About this file
This is an Intermediate Final Construction (IFC) drawing set for parking and security improvements prepared by the Building Division in support of Trinity County's Asset Protection Project, a multi-prime federally funded flood mitigation initiative. The drawing set establishes design specifications for landscaping work across multiple county facilities located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street. The landscaping scope includes planting irrigation systems, planting installations, sod lawn, and demolition of existing irrigation systems, developed in coordination with civil, structural, and mechanical engineers from Mead & Hunt, Inc. and landscaping specialist WRA, Inc. Contractors must achieve substantial completion within 231 calendar days from Notice to Proceed, with final completion required within 30 days thereafter. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal.
The project is federally funded through the Governor's Office of Emergency Services (OES) and Federal Emergency Management Agency (FEMA), requiring compliance with Davis-Bacon Act prevailing wage requirements and FEMA compliance measures under Title 2 CFR 200.318-200.326. Bidders must submit a 10 percent bid bond or certified check with their proposal and furnish performance and payment bonds equal to 100 percent of the contract amount upon award. All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current contractor's licenses at time of bid submission. A 5 percent retainage will be held from progress payments until 35 days after Notice of Completion is filed, with monthly progress payments made at 95 percent of approved work in place. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. The contract becomes effective only after all certificates of insurance, business and professional licenses, and applicable certifications are filed with the County.
