TECHNICAL PROPOSAL PRE-
NOTICE

This is a PRE-NOTICE of the Technical Information interested vendors will be required to provide for the referenced solicitation. The intent of this pre-notice is to enable interested vendors to begin developing their information and documents that will be required for the government to evaluate proposals.
When issued, the solicitation will contain this same information in sections L and M. The solicitation is anticipated to be issued within the next 2 weeks.
GENERAL INSTRUCTIONS-PROPOSAL INSTRUCTION
a. General: Proposals shall be submitted in two parts - a technical proposal and a price proposal. Each part shall be separate and complete in of itself so that evaluation of one may be accomplished independently of the other. The price proposal shall be submitted with the solicitation forms, no breakdown of the lump sum price is required. The technical proposal must not contain reference to cost; however, resource information (such as data concerning labor hours and categories, materials, subcontracts, etc.) must be contained in the technical proposal so that the contractor’s understanding of the statement of work may be evaluated.
Offerors are cautioned that statements such as “will comply”, “will meet the intent of”, or other such paraphrasing will not be acceptable. The technical portion of the proposal shall contain sufficient information to enable the evaluators to make a complete analysis of the proposal.
b. Discrepancies: If an offeror believes the requirements in this solicitation contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer (CO) in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.
c. Cross Referencing: To the greatest extent possible, each element in the proposal Volumes 1 and 2 shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes and elements of the proposal. Information required for proposal evaluation which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
d. The Government will evaluate proposals in accordance with Section M evaluation criteria as set forth herein.
e. Offerors shall submit their proposal(s) in the following format and the quantities specified:
(i) 1 copy of the completed, signed offer (The solicitation package)
(ii) 1 copy of the Technical Proposal/Documentation consisting of:
1. Technical Experience. (Prime Contractor Only)
Completed or more than 50% completed: Submit at LEAST one (1) but not more than three (3) contracts, as a prime contractor over the past three (3) years that consists of Building Renovation or Building Construction of no less than 8,000 sf that includes sitework, electrical, plumbing, roofing and demolition.

Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress.
The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 3 years ago.
SUBMITTAL: 2 Forms:
Technical Evaluation Factor 1 form for EACH contract.
Offeror Past Performance Submittal Form for EACH contract.
2. Technical Experience. (Prime/Subcontractor/Individual)
Submit at LEAST one (1) but not more than three (3) projects, as a firm or individual responsible for the oversight and management of the LEED process, that have ACHIEVED as a minimum LEED Silver in the New Construction and Major Renovations Rating System. The Government will not consider a contract that has not yet achieved the LEED Certification or that achieved the certification more than 5 years ago. Submit proof of the LEED certification level and the LEED Scorecard showing the points achieved.
SUBMITTAL: 3 Forms:
Technical Evaluation Factor 2 form for EACH contract.
Offeror Past Performance Submittal Form for EACH contract.
When using Subcontractor or Individual; signed letter of intent to perform under this contract.
3. Technical Experience. (Prime OR Subcontractor)
Completed or more than 50% completed: Submit at LEAST one (1) but not more than three (3) contracts over the past three (3) years that consists of quarry operations that includes blasting.
Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress.
The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 3 years ago.
SUBMITTAL: Offeror/Subcontractor Past Performance Submittal Form Technical Evaluation Factor 1 form AND if subcontracting this work, letter of intent from the subcontractor.
4. Technical Capacity. (Prime Only)
Capability to bond a single project of at LEAST $6 million.
SUBMITTAL: Offeror submits a letter from an acceptable bonding company indicating the required capacity.

EVALUATION CRITERIA
(a) Offers will be evaluated using the criteria listed in Section M. Noncompliance with the RFP requirements may raise serious questions regarding an offeror’s technical and/or cost performance and may be grounds to eliminate the proposal from consideration for contract award. Completion and submission of an offer (proposal) will indicate the offeror’s unconditional assent to the terms and conditions in this RFP, including all amendments.
1. General: The Government intends to evaluate proposals and make award without discussions. However, during the evaluation period the Government may determine that it is necessary to conduct discussions. In that case, the Contracting Officer will establish a competitive range and conduct discussions with the firms in that range. Award of a contract will be made to the Offeror whose offer is the Lowest Price of the offers determined Technically Acceptable.
2. Responsibility Determination: Award shall not be made to any offeror failing to be determined responsible in accordance with FAR 9.104. As part of this determination, all contractors must have adequate financial resources to perform the contract or ability to obtain them.
3. Debriefings: In accordance with FAR 15.505 & 506, offerors excluded from the competitive range or otherwise excluded from the competition during Phase I technical evaluations may submit a written request for a pre-award debriefing to the Contracting Officer. After award, unsuccessful offerors may submit a written request for a post-award debriefing to the Contracting Officer. Unsuccessful offerors will be debriefed and will be furnished with the basis for the selection decision. Debriefing information will include the Government's evaluation of the strong and weak or deficient factors in the Offeror's proposal; however, item-by-item comparisons with other offerors' proposals will not be made. Bid tabs will not be released. Debriefings will not reveal the relative merits or technical standing of competitors or the evaluation results of competitors. Moreover, debriefings will not reveal any information that is not releasable under the Freedom of Information Act.
4. Proposal Retention: In accordance with FAR Subpart 4.8 (Government Contract Files), the government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of unsuccessful proposals.
5. Cost of Proposal: This solicitation does not commit the Government to pay any costs incurred for preparation of proposals.
