About this file
This is an Intermediate Final Construction drawing set for parking and security improvements prepared by Trinity County's Building Division in approval of the Asset Protection Project, a comprehensive stormwater flood mitigation initiative across multiple county facilities in California. The project encompasses landscaping services as a multi-prime procurement component, with work required at eight primary locations across Union Avenue, Clay Street, Delaware Street, and Texas Street, including adjacent driveways and parking areas. The landscaping scope includes planting irrigation systems, planting installations, sod lawn applications, and demolition of existing irrigation systems designed by WRA, Inc. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter, and the contract term extends from March 2026 through November 2026.
The project is federally funded through the Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA), requiring compliance with Davis-Bacon Act prevailing wage requirements and FEMA procurement standards under Title 2 CFR 200.318-200.326. All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current California contractor's licenses at the time of bid submission. Bidders must submit a 10 percent bid bond or certified check with their proposal, and upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. A 5 percent retainage will be held from monthly progress payments made at 95 percent of approved work in place, with retainage released 35 days after the Notice of Completion is filed. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. Contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period, with all certificates of insurance, business and professional licenses, and applicable certifications required on file before the contract becomes effective.
