1. This amendment is to provide responses to questions that were asked on the PreBid tour on Tuesday, July 28, 2015, and some questions that have been submitted on or before August 5, 2015. Any additional pending questions will be answered in another amendment. Please see the following pages for the questions and answers.
2. This amendment also provides a copy of updated Wage Rate Decision Number MT150064, Mod 03, dated 07/17/2015, which replaces Wage Rate Decision Number MT150064, Mod 01, dated 04/24/2015.
3. Response date for the RFP has NOT changed and RFP is still due on August 11, 2015 at 4:00 p.m. local time.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Amendment 0001 – Questions and Answers
Q1.) Will the existing steam radiators be removed?
A1.) Yes. All steam radiators located within Phase 2 “area of work “ shall be removed and disposed in accordance with the plans.
Q2.) Are the steam radiators from Phase 1 going to be disposed of and do they have lead based paint?
A2.) This questioned was generated because we have radiators that have been pulled and stored in the north wing from
Phase 1and were noticed in the pre-bid tour. Yes, it is assumed that the radiators do have lead based paint and all of these from phase 1 will be removed with the exception of 1, and that steam radiator will be installed under phase 2 – see note 3, detail 16, Sheet A3.2.
Q3.) Does the refrigerator door stay?
A3.) See demolition note 7 on sheet D2.1 for retaining the historic refrigerator door.
Q4.) What are the ceiling heights?
A4.) You will need to review all of the drawings because there are some dropped ceiling areas.
Q5.) Would there be photos available for the attic?
A5.) Photos will be available for the attic and posted on FBO.
Q6.) What is the estimated start date?
A6.) Please refer to Section F but 240 calendar days to complete from when the Notice To Proceed is issued. The estimated start date is approximately October 5, 2015.
Q7.) Where is the access to the buidling?
A7.) This questions was generated due to the fact that the south wing portion of the building will be occupied with employees, so access into the building will be outside the stairwell. All employees will access the stairs and covered porch area between grid lines G and H. Contractor will access from exterior doorsfrom covered porch located between Grid lines D and E.
Q8.) Will the current contractor be done when Phase 2 is started?
A8.) Yes, it is anticipated that the current contractor will be completed with Phase 1 before Phase 2 begins.
Q9.) What is the status of accessibility of wheel chair ramp?
A9.) Wheel chair ramp must be accessible during the construction period and will need to be covered for protection during construction. See demolition note 25, sheet D2.1 and sheet A2.1. Note that the enclosed access will be used on a daily basis and shall be installed prior to any other work being completed. In addition, the sidewalk improvements on the west side of the road shall also be completed prior to any other work. See sheets CD2.1 and C2.1; as well as, associated details for that work. No construction vehicles will be allowed to block the street or grassed areas at this location.
Q10.) Are the parking lots to be completed in the fall?
A10.) Yes, and make sure to review the specifications and drawings to note the differences in asphalt thickness, mill thickness and base reclamation between the North and South parking lots.
Q11.) Is all the Phasing the same as the building phasing?
A11.) No. The phasing listed on the drawings for the parking lots is different from the building phasing. Note that anyplace that is described in the civil drawings as Phase 1 refers to the North Parking lot and anywhere that is described in the civil drawings as Phase 2 refers to the South Parking lot. Parking lot phasing notes are shown on Sheet C1.1.
Q12.) Will there be any trees removed from the premises?
A12.) No, at this time there are no trees required to be removed.

