About this file
This document is a technical specification section (33 40 00) for Temporary Flow Diversion and Bypass Pumping for the Rouge Valley Sewage Disposal System (RVSDS) State Revolving Fund (SRF) Project Plan: Phase 2C/3C - Pipe Rehabilitation, being undertaken by Wayne County, Michigan. The project involves cleaning, grouting, and rehabilitating various sewer interceptors, including the Rouge Valley Interceptor (RVI), Middle Rouge Interceptor Relief (MRIR), Middle Rouge Parkway Interceptor Extension (MRPIE), and others. Specific work includes installing fiberglass reinforced pipe (FRP) liners in multiple pipe segments with diameters ranging from 54 to 78 inches, and targeted sewer rehabilitation at six locations. The specification provides detailed requirements for flow diversion and bypass pumping, mandating that sewer conveyance cannot be interrupted during the work.
The document outlines extensive technical requirements for the contractor, including developing a comprehensive Flow Diversion and Bypass Pumping Plan that must be submitted and approved prior to beginning work. Key requirements include having bypass pumping equipment capable of handling typical sewer solids, maintaining a redundant pump on-site, ensuring uninterrupted service to sanitary customers, and providing dedicated on-site operators. The contractor must also adhere to strict wet and dry weather operational guidelines, with assumptions of two wet weather workdays per week and one owner maintenance day per month. The project emphasizes environmental protection, requiring immediate notification and cleanup of any sewer overflows, and prohibiting discharge of sanitary sewage to the environment. Measurement and payment will be handled as lump sum items for bypass pumping and flow control diversion.

SRF Project #5858
33 40 00 - TEMPORARY FLOW DIVERSION AND BYPASS PUMPING
PART 1 – GENERAL
1.1 SUMMARY
A. This section includes specifications for flow control through temporary flow diversion and bypass pumping to support the Work being performed as part of the Rouge Valley Sewage Disposal System (RVSDS) State Revolving Fund (SRF) Project Plan: Phase 2C/3C - Pipe Rehabilitation.
B. Interceptor Abbreviations
1. DHLI – Dearborn Heights Local Improvements
2. MRIR – Middle Rouge Interceptor Relief
3. MRPIE – Middle Rouge Parkway Interceptor Extension
4. PWI – Parkway Interceptor
5. RVI – Rouge Valley Interceptor
6. WI – Wayne Interceptor
C. This Work consists of:
1. Cleaning and grouting repairs to various pipe segments throughout the
RVSDS.
2. The installation of fiberglass reinforced pipe (FRP) to serve as a pipe liner in the following reaches.
a. RVI
- Area A: 66-inch diameter from Manhole “RVI 6-30” to “RVI 6-39”
- Area B: 78-inch diameter from Manhole “RVI 6-12” to “RVI 6-23”
b. MRIR
- Area A: 54-inch diameter from Manhole “NHV 3-01” to “NHV 3-16”
- Area B: 66-inch diameter from Manhole “NHV 2-21” to “NHV 2-33”
c. MRPIE
- Area B: 60-inch diameter from Manhole “MR I-11” to “MR I-17”
3. Targeted sewer rehabilitation through bends at six Rehab Locations.
D. The Work is in active sanitary sewers with continuous flows. Conveyance of flow in the RVSDS must not be interrupted by the Work. Therefore, if execution of the work cannot be performed in the depths and velocities of typical dry weather flow, then flow diversion or bypass pumping is required to reduce or eliminate the flow in the pipe segment being worked on.
June 10, 2024 Page 2 Phase 2C/3C - Pipe Rehabilitation
E. Where the Work is occurring in one of multiple RVSDS interceptors that flow in parallel with each other, the flow in dry weather may be diverted by gravity into the other interceptors by installing sewer plugs at common junction chambers. Thirty-one diversion setups were identified for their application to the Work and are described below. These diversions are presented for each pertinent pipe segment in Table 1 with the normal dry weather flow rate and the reduced flow rate if diversion is implemented.
Additionally, if work is occurring at the junction chamber itself, a flume may be used to isolate the junction chamber while still passing dry weather flow. Figure 1 below presents an example of such a flume concept.

