be installed in the future where needed.
Electrical
Existing Site Condition
The proposed building site sits on two electrical and communication distribution duct banks. The first duct bank consists of six normal power electrical ducts (4” and 5” ducts).
The second duct bank consists of six emergency power electrical ducts and six communication ducts (4” and 5” ducts). The two duct banks are connected to six manholes
(normal power, emergency power and communication), three at each end of the duct banks, respectively, on location E11600, N19440 and E11250, N19440. These two duct banks will have to be rerouted to keep away from the new building site. The reroute will have three new manholes each added to the south side of the existing manholes locations, respectively. There will be a total of six new manholes. The two duct banks will be rerouted from the existing manholes on E11600 to the new manholes on the south side and to the new manholes south of the existing manholes on E11250, then back to the existing manholes on E11250.
David Grant Medical Center’s Substation #2 is the closest power source for the new dental building. Upon load monitoring this substation, it was concluded that this substation can support the new building and will be able to supply both the normal and emergency power.
Building Electrical System
The building calculated normal power requirement is 182 kVA and the emergency power is
162 kVA. The load monitoring results showed a maximum loading of 900 kVA on unit substation 2A (normal power), 588 kVA on unit substation 2B (normal power) and 618 kVA on unit substation 2E (emergency power). These unit substations are each connected to their own 1500 kVA transformer. We will be connecting to unit Substation 2B for the normal power supply of the new dental building. This will increase the loading of unit substation 2B to 770 kVA which is about 51% of its capacity. Similarly, we will connect to unit substation 2E for emergency power. This will increase the loading of unit substation
2E to 780 kVA which is about 52% of its capacity.
The new building will be provided with four electrical branches, one normal power and three emergency branches. The three emergency branches will be Life Safety, Critical and
Equipment branches.
Two electrical Rooms will be provided for the building. One of the electrical rooms is for normal power and the other for emergency power.
Electrical normal and emergency power will be 480 volt from Substation #2. New breakers will be installed in existing spaces in the switchboards for unit substations 2B and 2E.
Spare conduits on existing duct banks running from substation #2 will be used up to the nearest point of connection to the new dental building. This includes the re-routing of these conduits to avoid the new dental building. From the nearest point of connection, new underground lines will be routed to the electrical rooms of the new dental building. The normal power Electrical Room will have a main 480/277 volt service entrance switchboard, 480/277 volt panelboards, 480 to 208/120 volt transformers and 208/120 volt panelboards.
The emergency power Electrical Room will have a main 480/277 volt incoming switchboard, 480/277 volt panelboards, 480 to 208/120 volt transformers and 208/120 volt panelboards.
Building – General Lighting
All lights will be LED and 277 volts. Emergency powered lights will be provided on selected fixtures throughout the building. Oral surgery, OIT and FMS Rooms will be fully powered by emergency lighting.
The lights will be controlled by dimmers except in the corridors, HAC, Electrical Rooms, Mechanical Room, toilets, roof and perimeter lighting.
Occupancy sensors will be provided in the corridors and in the dentist office. Vacancy switches will control the lights in the Conference Room, operatories, lounge, offices, Locker
Rooms, Recovery Room, Storage Rooms, toilets and reception area.
Perimeter lighting will be provided around the building as well as the roof deck. Parking lights will also be installed in the new parking area.
Power
Power receptacles will be provided along the walls. Receptacles will also be provided where special equipment like patient lift, TV, projectors, x-ray machine are located. 208 volt receptacles will be provided in selected locations in the laboratory. Operatory areas and oral surgery receptacles will be 100% on emergency power. Power will also be provided to prefabricated consoles in the operatories and to the laboratory furniture.
Telecommunication:
Site Requirements
As noted above in the Electrical Site Condition, the existing communications duct bank will require relocation as noted and indicated on the drawings. This will require the identification and confirmation of all communications cables, copper and fiber optic running between existing Comm Vaults 1401304 and 1401310. An interruption to services will be required in order to splice and extend the cables around the new Dental Facility.
This process will require coordination between the Low Voltage Outside Plant Contractor and the VA Communications Groups responsible for the existing Outside Cable Plant.
Telecommunications Backbone Requirements
A twenty four (24) strand, Single Mode fiber optic cable for Digital Data and a twenty five
(25) pair Copper cable for voice communications, will be installed from the MPOE (room
A145 in the Outpatient Clinic Building (OPC) to the new Dental Clinic. These cables will be routed from the OPC through Comm Vault 1301302, 1401303, 1401304, to the new Comm
Vault outside the Dental Clinic (designation number to be determined by the VA) and into the MPOE/MDF (room 124) of the new Dental Clinic. An extension of six (6) Category 6 cables will be made from the MPOE in the OPC to the FAC room (A140) for facilities connections. There will also be an extension of six (6) Category 6 cables from the
MPOE/MDF in the Dental Clinic to the FAC (room 126).
