About this file
Access Requirements Summary
This is an Access Requirements diagram prepared for Solano County, California, detailing vehicle and pedestrian access points across multiple county facilities involved in the Asset Protection Project. The document identifies three categories of vehicle access points designated as Critical Emergency (Type A), Important Operational (Type B), and Major Traffic Access Ways (Type C), along with three categories of pedestrian access points classified as Major Public & Staff Entry (Type 1), Secure Staff Entry (Type 2), and Possible Egress Points (Type 3). The facilities covered include the Hall of Justice North and South Wings, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications Center, Cogeneration Plant, and Solano Coroner's Office, with access points distributed across Union Avenue, Clay Street, Delaware Street, and Washington Street. Contractors must provide minimum notice periods ranging from two to three weeks prior to disrupting access routes, with Critical Emergency Access Points (Type A) requiring immediate mitigation if disrupted. Mandatory Accessible Alternate Pedestrian Access Plans and traffic control plans with encroachment permits are required when construction activities affect designated access points.
The access requirements establish operational constraints for the landscaping and broader Asset Protection Project, ensuring continuity of emergency services, detention facility operations, and court functions during construction activities scheduled from March 2026 through November 2026. Specific access routes identified include Sally Port entrances for the Detention Facility, loading bays for the Cogeneration Plant and Court building, emergency vehicle parking areas for Sheriff Response Vehicles, and staff entrances distributed across multiple county buildings. The diagram serves as a critical planning tool for contractors to coordinate construction phasing while maintaining uninterrupted access to critical infrastructure and emergency services facilities, with fire marshal approval required for alternative exit plans and explicit prohibition on disrupting 24-hour large vehicle access at Critical Emergency points without immediate corrective action.
