Solicitation No. 36C77624R0085 Dental Expansion and Relocation - Northern CA, VAMC located at Travis AFB

It was noticed at the job walk held on August 29th, there is a light pole and an associated box that is to be “Relocate Street Light 7’ from Face of Curb” as indicated on plan sheet CD101. This light pole is located at the Southwest corner of the project. The light pole at this location also had attached to it a security camera, a panel box, and switch box attached to this pole as well, but these items are not noted on the plan sheets. Please clarify if the security camera, associated panel box, and switch box are to be relocated too, if so, could additional information be provided regarding the security system items. Street light and all attached, associated to be relocated with street light as called out (TYP). 8/30/2024

The current set of plans does not have a set of Landscaping & Irrigation as part of them. Please clarify if these are forthcoming? Could as-built plans of the irrigation system be provided?

Contract documents are comprehensive; no as-built documents to provide; sheet CST101 provides general reference notes; Contractor shall provide plantings in all bioretention areas using guidelines of BASMAA manua, Appendix F; Contractor required to follow BMP, stabilize site per SWPPP requirements 8/30/2024

On plan sheet GI200, there is a note in the Fireproofing box that states the following “Contractor shall provide fireproofing where indicated and as required in accordance with specifications”. Please clarify if fireproofing is to be required for this project, we cannot find where it is indicated in the plans nor is there a dedicated specification for this.

This note is intended to allow for the use of fireproofing systems as required to achieve a required fire rating. For example, if firestopping systems alone cannot achieve the required fire rating of steel members as they traverse through fire rated construction, fireproofing systems may be used in combination with firestopping systems to achieve the required fire rating. Fireproofing system proposed by the contractor must be approved through the submittal process before being used on the project.

8/30/2024

Please clarify if temporary security fencing will be required around this project, if so, is there a rough idea of where it should be placed, so as not to obscure access to other buildings and parking lots? Please clarify where the freight access gates, and pedestrian gates should be place? Follow contract documents 8/30/2024

This project will the removal and disposal of surplus excavating spoils, is there a location on base that can be used for this? Material not used on site, surplus to be removed from the base to proper disposal area (TYP) 8/30/2024

Per plan sheet CST101, there is a table that list the DMA -Drainage Mat Areas, DMA 3 is highlighted in pink as is DMA4 & DMA5, which means it is NIC from this project, but DMA 3 still has some area around the dental building that still needs to be included. This might want to be broken out and clarified as DMA3a and DMA3b.

Only parking lot and items associated to parking lot (e.g. lights, etc.) not in contract; all other items remain within contract; making some of the project NIC, rendered the DMA 3 invalid as shown on CST101.

However, DMA 1 bioretention has been oversized and will receive some existing impervious area (essentially offsetting the new impervious from DMA 3). This is not anticipated to impact construction but may have some regulatory implications for justifying stormwater treatment compliance.

8/30/2024

As site utilities are being installed on the roads going all around the new dental building, access to the VA Parking Lot will be blocked off at times, since there is only one entrance to it, along with electrical utilities crossing Boden Circle. Has a logistics plan been designed to help both automobiles and pedestrians get access to the necessary parking lots and buildings for which they may be visiting? This might require a phasing or sequencing of site utilities. Please clarify if the GCs will be required to provide traffic control as these events occur?

Contractor will be responsible for all site activities in conformance to VA/Travis AFB requirements;

Contractor will be required to provide a safety plan upon NTP within deadline to submit, which should include a traffic control plan; Follow contract documents including but not limited to General Notes 25 and 37 on sheet GI200 8/30/2024