Telecommunications Room Requirements
In room A145 of the OPC, the new fiber optic backbone cable to the Dental Clinic will be housed in a 1RU fiber enclosure in rack 2. There are some existing panels in rack 2 that may need to be moved up or down at the determination of the VA; however, there is room in the existing rack for the fiber enclosure. The 25 pair copper cable will be terminated on the 110-frame located in the back of the room, at the bottom of the far left vertical. It is suggested that the six (6) Category 6 cables to room A140 be terminated in the fiber enclosure but can also be terminated in a 1RU modular patch panel in rack 2. The final determination of the copper and fiber panels in rack 2 will be made by the VA. In room
A140 the six (6) Category 6 cables will be terminated in a 6-port surface mount block located next to or inside of the existing rack on the wall. This too shall be determined by the VA and coordinated with the Low Voltage Contractor prior to termination. A new 2” sleeve will be required into room A140 for these cables and fire stopped in accordance with
VA Specifications.
The MPOE/MDF in the Dental Clinic, room 124 will be fully built out with fire rated plywood on all walls. There will be two (2) new 2-post racks for network equipment and patch panels. The racks will be provided with one (1) L6-30, 208V, 30A receptacle and a 5-
20 quad, 120V, 20A receptacle mounted above and between the racks. The Electrical
Contractor shall provide a 5kVA, rack mounted UPS with a 208V/120V step-down transformer. The Low Voltage Contractor shall provide one (1) vertical, 208V, 30A PDU and one (1) horizontal, 120V, 20A PDU on each rack, all plugged into the UPS. Therefore, all equipment in the racks will have UPS back-up power. The racks will be anchored to the floor and fully supported at three horizontal points via overhead ladder racking. Two (2)
4” sleeves will be installed for cabling to leave the room and access the cable tray system.
The FMS in the Dental Clinic, room 126 will be built out with fire rated plywood on all walls. The six (6) Category 6 cables from the MPOE/MDF will be terminated in a wall mount rack located on the west wall (plan view) at a standard 7’ to the top of the rack. This rack can be used for other FMS equipment and connectivity to be determined and coordinated by the VA. The rack will be provided with a 5-20 quad, 120V, 20A receptacle mounted at 6’ AFF on the left side of the rack. A 2” fire rated sleeve will be installed from above the rack to the cable tray system.
Bonding Grounding
The MPOE/MDF will be provided with a Telecommunications Main Ground Bus (TMGB) that will be tied to the Main Building Ground in the Electrical Room. A #4awg. copper conductor will be run along the ladder rack and above both racks. A #6awg. copper conductor will be H-Tapped above each rack and securely fastened to each rack. An additional #6awg. conductor will be run from the TMGB to the rack in the FAC. All grounding will be in accordance with VA Division 27 Specifications. All ancillary equipment grounding will be done by VA personnel upon installation.
Horizontal Cabling Requirements
A 12” x 4” cable tray will be installed above the ceiling, outside of the MPOE/MDF in hallway 202 and run north to hallway 100D. The tray will transition horizontally to the east and west and stop at hallway 100F and 100G. All horizontal cabling from these points will be run in J-hooks as required at 5’ minimum intervals. All runs that transition off the main runs will be at 90-degree angles and run to their respective locations via the most accessible paths possible.
All Telecommunication hard wall outlets will be provided with four (4) Category 6, plenum rated cables. All systems furniture outlets will be provided with two (2) Category 6 Plenum rated cables. All Telecommunications outlets will be on four port modular wall plates and systems furniture will be on two port modular wall plates. All horizontal cabling will be terminated on modular patch panels in the MDF.
All Wireless Access Points will be provided with one (1) Category 6A, plenum rated cable and terminated on a modular plug. All WAP cables will be terminated on modular patch panels in the MDF.
Telecommunications Testing and Commissioning
The entire Telecommunications backbone and horizontal cable plant will be tested and commissioned in accordance with all existing VA Division 27 Specifications and requirements to include all fiber optic cables, Category 6 and Category 6A cables. All test results, as-built drawings will be fully documented and turned over to the VA prior to move-in as required in the Division 27 Specifications.
Fire Protection
All fire alarm, fire suppression, and access control work will be handled as deferred-approval items. The drawings for these systems represent design criteria only in accordance with VA design standards. The contractor is responsible for all work necessary for complete, operating systems including the preparation of shop drawings and all associated calculations. This project will call out the salient features of the new system(s) and require the Contractor to coordinate with other disciplines.
Automatic sprinklers will be provided throughout all occupied areas of the building. Water supply for automatic sprinklers will be provided by a new 4-inch water service main to the building that extends from the main in the street. A new 4-inch backflow preventer will be provided. The sprinkler system will be a wet-pipe system and have a single zone. The riser will be provided with a control valve, check valve, waterflow and valve supervisory switches, and test and drain connection.
