About this file
This document is a Summary Section (01 10 00) for the Wayne County Rouge Valley Sewage Disposal System (RVSDS) SRF Project Plan - Phase 2C/3C, involving multiple jurisdictions including Wayne County, the City of Wayne, Wayne County Parks and Recreation Department, and the Michigan Department of Transportation. The project involves the rehabilitation of approximately 21,000 feet of large diameter sewer along the Middle Rouge River, including Lining Phase A and B in specific river segments, six additional rehabilitation areas along various roads and within Warren Valley Golf Course, and grouting at multiple locations along the Lower and Middle Rouge Rivers. The project will include spot rehabilitation of one 24-inch diameter sanitary sewer segment and placement of seven new concrete structures at existing sewer system bends, with an expected timeline of Lining Area B occurring in 2025 and Lining Area A in 2026.
The project will be constructed under a single prime contract with work limited to normal business hours (7:00 a.m. to 6:00 p.m., Monday through Saturday), requiring coordination with Wayne County Parks and Recreation Department and careful management of public spaces, including maintaining pedestrian access during "Saturday in the Park" events. The contractor is responsible for securing staging areas, obtaining necessary permits from various jurisdictions (including Michigan Department of Environment, Great Lakes, and Energy), and protecting the work from potential flooding in the Hines Parkway and along the Rouge Rivers. All bypass pumping and temporary facilities are considered incidental to the project, and the contractor must maintain flow in existing Wayne County Interceptors throughout construction.
