1. INTRODUCTION
An Environmental investigation for asbestos containing materials (ACM) was conducted by
CMC Environmental Corp at PR-159 Km 3.2 in the Municipality of Morovis, Puerto Rico. As part Landslide and Road Damage Evaluation and Repairs project. To identify an access suspected asbestos containing materials. (ACM).
2. PROJECT DESCRIPTION
The project consists in the asbestos evaluation that included visual inspection, sampling, analysis, and physical assessment, if necessary, of suspected ACM present in the project.
In this evaluation no asbestos containing material were identified during the inspection through refer to pictures in the appendix # 3
The investigation was performed on December 20, 2018 at PR-159 Km 3.2 in the
Municipality of Morovis , Puerto Rico
During the inspection through the site no asbestos suspected material was identified for ACM.
The Asbestos School Hazard Abatement Reauthorization ASHARA, National Emission
Standard for Hazardous Air Pollutants NESHAP, Asbestos Hazard Emergency Response Act
AHERA and the Department of Natural Environmental Resources (DNER) of Puerto Rico
(Rule 422) and regulatory requirements concerning asbestos containing materials inspection/investigation shall apply.
NOTE: Samples are defined to be asbestos containing if total asbestos fibers content from
PLM analysis is greater than 1% f/cc.
3. OBJECTIVE
The objective of the asbestos investigation is to determine the presence of asbestos containing materials at the before mentioned project and assist in the compliance with the local and federal regulations prior to the demolition, repairs or rehabilitation works.
The mere presence of asbestos containing materials (ACM) and the potential for disturbance due to structure demolition or other activities create fiber release episodes into the environment that constitute a potential health hazard. Appropriate work practices or procedures for the control of emission and exposure are required by Federal and Local regulations.
4. OVERVIEW OF THE EVALUATION
This asbestos containing material inspection is to identify the location of any Asbestos containing Material (ACM) that exist within. Our scope of work (SOW) for this project consisted of the following task:
• A walk-though and visual inspection of the structure to detect the presence of any suspected material.
• Perform an inventory of suspected ACM if applicable.
• Bulk samples shall be collected from each homogeneous area within the project site if suspected material is observed (ACM).
• Polarized Light Microscopy (PLM) Analysis will be used to recognize and identify samples containing ACM.
• Final Inspection Report
The inspection was conducted with inspectors accredited by the Environmental Quality Board of Puerto Rico (EQB) and U.S Environmental Protection Agency (EPA) with experience, education and training in the recognition of potential ACM and approves bulk samples techniques.
The inspection was performance in accordance with U.S Environmental Protection Agency recommended procedures found in EPA-450/2-78-014 (Parts I and II), EPA 560/5-85-024 and
40 CFR 763, These procedures call for the visual inspection of the building for suspect friable material collection and analysis of representative’s samples of suspected materials. The EPA
Asbestos National Emission Standards for Hazards Pollutants (NESHAP) Standard define friable
ACM as any material containing over one percent (>1%) by weight of any type of asbestos mineral form that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non friable is any material that contain over one percentage (>1%) by weight of any type of asbestos mineral form and cannot be crumbled, pulverized, or reduced by hand pressure

5. INSPECTION AND SAMPLING METHODOLOGY
An initial inspection is carried out in the project site to identify the presence of any suspected material in the structure. If any ACM is not presence, no further action is required. However, if asbestos is detected, samples must be collected following EPA Procedures.
Upon complete of the functional space inspection, bulk samples were collected of the suspect
ACM and grouped into homogeneous sampling areas (areas which are uniform in color texture, general appearance and construction/application date).
When samples of homogeneous material are collected, they are labeled and transported for analysis. Each type of asbestos displays a unique property when subject to PLM. Properties are unique to crystalline asbestos form and therefore can be used to identify the type of asbestos mineral as chrysotile, amosite, crocidolite, anthophyllite, tremolite and actinolite.
Percentage of each asbestos mineral type is determined by visual estimation, by mixing the samples thoroughly to provide more accurate percentage. Any material containing over one percentage (>%) by weight of any type of asbestos mineral form is considered by the US
Environmental Agency (EPA) to be asbestos containing material and if disturbed it must be handled according to specific State and Federal Regulations.
A physical assessment of the suspected ACM was performed based on AHERA regulation. Since this protocol does not provide a method for relative ranking of individual hazards within the
AHERA categories for the three types of ACM (Surfacing, Thermal Insulation and
Miscellaneous). A separate analysis was performing as to determine the hazard assessment combines the level of potential for disturbance with the condition of the ACM. To indicate overall hazard potential the ranking for hazard potential ranges from 1 most hazardous to 7 least hazardous. The highest rank is reserved for the ACBM which is significantly damage hazard 2-4 indicate Which are damages with rank 2 indicating for significant damage and rank
3 indicating a potential of damage Hazard ranking 5-7 are reserved for ACBM in good condition.

Any Collected asbestos bulk samples will be submitted for standard turnaround time analysis to a Certified Proficiency by the National Institute of science and Technology NVLAP program for bulk samples asbestos analysis. The Method of analysis will be Polarized Light Microscopy with dispersion staining as recommended by US Environmental Agency (EPA).
6. CONDITIONS AND LIMITATION DISCLAIMER:
CMC Environmental has performed this investigation in a thorough and professional manner consistent with commonly accepted industry standards and practices. The preparer cannot guarantee and does not warrant that this evaluation has identified all adverse environmental factor and/ or conditions affecting this property on date of the evaluation.
The results reported and conclusions reached by the preparer are solely for the benefit of the owner. The results and opinions in this report, based solely on the conditions found at the project on the date of the evaluation, are valid only on that date. The preparer assumes no obligation to advise the client of any changes in any real or potential asbestos hazard at the project evaluated beyond the date of the inspection evaluation.
7. CONCLUSION AND RECOMMENDATION
A complete visual inspection conducted at the project site, pursuant to the requirements of
AHERA (40 CFR 763 subpart E) and USEPA guidance demonstrate that no ACM is present in the area after evaluating Project. Therefore, no samples of suspected materials containing asbestos was collected at the project-No Further action required.
