About this opportunity

The Harrisburg Housing Authority is soliciting bids on IFB No. 2026-08 for boiler steam supply line riser repairs at John A.F. Hall Manor Homes, with bids due August 1, 2026 and a mandatory pre-bid site visit required between June 22 and July 10, 2026. This project is subject to Davis-Bacon and Related Acts prevailing wage requirements and HUD Section 3 employment and contracting provisions, which are decision-flipping compliance obligations for all bidders.

The scope encompasses inspection, repair, replacement, and restoration of steam supply line risers, associated valves, fittings, and related piping systems across up to 24 building rows affecting approximately 240 residential units at 100 Hall Manor Place, Harrisburg, Pennsylvania. Work includes demolition of failed components, installation of new steam risers using cast iron or Schedule 40 black steel piping, pressure testing, insulation, and site restoration. The contractor must furnish all labor, materials, equipment, supervision, permits, and incidentals. No more than three building rows may be under active construction simultaneously, and work must achieve substantial completion within 300 calendar days from the Notice to Proceed.

Section 3 requires contractors to meet benchmarks of 25 percent of total labor hours performed by Section 3 workers and 5 percent by targeted Section 3 workers, or alternatively contribute 0.75 percent to 5 percent of the base contract amount to HHA's Section 3 Training Fund depending on contract size. Section 3 business concerns receive bid preference if their bids do not exceed the budget estimate and fall within 1.5 to 10 percent above the lowest responsive bid.

The contract term is one year from full execution. The contractor must carry Workers' Compensation per Pennsylvania law, Commercial General Liability Insurance with $1,000,000 per occurrence and $2,000,000 general aggregate minimums, and Automobile Liability Insurance with $1,000,000 combined single limit, with HHA named as additional insured on a primary and non-contributory basis. The contractor must warrant all labor, materials, and workmanship for one year from final acceptance. Bids are submitted as lump sum proposals with itemized cost breakdowns. Prospective bidders must schedule pre-bid site visits by contacting Gary Deavers at (717) 443-0838 or GaryD@harrisburghousing.org; failure to attend results in bid disqualification. Bid opening is July 31, 2026 at 11:30 PM EDT online.
