About this file
This is Amendment 004 to a Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for drydock repairs to the USCGC Polar Star. The amendment, effective February 5, 2026, updates Attachment 1 Pricing Sheet to Revision 3 and provides clarifications and answers to contractor questions. The contracting officer is Kiya Plummer-Dantzler, and the solicitation is administered by the USCG Surface Forces Logistics Center in Alameda, California. The amendment corrects the lay days quantity back to 5 (from an erroneous quantity of 200) and adds clarification wording to the Mark Up Rate Line Item Row in the pricing spreadsheet. Amendment 004 supersedes Amendment 001 regarding work item pricing requirements.
The amendment addresses four Request for Clarification (RFC) questions from contractors. The key clarifications include: only work items specified in Attachment 1 for each ordering period should be priced; Attachment 10 (Estimated Work Items for Each Ordering Period) is for informational purposes only and items listed there (D-30, D-39, D-48, D-64, D-71, D-77, D-83, D-102) should not be priced unless they appear in Attachment 1; the revised pricing sheet corrects formula errors in the Total Task Order Price calculations; and the Mark Up Rate Line Item's extended price is calculated as (vendor proposed markup percentage × $750,000.00) + $750,000.00 for each of the five ordering period tabs. The lay day rate will be used for price evaluation and to price additional work requiring additional lay days after contract award over the FY2026-FY2030 period.

The work items noted in Attachment 10 should NOT be priced. Only the work items noted in Attachment 1 for each ordering period, should be priced.

Question Submitted Number: 031 Section/Work Item Number: Attachment 1 Pricing Sheet-Rev 1
Paragraph Number: NA
Question:
Contractor has identified several issues with Attachment 1 Pricing Sheet-Rev 1.
1. The Total Task Order Price cell formula is not correct on each of the Ordering Period tabs, it does not sum all of the WI prices.
· subsequent line items.
· Tab2 Cell G65 only sums thru WI 73, omitting 15 Wis.
· Tab3 Cell G65 only sums thru WI 74, omitting 15 Wis.
· Tab4 Cell G68 only sums thru WI 75, omitting 18 Wis
· Tab5 Cell G69 only sums thru WI 62, omitting 19 Wis
2. Contractor has been directed to price the following items as optional items that did not have any ordering periods via Amendment 002, USCG response for RFC 002
· D-30, D-39, D-48, D-64, D-71, D-77, D-83, D-102
The current pricing sheet, Attachment 1 pricing Sheet-Rev 1, does not currently have a place to price the items as directed.
Please provide a revised Attachment 1 Pricing Sheet incorporating the issues identified above.
Answer:
See updated Attachment 1 Pricing Sheet (Rev3, dated 5 Feb 2026)
The only work items which should be priced are specified in Attachment 1 for each ordering period.
Question Submitted Number: 032 Section/Work Item Number: RFP Attachment 1 Pricing Sheet-Rev 1-70Z08526RLREP0005-6JAN2026
Paragraph Number, if applicable:
Question:
Per Amendment 001, all work items are to be priced even if not scheduled for an ordering period. The current “Attachment 1 Pricing Sheet-Rev 1-70Z08526RLREP0005-6JAN2026” does not allow for inactive work items to be priced.
A) Please provide a revised pricing sheet with all items listed for each ordering period tab, with the quantity column used to extend out the pricing for that particular ordering period, OR, please advise on how to submit unordered item pricing per period.
B) The Mark up rate cell (Bottom column D, Unit price) is formatted as accounting, I’m assuming that this is intended to be a percentage? Please advise.
Answer:
This Amendment 004 supersedes Amendment 001. The only work items which should be priced are specified in Attachment 1 for each ordering period.
See updated Attachment 1 Pricing Sheet (Rev3 dated 5 Feb 2026) The Mark Up Rate Line Item has an extended price for each of the 5 ordering period tabs in the Attachment 1 spreadsheet. The extended price is calculated as follows: (Vendor proposed markup percentage x $750,000.00) + $750,000.00 = Extended dollar total.
Question 033:
The original pricing sheet provided (Attachment 1 Pricing Sheet-Rev 1-70Z08526RLREP0005-6JAN2026) had quantity 5 to calculate the extended price for laydays on each of the ordering period tabs.
The revised pricing sheet (Amendment 003-Attch 1 Pricing Sheet_Rev2_29JAN2026.xlsx) has quantity 200 to extend the price for laydays on each of the ordering period tabs.
The REV2 pricing sheet (Amendment 003-Attch 1 Pricing Sheet_Rev2_29JAN2026.xlsx) has three new tabs added to the original five tabs (One tab for each ordering period). The RFC does not include instructions or evaluation criteria for these tabs.
Answer: The updated Attachment 1 Pricing; Sheet Rev 3 dated 5 Feb 2026 adds clarification wording to the Mark Up Rate Line Item Row and the number of lay days has been corrected back to a quantity of 5. The vendor proposed lay day rate and the Lay Days extended price in each ordering period will be used to evaluate the vendor’s price in accordance with the solicitation. The lay day charge per day that will eventually be placed on the resulting contract will be used to price any additional work requiring additional lay days in the vendor dock, after contract award.
The three new tabs added to the spreadsheet in Amendment 003 were inadvertently inserted and have been deleted.