G. Some pipe segments do not have any upstream diversion opportunities available.
Therefore, bypass pumping from an upstream manhole to a downstream manhole around the pipe segment is the only option for flow control. These pipe segments and their estimated dry weather flow rates are presented in Table 2. The Contractor shall develop concepts and implement temporary bypass pumping for work in these reaches.
H. With flow diversion implemented, some pipe segments will experience backwater conditions from downstream sewer depths. A downstream plug or dam and pump out would be needed to fully drain these pipe segments.
I. Implementation of flow diversion will cause increase to flow rates in the reaches into which flow is diverted and precludes work from being performed in these reaches as shown in Table 1.
J. Community connection sanitary sewers discharge into the RVSDS interceptors along the Work extent.
1. Table 3 presents the RVSDS manhole into which the community connection discharges and the estimated dry weather flow rate for each community connection,
2. Table 4 presents recommended bypass pumping concepts for diverting flow from these community connections into adjacent RVSDS sewers.
3. The following three community connections can be diverted through other means:
a. Community Connection No. 1 can be diverted by gravity to PWI 2- 05 by installing a plug at Manhole NHV 5B-18.
b. Community Connection No. 15 can be diverted by gravity to Dearborn Heights RTB installing a plug in the dry weather conduit at Regulator M-33.
c. Community Connection No. 16 is the discharge line for the dewatering pump at the Dearborn Heights RTB. This connection can be emptied by turning off the dewatering pump.
K. Public comfort stations exist along the Work extent that discharge sanitary flow directly into the RVSDS interceptors. The location and into which interceptor pipe these connections occur is currently unknown. Also, whether upstream manholes or clean outs exist that could be used for bypass withdrawal is also unknown.
Therefore, it is recommended that these comfort stations be placed temporarily out of service if their sanitary flow is needed to be stopped for the execution of the Work.

4. Boy Scout Shelter Recreation Area – 23833 Edward N Hines Dr, Dearborn Heights, MI 48127 likely connects along Pipe Segment NHV 2-34-33
L. Existing area velocity flow meters are installed on each of the interceptor pipes at the downstream end of the Work extent in each area. These flow meters may be used to review current system conditions prior to commencing flow diversion and bypass pumping activities.
M. Wet weather conditions in the RVSDS are characterized by flow depths that surcharge the interceptor pipes. This surcharging is due to a combination of excessive flows and downstream backwater conditions. Because of the downstream backwater condition, flow diversion and bypass pumping during any wet weather condition is infeasible. The RVSDS is also located within the flood plain of the Rouge River and may experience surface inundation.
N. At the request of the Contractor, the Engineer can provide GIS shapefiles of the RVSDS system.

1.2 SUBMITTALS.
A. The design, installation, and operation of the temporary flow diversions and bypass pumping system shall be the Contractor's responsibility. The bypass system shall meet the requirements of all codes and regulatory agencies having jurisdiction.
Prior to beginning any work, the Contractor is required to prepare and submit a Flow Diversion and Bypass Pumping Plan for each set-up that includes:
1. A plan view layout showing the suction and discharge manholes, suction and discharge piping routes, access paths, and staging areas for pumps, generators, and other equipment.
2. Locations and details of temporary modifications to the existing sewer such as sewer plugs and diversion dams, if any.
3. Locations and details of temporary pipe supports and anti-meandering provisions such as thrust blocks, joint restraints, and wall anchoring, if any.
4. A schedule for the installation, expected duration, and frequency of flow diversion and/or by-pass pumping operations.
5. A maintenance plan for ensuring general pump and equipment upkeep and working order of the bypass system. This plan must include maintenance frequency and measures for how potential ragging or clogging issues will be addressed and disposal of debris cleaned during the bypass period.
6. A monitoring plan for measuring and recording upstream levels and flow rates through the flow diversion or bypass pumping system.
7. Size, length, quantity, and material of all piping and valves.
8. Product specification sheets for pumps, valves, piping, generators, and other equipment utilized for each set up.
9. Total dynamic head (TDH) requirements of the pumping system including static lift, friction losses, minor losses, and flow velocities. Pump curves shall be included in the TDH analysis to show expected operating range.
10. Method of protecting discharge manholes or structures from erosion or damage.
11. Standby power generation size, location, and determination.
12. Modifications needed to manholes, if any, and subsequent restoration plan.
13. Traffic, noise, and odor control measures.
14. A Bypass Pumping Notifications and Emergency Contact Plan that includes:
a. Notification of Owner and Engineer 24 hours prior to initiating any flow diversion or bypass pumping.

PART 3 – EXECUTION
3.1 FIELD INVESTIGATIONS AND TESTING
A. Prior to beginning any work, the Contractor shall conduct the necessary field investigations to locate existing manholes, determine clear space within the manhole structure, and measure wastewater depths. No allowances shall be made for conditions found during the progress of the work due to the Contractor’s failure to verify such conditions.
B. The temporary bypass pumping discharge piping shall be leak and pressure tested prior to conveyance of any sanitary sewage. The pressure and leakage test shall be conducted at one-and-a-half times the maximum pressure the system will experience based on the approved Bypass Pumping Plan for a period of two hours.
C. The Contractor shall test and verify that the temporary bypass pumping set-ups will maintain wastewater depths to acceptable depths. Reporting of the test runs is required prior to the commencement of the rehabilitation work.
3.2 REQUIREMENTS
A. No construction shall begin until the Flow Diversion and Bypass Pumping Plan has been reviewed and approved by the Engineer.
B. The Contractor is to furnish all materials, labor, equipment, power, maintenance, etc. to implement a temporary pumping and monitoring system for the purpose of diverting the existing flow around the work area for the duration of the project.
June 10, 2024 Page 22 Phase 2C/3C - Pipe Rehabilitation
C. Plugging of the sewer and/or temporary bypass pumping to perform rehabilitation work will only be undertaken during dry weather conditions when the tributary flow rates are within the discharge capacity of the bypass pumping set-up. If dry weather flows are being diverted to the Dearborn Heights RTB, coordination with the Owner and Owner’s representative, or their assign, is required to ensure that the RTB has capacity available and has adequately dewatered from any previous wet weather or flow diversions.
OWNER’S REPRESENTATIVE FOR DEARBORN HEIGHTS RTB
Daniel Swiecki, Supervisor of Operations 3600 Commerce Court Wayne, MI 48184 C: 313-213-5243 dswiecki@waynecounty.com
D. Flow rates in the RVSDS vary daily, seasonally, and with rainfall/snowmelt patterns. When wet weather conditions occur, the Contractor shall cease rehabilitation work, flow diversions, and bypass pumping. During these conditions, gravity flow shall be restored through the removal of any sewer plugs, materials, and equipment. Wet weather conditions are defined as:
a. Any significant precipitation or snowmelt (e.g., greater than about

b. Any significant precipitation or snowmelt (e.g., greater than about
0.05 inches of water depth) is forecasted to occur over the tributary service area during the work shift.
2. Dry weather conditions are defined as all of the following being true:
a. No significant precipitation or snowmelt (e.g., greater than about
0.05 inches of water depth) is occurring over the tributary service area,
b. Any previously elevated interceptor depths and flow rates following wet weather have receded to acceptable levels for flow diversions and bypass pumping to occur, and
c. The previous day’s daily average flow rates are less than the maximum dry weather flow rate presented in Table 5.The Engineer will provide daily flow monitoring reports to the Contractor.
The Contractor shall assume two workdays per week, on average, will be wet weather days. The Contractor shall assume one workday per month, on average, will be considered an Owner maintenance day where work will be precluded in all or part of the RVSDS.