All sprinklers will be quick response type. Recessed pendent sprinklers (chrome finish with white escutcheons) are to be used in finished areas. Standard upright sprinklers (brass finish) will be used in unfinished areas. Design to be generally based on the provision of
Light Hazard and Ordinary Group 1 occupancy densities.
A new Simplex 4100ES fire alarm control unit (FACU) will be provided for the building. The
FACU will report alarms to the existing Simplex 4100 fire alarm control unit in OPC via fiber optics. Alarms will be transmitted off site via the alarm transmitter in OPC. Smoke detectors will be provided only where required by VA standards and in rooms to activate fire/smoke damper closure. Duct smoke detectors will be used to shut down supply fans exceeding 2,000 cfm. Duct smoke detectors at fan units will be programmed as supervisory alarms. Manual fire alarm boxes will be provided at exits. Fire alarm notification will be by speakers, strobes, and speaker/strobes.
A new Software House iStar door controller system is anticipated for the building. Card readers, electric strike locks and door position switches will be provided on selected doors.
Operation of the access control system will report to the Software House iStar door controller system in OPC via LAN connection or fiber optics. A video surveillance system will be provided with fixed, and pan-tilt-zoom cameras provided as selected locations.
Exterior entrances and interior corridors and waiting areas will be provided with cameras.
Civil
The proposed expanded Dental Clinic will be located on opposite side of the street from
Sachsel Dental Clinic in the existing parking lot which will be demolished and resulted in the loss of 74 parking stalls. It is anticipated that new 3-inch domestic water, 4-inch fire water and 6-inch sanitary sewer services, including a flume for monitoring and testing purposes, will be connected to existing mains in the street frontage. A new fire hydrant will be provided at the street frontage for easy access by fire department.
Grading will be required to provide for a new engineered pad for the new building. A new circular driveway for passenger drop-off in front of the building will be provided. Existing trees in conflict with the new building will be removed. New drain inlets and storm drain lines will be provided to capture stormwater runoff from the new building, driveway, courtyard area and parking lot leading to the three new bioretention facilities for stormwater treatment in compliance with State Water Boards requirements. See
Stormwater Management and Drainage Report prepared by Chaudhary & Associates.
The proposed parking lot will be located further east across Bodin Circle consisting of 103 stalls including 5 accessible stalls. A new accessible path of travel will be installed extending from the new parking lot to across Bodin Circle, then westerly through the existing parking lot, then turn north leading to the new building entrance. In addition, a new pedestrian crosswalk will be provided to cross the existing driveway connecting the new building to existing Sachsel Dental Clinic and other facilities to the west.
Two major existing electrical and communication duct banks will be re-routed southerly away from the proposed building. A new service to the subject building will come off the rerouted banks. A new fiber pathway communication line will be serviced from existing
Outpatient Clinic Building further to the north. Existing trees in conflict with the rerouted duct banks will be removed. See Electrical and Fiber Pathway Plans for additional details.
The existing electrical duct bank is 38 inches wide consisting of 10 PVC conduits ranging from 4-inch to 5-inch diameter, 7 of which are vacant. The communication duct bank is 33 inches wide consisting of 8 PVC conduits ranging from 4-inch to 6-inch diameter, 2 of which are vacant. It is our understanding that these duct banks are shallow, approximately
18 to 24 inches deep. There are no paint marks for existing gas line nor any gas valves or markers in vicinity of the proposed improvements.
Traffic control will be required during installations of wet and dry utilities, and at point of connections in the streets and driveways which may require night work to minimize traffic disruptions. It should be noted that all utilities shall remain in full service during said installations without interruptions.

Models: (FXAQ07, 09, 12, 18, 24 PVJU) (FAQ18, 24 PVJU)
NOTE: DO NOT USE SEPARATE 230 VOLT OUTLET TO POWER PUMP AS THIS IS NOT FAIL
SAFE AND MAY CAUSE AN OVERFLOW!
1. Check voltage at evaporator and ensure that pump voltage is correct.
2. Make sure all power is off prior to installing the pump. Connect pump power wires to terminals 1, 2 in evaporator. This ensures the pump is powered only when the evaporator has power but continues to be powered in case of an evaporator fault.
3. Install 1 amp inline fuse between evaporator and pump as shown to protect pump and unit.
4. Remove jumper X15 from PCB and cut white wire.
6. Replace jumper X15 with wires attached onto PCB.
7. Attach warning label provided to front face of terminal cover in indoor unit.
NOTE: OVERFLOW ALARM WIRE MUST BE CONNECTED TO ENSURE THAT,
IN CASE OF PUMP FAILURE OR BLOCKAGE IN DISCHARGE HOSE, EVAPORATOR WILL
SHUT DOWN. CONNECTION OF THE OVERFLOW ALARM CIRCUIT IS MANDATORY AND
FAILURE TO DO SO WILL INVALIDATE PUMP WARRANTY!
