About this file
This document is Addendum No. 4 for the Wayne County Procurement Division's Invitation for Bids (IFB) for the RVSDS SRF Project Plan: Phases 2C/3C Sewer Rehabilitation, with Control Number 37-24-023, issued on June 18, 2024. The addendum addresses eight specific questions from potential bidders regarding technical specifications, flow diversion methods, cleaning procedures, rehabilitation techniques, and project scheduling for a sewer rehabilitation project involving approximately 21,000 feet of large diameter sewer. The addendum provides clarifications on bypass pumping requirements, sewer cleaning and preparation methods, rehabilitation scope for specific locations, and potential use of standard felt liners for Cured-In-Place Pipe (CIPP) lining.
The addendum includes references to updated technical specifications for Temporary Flow Diversion and Bypass Pumping, Cured-In-Place Pipe Lining, and a project summary document. Key scheduling details indicate that Lining Area B is expected to occur in 2025 and Lining Area A in 2026, with contractors required to submit proposed timelines and clearly identify any exceptions to specifications or contract terms. The document also provides multiple file download links for video reviews and mentions that a full flash drive can be provided to the awarded contractor after contract award. Bidders are advised to carefully review the attached updated technical specifications and supporting documents to fully understand the project requirements.

INVITATION FOR BIDS
FOR
RVSDS SRF Project Plan:
Phases 2C/3C – Sewer Rehabilitation
CONTROL #37-24-023 ADDENDUM NO. 4
ADDENDUM ISSUE DATE: June 18, 2024
This Addendum is being issued prior to the acceptance of Bids to allow for the following questions to answers and specification changes:
1. There are items for both flow diversion and for bypass pumping for flows up to 20 CFS.
Is it up to the contractor’s discretion to use one or the other or is there an instance where bypass pumping is required?
ANSWER: Refer to the attached 33 40 00 Temporary Flow Diversion and Bypass Pumping technical specification for information regarding flow control. As stated in the spec “Some pipe segments do not have any upstream diversion opportunities available. Therefore, bypass pumping from an upstream manhole to a downstream manhole around the pipe segment is the only option for flow control”.
2. According to plan page 114 for location 2, it states that the sanitary cleaning and prep for this line will be paid for by “Sanitary sewer Cleaning and Prep, Heavy, 24-inch .” Will there be an added bid item that includes heavy cleaning?
ANSWER: Plan has been updated, no new pay item is added will be paid for as Sanitary Sewer Cleaning and Prep, 24 inch.
3. For Bid item 116 regarding the rehabilitation at location 2, will the entire 252’ be rehabilitated using CIPP or just the segment between the structures?
ANSWER: See Question 2, Addendum #3.
4. Question 4(a) Addendum #3, if standard felt liners are allowed.
ANSWER: See attached updated 33 01 30 – Cured-In-Place Pipe (CIPP) Lining technical specification.

6. According to Section 3.4 of Appendix D of the Construction Documents, work should not commence within 120 hours of rain in the local forecast. It then references the USGS gage #04167000. However, this gage represents the level of Hines creek. Is there a determined footage of the creek that the 120 hour work restriction will be enforced?
ANSWER: See updated attached 33 40 00 Temporary Flow Diversion and Bypass Pumping technical specification for a more defined wet weather work definition.
7. According to Section 1.10 C, “The contractor must complete all work in Lining area B, including restoration, prior to starting any work in Lining Area B.” Please clarify which area is to be complete first. Furthermore, it states that lining area A will be complete in 2026. If work is required to start this year, how is the work deadline of 365 days suppose to be achieved?
ANSWER: See attached updated 33 01 30 – Cured-In-Place Pipe (CIPP) Lining technical specification, “The CONTRACTOR must complete all work in Lining Area B, including restoration, prior to starting any work in Lining Area A. It is expected that Lining Area B will occur in 2025 and Lining Area A will occur in 2026, alternate schedules may be provided by the CONTRACTOR but shall be approved in writing by the ENGINEER”.
