About this file
This file is an Access Requirements drawing prepared for the Solano County Asset Protection Project, which encompasses multiple county facilities located throughout Solano County, California, including properties at Union Avenue, Clay Street, Delaware Street, and Texas Street. The document is a construction phasing plan that identifies vehicle and pedestrian access points across the project sites, which include the Hall of Justice North and South Wings, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards office, Communications center, Cogeneration Plant, and Emergency Services Vehicle Storage facility. The plan designates three categories of vehicle access points (Critical Emergency Access Points requiring 24-hour availability, Important Operational Access Points requiring two-week notice for disruptions, and Major Traffic Access Ways requiring three-week notice and traffic control plans) and three categories of pedestrian access points (Major public and staff entry points requiring three-week notice and accessible alternate access plans, Secure staff entry points requiring two-week notice, and possible egress points requiring two-week notice and fire marshal approval for alternate exit plans). The document also identifies specific operational areas including sheriff response vehicle parking, court maintenance areas, loading bays for various departments, sally ports for the detention facility and coroner's office, and maintenance access routes.
The Access Requirements drawing serves as a critical planning document for contractors undertaking construction activities at the multiple county facilities involved in the Asset Protection Project. Contractors must coordinate all construction phasing, material deliveries, and equipment movement with the stringent access requirements outlined in the plan to ensure continuity of operations at these essential law enforcement, judicial, and emergency services facilities. The document does not address pricing, funding, or contractual terms; rather, it functions as a mandatory operational constraint document that bidders and awarded contractors must incorporate into their construction sequencing, traffic management plans, and site logistics planning to minimize disruption to critical county services during the landscaping and related asset protection work.
