Question Submitted Number: 016

Section/Work Item Number: WI-03 Project Management and Planning Perform Paragraph Number, if applicable: 3.6

Question:

In the Specification (WI-03, para 3.6) it says:

“The Contractor must develop, update, and maintain the Government-approved Contract Work Breakdown Structure (CWBS), providing clear traceability of all work.”

Does the government have a preferred format for the CWBS? If so, please provide.

Answer:

While the government does not mandate a single, rigid format for all contracts, there is an established standard that provides the necessary framework and definitions. For defense-related projects, the MIL-STD-881F, "Work Breakdown Structures for Defense Materiel Items," is the governing document.

Please use the latest version of MIL-STD-881 as the primary guide for developing and maintaining the CWBS for this contract. This standard will ensure the structure is logical, consistent, and provides the level of detail required for program planning, budgeting, and status reporting.

Additionally, the specific data content and reporting format requirements are detailed in the Data Item Description (DID) DI-MGMT-81861C, "Integrated Program Management Data and Analysis Report (IPMDAR)."

This document works in conjunction with MIL-STD-881F to define how the CWBS data should be structured and delivered.

By adhering to these standards, you will satisfy the requirements outlined in the Statement of Work, paragraph 3.6, and ensure clear traceability for all work performed.

While both a Contract Work Breakdown Structure (CWBS) and a Gantt chart are crucial project management documents, they serve fundamentally different purposes. Think of it this way: the CWBS defines what work needs to be done, while a Gantt chart outlines when that work will happen. It is the foundation of the Gannt.
