About this file
This document is an Intermediate Final Construction (IFC) drawing set prepared by the Building Division for Trinity County's Asset Protection Project, a comprehensive flood mitigation initiative designed to protect county properties from seasonal stormwater flooding across multiple facilities in California. The project encompasses barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, and pump systems at eight primary locations: 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, along with adjacent driveways and parking areas. The landscaping component—the subject of this sealed bid solicitation—includes planting irrigation systems, planting installations, sod lawn work, and demolition of existing irrigation systems designed by WRA, Inc., the project's landscaping specialist. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted through the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter.
The project is federally funded through OES/FEMA, requiring all contractors and subcontractors to comply with Davis-Bacon Act prevailing wage requirements and federal procurement standards under Title 2 CFR 200.318-200.326. Bidders must be licensed and registered with the California Department of Industrial Relations with current California contractor licenses at time of bid submission and must submit a 10 percent bid bond or certified check with their proposal. Upon award, contractors must furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. A 5 percent retainage will be held from progress payments until 35 days after the Notice of Completion is filed, with progress payments made monthly at 95 percent of approved work in place. Contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period, and the contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County.