Q13.) Question on light poles being removed and reused?
A13.) Key Note 1 on sheets CD2.1 and CD2.2 shall include removal and disposal of existing light poles.
Q14.) Would like to propose an alternate for consideration/product substitution request for prior approval.
A14.) Substitution/Prior Approval requests will not be approved or considered prior to contract award. Many items in the specifications and drawings show Brand Name products as a Basis of Design. All products that state “Basis of
Design” or have other approved manufacturers listed shall allow for an approved equal. Substitutions for these products may be submitted for review and approval after the contract is awarded. Products that meet all the salient characteristics of the specified “Basis of Design” product will be approved provided they also meet the Buy American requirements. If the Contractor chooses to bid based on a product that has not been approved, there is a possibility that when that product is submitted for approval that it may be rejected if it does not meet the salient characteristic of the Basis of Design product. Refer to Specification Sections 013300 and 016000 for Submittal Procedures and Product Requirements for additional information. Products that state a manufacturer and do not include “Basis of Design” are products that are required to be used to match other products that have currently been installed in the building.
Q15.) Was all of the asbestos removed in Phase 1 of this project and if not what is involved now?
A15.) No, only the asbestos that was affecting the Phase 1 areas was removed; however, asbestos in the attic was removed from grid lines D-K, so under Phase 2 asbestos removal in the attic is between grid lines A and D. All other asbestos affected by any type of construction or demolition in Phase 2 shall be removed and disposed in accordance with State and
Federal requirements. See the full Good Faith asbestos report at the fron of the specifications.
Q16.) This is in regards to the network cabling portion of work for the upcoming phase 2 project. We are providing a lifetime warranty on the cat 6 and fiber optic systems for phase 1. Is the material/manufacturer used in phase 2 required to match what was installed in phase 1and tie into the lifetime warranty or can any manufacturer's material be installed in phase 2 as long as the warranty requirements are met?
A16.) See A14 above. Note that all rack, bakerboards and power requirements have been completed in the IT rooms unless otherwise noted on the plans.
Q17.) Does the joist/floor connection upgrade only occur between the 1st and 2nd floors? If it occurs at other locations, please clarify.
A17.) Yes, refer to SD 2.2, S2.2 and 1/S9.1.
Q18.) It is correct to assume that there are no structural upgrades in the Phase 1 area of work?
A18.) The structural upgrades for Phase 1 areas were completed during Phase 1 work. Structural work included in Phase
2 is included in the plans.
Q19.) Is there a specific requirement for the covering over the ramp in the courtyard?
A19.) No, contractor is responsible for complete protection on all sides of the ramps at all times. It is assumed that this ramp will be used on a daily basis throughout the contract period. Reference A9.Proposal shall be provided to the CO for approval prior to installation.
Q20.) Can you clarify what note 12 means on sheet A2.2? “discretely secure door in closed position”
A20.) All fasteners securing door in place shall not be exposed.
Q21.) Would the owner have any interest in receiving a quote for the network cabling and fire alarm direct from
SmartTech? I believe that there would be significant opportunities for overall cost reduction.
A21.) All pricing shall be submitted to the GC.
Q22.) Specification 024296 1.6 calls for hazardous materials to be removed by the owner under a separate contract. This conflicts with specification 024119. Can you clarify which is correct?
A22.) Delete Section 1.6.C.1 and Section 1.6.C.2 in Specification 024296. All materials whether hazardous or not to be removed by Contractor and dispose of in accordance with State and Federal Requirements.

Q23.) Regarding Building 26, phase 2 Fort Missoula, I am writing about a possible substitution for the windows. I see that Pella Architectural series are spec’d with a particular Pella color. Are Pella windows necessary to match a previous renovation, and if not would it be possible to submit a substitution request. If a substitution request is possible, the spec calls for a performance rating of LC – 50. Is this a hard spec as our windows meet an LC – 40 rating.

Q24.) My guy that went to the pre-bid conference noted that MC Cable was used in Phase 1. Will it allowed in this phase – such as new walls and ceilings – while still using EMT for home runs? I noticed in the conductor specification that MC cable was okay for use in existing walls/ceiling and fixture whips only. The same thing goes for ENT (smurf) tubing for data wiring.
A24.) All work shall be installed as shown on drawings and specifications.
Q25.) We are Installing MechoShade for phase 1 of Fort Missoula renovation.
Mechoshade was approved for substitution for the first phase in addenda(4?).For the 2nd phase we will be supplying a Mechoshade bid to the GC's Bidding. Should we do another substitution at this point or will the specification for phase 2 change to Mechoshade matching the first phase?

Q26.) Electrical sheet E2.4 & E2.5 General note 5 says that powered furniture should get 3 data cables and 1 voice cable....Keyed note 1 says powered furniture gets 2 data and 1 voice cable. Which is correct?
A26.) General note 5 shall be changed to “2 data and 1 phone.”
Q27.) Thank you for chatting with me today regarding AG-03R6-S-15-0052. I noticed in the specifications (Div 12) the bike racks specified are Dero Hoop Stainless Steel and I would like to propose an alternate for consideration. I have attached a substitution request (to be used as a Comparable Product Alternative) with associated product information for your review.
The Sportworks No Scratch Tofino bike rack is currently the sole specification for JBLM in Tacoma, WA and is a premium product for the same price as the standard Dero Hoop. Here are links to the product and also to the specifications for your review.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate
(weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or
"UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that
Amendment No. 0001, dated 08/05/15 Page 10 of 11 no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010
08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour
Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the
Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the
Branch of Construction Wage Determinations. Write to:

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative
Review Board (formerly the Wage Appeals Board). Write to:
