About this file
This document is a Certification Regarding Lobbying that must be completed and submitted by organizations receiving federal funds. The certification states that no federal appropriated funds have been or will be paid to influence government officials in connection with a federal contract, grant, loan, or cooperative agreement. The organization must also disclose any non-federal funds that have been or will be paid for such lobbying activities, and require lower-tier subrecipients to also certify and disclose accordingly. This certification is a material representation of fact that the organization must make when entering into a covered federal transaction over $100,000.
The related federal contract opportunity is a Broad Agency Announcement (BAA) issued by the Federal Highway Administration (FHWA) to solicit a variety of solutions that will support the strategic objectives of the Office of Infrastructure Research and Development. The BAA is open for a period of 60 months, with annual calls for concept papers. This is BAA Call 2.0, which seeks projects to develop technologies addressing FHWA's current strategic goals and objectives in areas such as advanced digital construction, transportation resilience and safety, enhanced pavement management, and bridge preservation.
