About this file
This document is a Performance Work Statement (PWS) for Natural Gas Utilities (Specification 1603000) that outlines comprehensive requirements for providing and maintaining natural gas distribution systems. The specification covers integrated maintenance program services from the gas main entering an installation up to the final facility valve, with key requirements including personnel certification (operators must be certified per UNI 11632 and trained per multiple federal regulations), annual equipment calibration, and strict performance standards for continuous gas distribution and system maintenance.
The contractor is responsible for developing and implementing an Integrated Maintenance Program (IMP) that ensures safe and efficient natural gas operations, with specific obligations including: performing valve leak checks twice annually, submitting monthly Gas Leak Inspection Reports, maintaining a critical spare parts inventory, responding to maintenance issues within one hour of discovery or four hours of government notification, and completing all repairs continuously. The contract allows for both recurring work under the IMP and potential non-recurring work ordered through FedMall or task orders, with a $10,000 liability limit for the contractor on individual repair occurrences.
