About this file
This document is Addendum No. 5 issued by the Wayne County Procurement Division for the RVSDS SRF Project Plan: Phases 2C/3C Sewer Rehabilitation (Control #37-24-023), dated June 21, 2024. The addendum addresses three key questions from potential bidders regarding the sewer rehabilitation project. The first question clarifies that wet weather conditions are defined as 0.05 inches of precipitation, and the second question seeks guidance on manhole riser dimensions and liner installation challenges, with the county allowing bidders to propose additional cutting/removal and replacement subject to engineer approval. The bid response date remains unchanged despite a bidder's request to extend the deadline past July 4th.
The addendum includes a detailed breakdown of sanitary structure deconstruction and reconstruction categories, with quantities specified for Case A (4 units), Case B (37 units), and Case C (10 units). Temporary barrel section quantities are also outlined, ranging from 4 to 6 feet in diameter, with varying numbers of units needed. The project involves rehabilitation of approximately 21,000 feet of large diameter sewer, including Cured in Place Pipe (CIPP) lining, grouting, and installation of new concrete structures along the Middle Rouge River in Wayne County, Michigan. Bidders are expected to incorporate any proposed modifications into their bid cost/price on a per-case basis.

FOR
RVSDS SRF Project Plan:
Phases 2C/3C – Sewer Rehabilitation
CONTROL #37-24-023 ADDENDUM NO. 5
ADDENDUM ISSUE DATE: June 21, 2024
This Addendum is being issued prior to the acceptance of Bids to allow for the following questions to answers:
1. After reviewing the revised Temporary Flow Diversion and Bypass Pumping specification provided in Addendum 4, it is stated in Section 3.2.D that wet weather conditions are defined as 0.05 inches of precipitation (occurring or forecasted) in the tributary service area and Contractor shall cease operations during this wet weather condition. Could you please clarify if this 0.05 inches (1/20th of an inch) of precipitation was the intention, or if this was intended to be 0.5 inches (1/2 inch) of precipitation?
ANSWER: Confirmed, 0.05 inches (1/20th of an inch) was the intended value.
2. Our superintendent has walked this project. He has pulled all the Manhole covers in the CIPP lining areas. All the manhole risers are 4’ dia from the top of the pipe to the existing ground elevation. The detail below shows us removing the cone of the manhole and adding 4’,5’ or 6’ barrel sections. To the existing manhole riser to bring it above the flood plain. We need a 6’ dia opening to install the 72” and 78” dia bags. We need a 5’ dia opening to install the 60” and 66” dia bags. We can install the 54” dia liners through the 4’ dia MH. In the past we have had to cut a hole in the top of the pipe and pour a collar around the pipe to install a new manhole riser to the existing grade. To allow the liner to make the 90 degrees turn into the pipe. The detail below won’t allow for this happen. Please clarify what the engineer and owner would like to do about this situation.
ANSWER: Bidders can propose additional cutting/removal, and replacement, but it should be approved by the Engineer and included in the bid cost/price per each case.
3. Please extend the bid to a date after the 4th of July to allow us to do a complete review of the video issued with addendum no. 4.
ANSWER: The Bid Responses Due date cannot be extended at this time.
