About this file

This Addendum 1 document, issued February 4, 2026, by the County of Santa Clara Health System's Behavioral Health Services Department (BHSD), modifies the RFP-BHS-FY26-0513 for the Independent Living Home Habitability Improvements Project. The County seeks to award forgivable loans to qualified operators of unlicensed independent living homes serving individuals with Serious Mental Illness experiencing homelessness for future minor construction and rehabilitation improvements to enhance habitability and safety. Eligible improvements include interior and exterior work such as bathroom updates for ADA compliance, painting, flooring, appliance replacement, fire system upgrades, and furniture replacement. Electronic proposals must be submitted by February 27, 2026, at 3:00 PM Pacific Time. The anticipated contract term commences upon execution of the Agreement and remains in effect through June 30, 2027, allowing for completion of County-approved improvements, inspections, and verification of compliance for loan forgiveness. A pre-proposal conference was held on January 29, 2026.

Key conditions for eligibility include that the improvements must be for future work only—previously completed work is not eligible for funding. The awards are exclusively available to unlicensed independent living homes, and applicants must work directly with their contractors to obtain required documentation without County coordination. Operators and home owners must demonstrate willingness to grant the County first right of refusal for future vacancies, assurance that improvements will prevent closure or increase bed capacity, and confirmation that the home is operating legally without providing the level of care and supervision required for licensure. This RFP may result in multiple awards and represents a one-time funding opportunity subject to available funding and program requirements.
