About this file
This document is an EGLE (Michigan Department of Environment, Great Lakes, and Energy) Water Resources Division Permit for Construction of Wastewater Systems, issued to Wayne County Department of Public Services for the Rouge Valley Sewage Disposal System (RVSDS) Phase 2C/3C Sanitary Sewer Rehabilitation project. The permit (P41004687 v. 1) was issued on March 18, 2024, and expires on March 18, 2026. The project involves rehabilitating approximately 21,000 feet of large diameter sewer within the RVSDS and along the Middle Rouge River, primarily using Cured in Place Pipe (CIPP) lining. The rehabilitation includes various sewer sizes ranging from 24-inch to 78-inch diameters, with specific quantities including CIPP lining of 400 feet of 24-inch, 88 feet of 42-inch, 4,450 feet of 54-inch, 3,540 feet of 60-inch, 7,968 feet of 66-inch, and 3,600 feet of 78-inch sewers.
The project requires detailed flow control and bypass pumping due to high flows, and includes additional work such as SPR lining of various sewer segments, placement of two new 72-inch diameter sanitary structures, and widespread grouting across the RVSDS. The permit mandates compliance with various environmental regulations, including soil erosion control, wetlands protection, and water withdrawal guidelines. Special conditions include requirements for sewer pipe installation, deflection testing, groundwater dewatering registration, and management of discharge water to prevent environmental impact. The project will maintain continuity of service throughout the rehabilitation process.

GENERAL CONDITIONS
a. This PERMIT only authorizes the construction, alteration, addition, or improvement of the wastewater system as described herein and is issued solely under the authority of Part 41, Sewerage Systems, of Act 451.
b. This PERMIT expires two (2) years after the above date of issuance unless construction starts prior to the expiration date in accordance with R 299.2939(2) of the Part 41 Administrative Rules.
c. Any portion of the herein-described proposed wastewater project constructed prior to the date of issuance is not authorized by this PERMIT and is a violation of Part 41 of Act 451.
d. No sewer shall be placed into service unless and until the outlet sewer has been constructed, tested, and placed into service.
e. Failure to meet any condition of this PERMIT or any requirement of Act 451 constitutes a violation of Act 451.
f. Issuance of this PERMIT does not authorize any violation of federal, state, or local laws or regulations, nor does it obviate the need to obtain other permits or approvals from EGLE or other units of government as required by law.
g. The applicant must provide notice of impending construction to public utilities and comply with the requirements of the Underground Facility Damage Prevention and Safety Act, PA 174 of 2013, as amended (MISS DIG).
h. All earth-changing activities must be conducted in accordance with Part 91, Soil Erosion and Sedimentation Control, of Act 451.
i. All construction activity, including groundwater dewatering, impacting wetlands shall be conducted in accordance with Part 303, Wetlands Protection, of Act 451.
j. If water withdrawal, via dewatering activities, is associated with this project, authorization under Part 327, Great Lakes Preservation, of Act 451, is required for new or increased large quantity withdrawals over 100,000 gallons per day (70 gallons per minute). A Part 327 permit is required for new or increased large quantity withdrawals over 2,000,000 gallons per day.
SPECIAL CONDITIONS
1. Sanitary sewer pipe shall comply with and be installed in accordance with current ASTM designation.
2. Sanitary sewer shall be tested for deflection 30 days after installation at the Engineer's option.
The deflection shall not exceed 5 % of the normal pipe diameter.
3. If groundwater dewatering will be required as part of this project, please note that owners of all new or increased large quantity withdrawals (defined as having a pumping capacity of 70 or more gallons per minute) are required to register the withdrawal with EGLE prior to commencing withdrawal activity. To apply for registration, the use of the online Water Withdrawal Assessment Tool by the prospective withdrawal owner is required. For more information, and to begin the registration process, see EGLE’s website at the following link for the Water Withdrawal Assessment Tool (WWAT). http://www.deq.state.mi.us/wwat/.
4. The permittee shall manage the discharge of the dewatered water such that the receiving water shall contain no unnatural turbidity, color, foams, settleable solids, suspended solids, or deposits as a result of this discharge in unnatural quantities which are or may become injurious to any designated uses.

5. If dewatering activity results in an adverse impact to an adjacent property, water body, water supply well, or wetland, the permittee should consider and may be responsible to mitigate such impacts.
6. Continuity of service shall be maintained for all flow conditions for the duration of this project.
PROPOSED WASTEWATER PROJECT DESCRIPTION
The Rouge Valley Sewage Disposal System (RVSDS) Phase 2C/3C Sanitary Sewer Rehabilitation project will focus on the rehabilitation of approximately 21,000 feet of large diameter sewer, along with widespread grouting locations, within the RVSDS and along the Middle Rouge River. The project also includes spot rehabilitation of additional sanitary sewer segments.
The primary work performed under this phase will be Cured in Place Pipe (CIPP) lining of the existing sewer system.
This project will require detailed flow control and bypass pumping due to the high flows throughout the RVSDS. The 2C/3C phase will include two lining areas, the first area with approximate project limits from Beech Daly Road to Telegraph Road will include roughly 10,000 feet of CIPP lining. The three interceptors in this area include a 48-inch, 54-inch, 66-inch, and a small segment of 78-inch diameter sewer. Only two interceptors in this area are included in this phase for rehabilitation because the 48-inch sewer rehabilitation was completed as part of the RVSDS LTCAP Phase 1E project. The second segment from Warrendale Drive to Outer Drive will include roughly 11,000 feet of CIPP lining. The three interceptors are 60-inch, 66-inch, and 78-inch in diameter. All three interceptors are proposed for CIPP lining and grouting.
The project also includes the spot rehabilitation of one 24” diameter sanitary sewer segment and placing seven new concrete structures at existing bends in the sewer system. The total rehabilitation will include the following quantities:
• CIPP Lining of approximately 400 feet of 24-inch sanitary sewer, 88 feet of 42-inch sanitary sewer, 4,450 feet of 54-inch sanitary sewer, 3,540 feet of 60-inch sanitary sewer, 7,968 feet of 66-inch sanitary sewer, and 3,600 feet of 78-inch sanitary sewer.
• SPR Lining of approximately 728 feet of 42-inch sanitary sewer, 274 feet of 48-inch sanitary sewer, 508 feet of 54-inch sanitary sewer, and 360 feet of 66-inch sanitary sewer.
• 2 new 72-inch diameter sanitary structures
Also included in the 2C/3C project will be widespread grouting. Grouting across the entire RVSDS will be done on varying large diameter sewer.
