About this file
This document provides questions and responses related to a draft request for proposal for the Geostationary Extended Observations Sounder instrument implementation. The solicitation seeks the design, development, fabrication, integration, calibration, testing, verification, evaluation, launch support, and 10 years of operations and 5 years of on-orbit storage for three flight models of the GXS instrument. Key details include that the number of instrument builds is three, not five as stated in the draft; offerors can assume option periods will be exercised by September 2029; acceptance locations and material inspection requirements will be clarified in the final RFP; and the tailored class C risk classification reflects meeting level 3 requirements.

GXS Instrument Implementation Draft RFP 80GSFC22R0055 Q&A
6 DRFP, Section L.13, Subfactor B, Management Approach, B.6 Staffing
RFP Section B.5 states that we are to have “staffing adequate to conduct the 5 GXS builds.” Is this number correct?
This is an error. The correct number is 3 GXS builds and this will be corrected in the Final
RFP.
7 Statement of Work Sec. 1.8.7 and 2.2 require the contractor to attend Spacecraft Contractor meetings and reviews. Is there any guidance on the timing of when those meetings start? For example, when should the instrument supplier expect the S/C SDR to occur?
The dates will not be known until the Spacecraft contract is awarded. For costing purposes general assumptions can made, e.g.
SC SDR - SC CA +6m.
8 DRFP, Section B, paragraph B.1 Section B.1, items 4 and 5 - for costing, what dates should be presumed for when Options 1 and 2 will be exercised?
a. Can the Contractor propose additional options beyond those currently listed in the (D)RFP?
b. Are there any funding limitations?
Offerors can assume any date NLT 09/30/2029 for Option 1 and Option 2 exercise date as specified in H.12 Options
a. Additional proposed options will not be evaluated.
b. See the Limitations of Funds clause in Section I of the RFP.
9 Statement of Work Please define in GXSSOW5 1.0-4(a), what the
Government is requesting when they ask for “two Flight Models for Instrument” if,
a. The contractor is not proposing an EDM, and/or;
b. Are these two Flight Models in addition to the FM 1, 2 and 3 referenced in GXSSOW5 1.0-4(b) and GXS SOW5 1.05(a) and (b).
a. The Government does not require an EDM. It’s up to the offeror(s) to determine if they are going to propose an EDM based on their design risk.
b. No, these are not in addition to FM 1, 2, and 3.
The parts in GXS SOW 1.04(a) are the parts for FM 1 and the FM 2 option.
10 Statement of Work In GXSSOW5 1.0-5(b) you list parts requested to be costed for FM-3, but do not request the same for FM 1 or FM 2. Did you only want parts for FM-3 and to what level parts are you requesting costing:
The parts required for FM 3 are to be procured at the time of the exercise of Option for FM 3.
GXS Instrument Implementation Draft RFP 80GSFC22R0055 Q&A
11 DRFP Cover Letter Page 2, Paragraph 3, (Proposal submittal timeline)
For a proposal this large, we request the Government to extend the proposal due date from 30 days after Final RFP release to 45 days.
The proposal due date will be specified in the Cover letter issued with the Final RFP.
12 DRFP Section E.5 (Acceptance locations) Section E.6 (Material Inspection and Receiving Report not required)
Please clarify/update in Section E.5 the acceptance locations specified for the deliverable items identified in Section B.1.
Based on clarification of Section E.5, please clarify/update in Section E.6 which deliverable items identified in Section B.1 will need Material Inspection and Receiving Reports.
Section E.5 GSFC 52.246-93 Acceptance Locations will be revised in the Final RFP to identify the deliverable items.
Section E.6 GSFC 52.246-94 Material Inspection and Receiving Report Not Required will be revised in the Final RFP to identify the deliverable items.
13 GXSSOW3 (Instrument risk classification)
GXSSOW3 states that the GXS instrument risk classification is "tailored class C." Please provide clarification on the tailoring of class C for GXS: what items from the standard class C definition are tailored, and how are they tailored?
The Tailored Class-C designation reflects the Level-3 requirements. Compliance with the Level-3 requirement will achieve the Tailored Class-C mission classification.
14 GXSSOW663 (RESERVED):
In the GXISOW, GXISOW663 specified delivery of CDRL #I&T-05, Operations Procedures for the Lifting and Handling Fixture and GN2 Purge Cart, but the requirement is deleted in the GXSSOW. We recommend including a requirement for this CDRL.
For a Class C Instrument the Government does not require the delivery of this CDRL, however the offeror(s) should follow their internal procedures.