E. For some items of work, extended periods of dry weather are required. No additional compensation shall be given to the Contractor for the suspension of Work due to wet weather conditions.
F. Following wet weather, the Contractor shall clean work areas and repair work damaged by wet weather, if any, at no additional cost to the Owner.
G. Bypass pumping equipment shall be capable of handling typical sanitary sewer solids, trash, rags, and debris. The Contractor shall maintain equipment in good working order at all times. At a minimum, the pumps must be capable of passing a 3-inch solid.
H. Each bypass pumping setup shall have a capacity of at least twice the maximum dry weather flow rate of the bypassed sewer. The dry weather flow rates are provided in the tables of this specification.
I. During bypass pumping operations, the Contractor shall have an extra redundant pump of equivalent capacity available on site.
J. All sanitary customers of the sewer system shall be provided uninterrupted service.
K. The Contractor shall provide a dedicated operator on-site for each bypass pumping system whenever the bypass pumping system is in operation to monitor conditions and performance, ensure proper operation, and facilitate removal of any sewer plugs and restoration of gravity flow as conditions dictate. Operators shall be properly trained, experienced, and mechanically qualified such that they can quickly and effectively address any potential emergency and non-emergency situations associated with the pumps and bypass pumping system.
L. The Contractor is responsible for cleaning of debris that collects on equipment and properly disposing of such debris material.
M. The Contractor is solely responsible for the safety of personnel, vehicles, equipment, material, and tools used by the Contractor to perform the bypass pumping work.
N. The Contractor shall remove any manhole frames, covers, cones, and steps as required to provide clear access to perform the flow diversion and bypass pumping work.
O. The Contractor shall provide any necessary traffic control.
P. The Contractor shall provide site security measures.
Q. The Contractor shall clean any sediment, sludge, bricks, rubble, and debris from the pump intake area prior to the installation of the bypass pumps.
R. The Contractor shall not leave any vehicles, equipment, tools, or materials in the sewer when gravity flows are restored or in the floodplain during a surface flooding event.
June 10, 2024 Page 25 Phase 2C/3C - Pipe Rehabilitation
S. The Contractor shall be solely responsible for any basement back-ups, flooding, and damage caused by failure of the Contractor’s or Sub-contractor’s equipment, or from any vehicles, equipment, materials, and tools that are left in the sewer or in the floodplain.
T. The Contractor shall not allow the sewage depths in the RVSDS or community connections to increase to levels that create the risk of basement back-ups or spilling of wastewater to the environment.
U. The Contractor shall restore the manholes, lawns, plantings, and pavement to conditions equivalent to the pre-existing conditions.
V. The Contractor shall be required to repair, at no additional cost to the Owner, any damage to public or private property caused by their operations.
W. Should damage of any kind occur to the existing sewers, the Contractor shall, at no additional cost to the Owner, make repairs to the satisfaction of the Engineer and the governing agency having jurisdiction of the existing sewer.
X. The Contractor shall not be permitted discharge sanitary sewage to the environment.
Y. Upon the cessation of bypass operations, the Contractor shall restore normal gravity sewage flow in a gradual and controlled manner such that the release does not cause surcharging or other disturbances downstream.
Z. The Contractor shall immediately notify the Owner if a sanitary sewer overflow (SSO) occurs and take the necessary action to clean up and disinfect the spillage to the satisfaction of the Owner and the Michigan Department of Environment, Great Lakes, and Energy (EGLE). If sewage is spilled onto public or private property, the Contractor shall wash down, clean up, and disinfect the spillage to the satisfaction of the property owner and/or other governmental agency.
AA. When bypass operations are complete, all bypass piping shall be flushed with fresh water and drained into the wastewater system prior to disassembly and removal.
