Can we form and pour all locations in leu of shotcrete?

Specification Section 03 37 13 - Shotcrete

Only vertical wall or floor repairs may be formed and poured. Overhead repairs will typically not have access to the upper surface and therefore full depth concrete placement is typically not possible. Government prefers the shotcrete method vs a form and pump method. Only in rare instances where both sides of the ceiling concrete would be accessible would a form and pour method be acceptable. The form and pump method for ceiling repairs may be permitted with EOR approval. Contractor shall ensure air pockets will not be formed / trapped by providing work plan for Government approval. Therefore, shotcrete is preferred.

Pre-Bid Questions & Clarifications (#1 to #25): Solicitation Number AOCACB21R0004 - Responses updated 03/16/2021 Pre-Bid RFI / Questions Received from Potential Offerors (Due Date March 05, 2021)

For steel base support details, is it acceptable to bolt connections in lieu of welding where possible? Drawing A504 - Typical Steel Support

Restoration Details

Drawing A504 - Typical Steel Support Restoration Details. This is acceptable as long as there is enough clearance for pipes and other equipment to be supported. Alternate connection details must be prepared and submitted to the Engineer for review and approval.

Are line items 00013 through 00023 stand-alone pay items whenever used, or are these persons such as the Project Manager, Site Super, Safety Officer and Quality Manager to be all inclusive of the unit price items 00001 through 00012? Unit Price Bid Form (Page 2 of 9)

Items 00013 through 0023 (and their respective line items for the Option Years) are to be inclusive of items #00001 through 00012 and respective corresponding option period items.. Please use updated Bid Form dated 03.09.2021when submitting pricing proposals for this Solicitation.

Will line item 00018 Electrician and line item 00017 Certified Shotcrete Nozzleman be paid per the hourly rate when employed as needed independent of the unit prices?

Unit Price Bid Form (Page 2 of 9)

Yes, the unit price for repairs mentioned in the Bid Sheet are all inclusive which may or may not include the services of an Electrical Journeyman, Electrical Apprentice, and Certified Shotcrete Nozzleman.

It is foreseeable that an Electrical Journeyman, Electrical Apprentice, or other personnel may be required within the scope of this IDIQ contract independant of repair items #00001 through #00010 and respective corresponding option period items.

Pay item 00001 Mobilization/General Conditions is paid as a lump sum. How is the bidder to determine how many times per year they may be required to mobilize to determine the most competitive pricing? Would the AOC consider changing this to a per “Each” unit?

Unit Price Bid Form (Page 2 of 9)

For this solicitation, the Offeror shall provide price item #00001 and respective corresponding option period items on a per month cost basis for each task order mobilization. Please use updated Bid Form dated 03.09.2021when submitting pricing proposals for this Solicitation.

The duration of each task order is expected to vary between three (3) months upto a period of sixteen (16) months. Item #0001 Mobilization / General Conditions costs (LumpSum) shall be one time cost to be applied for each task order issued / awarded.

Pay item 00002 Protection and Dust Containment is also paid as a lump sum.

Again, how is the bidder to determine a reasonable price not knowing how many areas, or how many times they may be required to work? Would the AOC consider changing this to a per “Each” unit?

Unit Price Bid Form (Page 2 of 9)

For this solicitation, the Offeror shall provide price item #00002 and respective corresponding option period items for "each unit". Each unit shall be defined as up to 300 consecutive Lineal Feet of tunnel or a utility vault. Please use updated Bid Form dated 03.09.2021when submitting pricing proposals for this Solicitation.

Item #00002 Protection and Dust Containment costs (LumpSum) shall be one time cost to be applied for each task order issued / awarded.

Please better define the payment item per “square foot” for line item 00008 Curtain Grouting. This is typically measured by the linear foot and does not easily related to “square foot.”

Unit Price Bid Form (Page 2 of 9)

For this solicitation, the Offeror shall provide price item #00008 and respective corresponding option period items per Square Feet (SF).This is due to large variances in tunnel configurations and tunnel perimter dimensions.

For Task Order contracts, Pricing may be calculated per linear foot of tunnel based on SF unit price. For local / partial/ Individual curtain groutings, SF calculation is based on port spacings.

Could you please confirm that a bid bond is not required with our bid submission?

Solicitation Form - SF1442

Per Section 12a of the SF1442 form (page 1 of 62), a bid bond will not be required for bid submission of this IDIQ award. Task Orders will require Bid Bond and Insurance and other relevant documentation for award of Task Order contracts.

Is it the intent of the AOC to have a single or multiple awardees for this contract?

Solicitation Form - SF1442 Per Section 10, Note B, of the SF1442 form (page 1 of 62), the intent is for the AOC to award one (1) contractor for this Indefinite-Delivery Indefinite-Quantity (IDIQ).

On page 18 of 62 (section 52.236-1 Performance of Work by the Contractor) it states that “The Contractor shall perform on the site, and with its own organization, work equivalent to at least 100% of the total amount of work to be performed under the contract”. Does this mean the use of subcontractors to help with the work is not allowed? According to page 54 of 62 (section L.1.6 Subcontractor Experience) we are to submit information of relevant experience for any subcontractors that will be used.

We would like to confirm if the use of subcontractors will be allowed for this work.

Solicitation & Section L

The use of subcontractors is acceptable provided their experience is pertinent to the Scope of Work and as required per Section L / Section L.1.6 Subcontractor Experience.

RFI No. Request for Information (RFI) Document Reference Below additional Government Response(s) Dated 03.16.2021

Regarding the corporate experience writeup, it states “The Offeror shall demonstrate completing the underground concrete restoration and new construction projects”. With this being a repair IDIQ, do the project references need to be new construction or can they all be concrete restoration projects?

Solicitation & Section L

Refer to section L.1.2.b and subsection L1.2.b.1. providing information on number of projects and which projects to provide as part of "Corporate Experience and Expertise".

Regarding the technical proposal, the evaluation factors are the following:

However, section L.1/e.1 states: Technical Proposals shall be organized into five subsections: Project Management Plan with Technical Approach, Proposed Contract Duration and Summary Schedule, Key Personnel, and Sub-Contractor Experience.

Please confirm that the evaluation factors are Corporate experience and expertise, t f j t t l ith t h i l h k

Solicitation & Section L

Contractors to provide technical proposals in the format indicate on Page 47 of 62:

Corporate Experience and Expertise; Past Performance; Project Management Plan with Technical Approach; Key Personnel; and Subcontractor Experience.

See updated Sections L & M via Attachment 006.

Please confirm that it is still anticipated that all awarded task orders will only involve the walkable tunnels.

Solicitation & SOW

Refer to SOW dated 01/15/2021 indicating that this IDIQ is for Structural Repairs & Tunnel Improvements for all CPP Utility Distribution System tunnels. This applies to both walkable and non-walkable tunnels. The intent of this IDIQ is to include all property considered part of the CPP Jurisdiction though typical TO are anticipated to be within the walkable portions of the UDS tunnels

Electrical work items are not included in unit pricing, only electrician hourly rate.

Would pricing for electrical work be addressed with each individual Task Order?

Would that work be on a time and material basis?

Unit Price Bid Form (Page 2 of 9) Refer to RFI Question & Answer #15.
