About this file
This is Amendment 003 to a solicitation for dry-dock repair services for the U.S. Coast Guard Cutter Polar Star covering a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract from FY2026 through FY2030. The amendment, issued by the USCG Surface Forces Logistics Center on January 30, 2026, extends the proposal due date from February 5, 2026 to February 9, 2026. The amendment updates Attachments 1, 2, 3, and 10 (the pricing schedule, estimated work items for each ordering period, and consolidated list of references) and incorporates responses to 29 questions submitted by interested vendors regarding clarifications on work item scope, pricing methodology, technical requirements, and submission procedures.
Key clarifications address pricing requirements, including that work items shall be submitted as single lump sum prices with tables provided for scope definition rather than unit pricing, that eight previously unscheduled work items (D-30, D-39, D-48, D-64, D-71, D-77, D-83, D-102) shall be priced as optional items, and that contractors must submit a detailed work schedule only for the initial FY2026 ordering period with pricing required for the remaining four ordering periods. The amendment confirms contractors must use MIL-STD-881F as guidance for the Contract Work Breakdown Structure, clarifies that technical representative certifications must be submitted to the Contracting Officer at the arrival conference (though proposals are more favorable if they include anticipated subcontractor information), and specifies that proposal volumes may be submitted as separate document folders in PDF format with technical ability planning documents limited to 25 pages maximum. The request for clarifications deadline was extended to January 29, 2026, with final answers provided by February 2, 2026.

Question:
Contractor received the RFP and the specifications on 1/12/26. Contractor notes in the RFP that all questions related to the solicitation must be received NLT 12:00PM 1/15/26.
Contractor has requested the required references delineated within the specifications and to date have not received them. Additionally, Contractor is asking to conduct a ship check to potentially corroborate specified work as specified in the specifications.
Contractor is diligently working towards putting together a comprehensive proposal to meet the USCG’s time constraints they have listed in the RFP.
Contractors and subcontractors will have questions once the references have been received, reviewed and validated, incorporating the scope of work delineated within the specifications.
Please consider the following:
· Please extend the deadline for questions from 12:00PM 1/15/26 to 12:00PM 1/29/26
The extension, if granted, would afford the opportunity for the contractor as well as subcontractors to identify or clarify any ambiguous scope of work that we may come across during the preparation of the proposal and incorporate the information into our submittal.

Question Submitted Number: 016
Section/Work Item Number: WI-03 Project Management and Planning Perform Paragraph Number, if applicable: 3.6
Question:
In the Specification (WI-03, para 3.6) it says:
“The Contractor must develop, update, and maintain the Government-approved Contract Work Breakdown Structure (CWBS), providing clear traceability of all work.”
Does the government have a preferred format for the CWBS? If so, please provide.
Answer:
While the government does not mandate a single, rigid format for all contracts, there is an established standard that provides the necessary framework and definitions. For defense-related projects, the MIL-STD-881F, “Work Breakdown Structures for Defense Materiel Items,” is the governing document.
Please use the latest version of MIL-STD-881 as the primary guide for developing and maintaining the CWBS for this contract. This standard will ensure the structure is logical, consistent, and provides the level of detail required for program planning, budgeting, and status reporting.
Additionally, the specific data content and reporting format requirements are detailed in the Data Item Description (DID) DI-MGMT-81861C, “Integrated Program Management Data and Analysis Report (IPMDAR).”
This document works in conjunction with MIL-STD-881F to define how the CWBS data should be structured and delivered.
By adhering to these standards, you will satisfy the requirements outlined in the Statement of Work, paragraph 3.6, and ensure clear traceability for all work performed.
While both a Contract Work Breakdown Structure (CWBS) and a Gantt chart are crucial project management documents, they serve fundamentally different purposes. Think of it this way: the CWBS defines what work needs to be done, while a Gantt chart outlines when that work will happen. It is the foundation of the Gannt.

Question Submitted Number: 019
Section/Work Item Number: Attachment 1 Pricing Sheet, Rev 1 Paragraph Number, if applicable: CLIN 4 Sea Trial Performance
Question:
The Pricing sheet is requesting a per day unit price for the WI. Bidder is unable to bid the specification as a daily unit price, as it includes tug & pilot costs which are not incurred daily.
Respectfully request CLIN 4 of the pricing sheet be revised to a lump sum price. If not possible, please provide further guidance as to how to calculate the requested unit pricing.
Answer:
The requirement for a “per day” unit price is a standard practice that allows the Government to make fair and simple price adjustments if the duration of the sea trial period needs to be modified via change order. Revising the CLIN to a lump sum price is not possible as it would complicate potential adjustments.
To prepare your bid for CLIN 4, please use the following method:
1. Calculate Total Cost: Determine your total price for the entire scope of the Sea Trial work item as if it were a single lump sum. This calculation should include all variable daily costs (e.g., labor, equipment) and all fixed one-time costs (e.g., tug services, pilot fees, materials).
2. Prorate the Total Cost: Distribute your total calculated price across the number of days specified in the CLIN (five weekdays and one weekend day) to create an averaged “per day” unit price.
3. Enter Unit Prices: Enter the resulting prorated figures into the respective “price per day” fields for weekdays and weekend days on the pricing sheet.
The resulting “per day” prices will be considered the fully burdened daily rates for the sea trial performance.

Question Submitted Number: 029 Section/Work Item Number: Solicitation Paragraph Number: NA Question:
Amendment 002 was issued 1/27/26. USCG Response to submitted question 004 is the following:
Updated consolidated list of references was provided to Contracting Officer; revised technical information package will be sent from CG Technical Library to all vendors.
To date, contractor has not received an updated Consolidated List of References as well as a revised technical package from the CG Technical Library.
Contractor is working diligently on creating a comprehensive proposal that meets all of the USCG solicitation requirements towards the current due date of 2/5/26 without the information delineated in the missing references.
Additionally, contractor has numerous subcontractors and technical representatives that are asking for the missing references in order to provide a quote for the Polar Star 5-year IDIQ.
Once the updated Consolidated List of References as well as a revised technical package from the CG Technical Library is received, contractor will need to issue the references to our subcontractors as well as review them in order to obtain the actual scope of work that we will be pricing to the USCG.
Please consider the following:
1. Please issue the updated Consolidated List of References as well as the revised technical package of missing references.
2. Please extend the proposal due date of 2/5/26 to 2/12/26 The extension, if granted, would afford the contractor as well as our subcontractors the opportunity to review and incorporate the required missing information into our proposal.
Answer:
1. Consolidated List of Reference issued.
2. Due date extended until 02/09/2026.
