About this file
This is a construction phasing and access requirements diagram for Solano County's Asset Protection Project, which includes multiple county facilities located at addresses along Union Avenue, Clay Street, Delaware Street, and Texas Street. The diagram designates vehicle access points, pedestrian access points, and critical infrastructure routes across the county properties undergoing landscaping and flood mitigation improvements. Vehicle access is categorized into three levels: Critical Emergency Vehicle Access Points (A) that must remain open 24 hours a day, 7 days a week with immediate mitigation for any disruptions; Important Operational Vehicle Access Points (B) requiring a minimum 2-week notice before disruption; and Major Traffic Access Ways (C) requiring a minimum 3-week notice, traffic control plans, and encroachment permits. Pedestrian access points are similarly categorized, with major public and staff entry points (1) requiring 3-week notice and an Accessible Alternate Pedestrian Access Plan; secure staff entry points (2) requiring 2-week notice and potentially an alternate access plan; and possible egress points (3) requiring 2-week notice and fire marshal-approved exit plans. The diagram identifies specific facilities including the Hall of Justice North and South Wings, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications Center, Coroner's Office, and the Cogeneration Plant.
The document serves as the technical baseline for construction phasing and access management during the landscaping and broader asset protection work, establishing contractor obligations to maintain operational continuity across critical county functions, emergency services operations, and public access throughout the project duration. Contractors must coordinate construction activities with the advance notice requirements specified for each access category and develop mitigation plans to prevent disruptions to emergency vehicle routes, judicial operations, detention facility functions, and law enforcement response capabilities. The access requirements diagram directly supports the mandatory coordination and scheduling obligations outlined in the landscaping bid solicitation, ensuring that the 231-calendar-day construction schedule accommodates the complex operational needs of multiple interdependent county agencies and emergency services.
