END OF AMENDMENT LANGUAGE

1. Civil, Section 01800, Paragraph 1.4.8.7, Drawings CU101-1CU110. Specification 01800, Paragraph 1.4.8.7 states to rehabilitate the existing sewer system in those pipes shown on the RFP drawings. Drawing 1CU101, General Note #7 states that sewer rehab will be provided as an amendment. Please issue an amendment indicating the rehabilitation locations for the existing sanitary sewer system.

Response: See requested and associated amendment 0008 language above.

2. This section indicates Contractor to provide conduit and conductors only, but there is no security section in 01800. Please provide the conduit and conductor requirements.

Response: Review sections 01800, 1.13 and 1.16.

3. Questions (1) Is there an existing Security Camera system on site? (2) Do new Security Cameras need to tie into the existing system? If so, please provide the existing system.

Response: There is a basic system installed as indicated in the RFP. Security system documents will not be provided prior to award due to security and safety, these details are to be coordinated upon award.

4. This section indicates wireless access points shall be determined by a qualified network engineer. Please clarify whether this is a 3rd party engineer or a contractor requirement. If this is a contractor requirement, please provide wireless parameters such as: a. Wireless Access point throughput, b. User throughput, c.

Number of Users per Wireless Access Point.

Response: This equipment is not included for this solicitation. The BESEP was provided for reference and awareness of the equipment to be installed separately by the Coast Guard.

5. Amendment 0003 provided the option of submitting the proposal through DoDSAFE; however, there were no instructions included. Please provide instructions for the Offeror to receive the DoDSAFE drop-off code or link.

Response: Prior to proposal submission, the Contract Specialist or the Contracting Officer will set up the DoDSafe transmission. The offerors will receive an email from DoDSafe inviting them to upload their proposal.

6. 01800 Paragraph 1.4.15.4 requires the contractor to install conduit and conductors for USCG-provided security cameras at gates. Please clarify this scope, i.e. count and locations for each gate requiring conduit and conductors, as it is not depicted in the concept plans.

Response: Review sections 01800, 1.13 and 1.16.

7. Could an alternate be provided for the diesel fuel storage tanks consisting of a single steel tank with double containment for the required capacity mounted on a concrete base with concrete walls around to protect the tanks?

Response: Use current requirements in the RFP.

8. Specification 01800 Paragraph 1.18.5.2.2 requires all excess soil (including non-contaminated) to be disposed of at a RCRA Subtitle D landfill. This has the potential to be a significant cost driver. Please consider relaxing this requirement.

Response: Use the current requirements in the RFP. The exact disposal arrangements will be coordinated in the design and construction phases.

9. Please confirm that the contractors shall assume that no contaminated soil will be encountered during the execution of this project.

Response: There is no prior knowledge of contaminated soil at the sites or other potential environmental issues.

10. Maintenance of Utility Service, Division 33, Drawing CU005. Please clarify General Note 6: Do we need to maintain utility service to housing units in RFP2 areas during construction? Does this statement require the new Utility Systems to be installed complete prior to shutting down existing utility service and perform cut-over to new system?

Response: Utility services must be maintained to occupied homes located throughout the project area. This includes occupied buildings at the Air Station and CGX and gas station. Regarding the last question above, this applies mostly to water, electric and telecomm. Contractor and Coast Guard to determine how and when the cutover takes place.

11. New Utility Scope, Division 33, Drawings CU104 and CU110. West of the CG Exchange is a new 12-inch Trench Drain. Please confirm if the adjacent Catch Basin and storm drain need to be tied into the new Trench.

Response: Only the adjacent catch basin (next to building door) should be connected to the trench drain, as depicted on CU110_rev2 from Amend 0006.

12. New Utility Scope, Division 33, Drawing CU104. Non-bolded Storm Drain structures are shown for connection by new utilities at various locations. Please confirm if these are to be re-used, or new structures installed. See Grid 4/B. We understand the structure is to be reused at Grid 7/F.

Response: The inlet at 4/B is shown to be re-used.

13. Sewer Laterals, Drawings CU001 to CU006 and CU101 to CU110. On Drawings CU001 to CU006 there is a note on the drawing that states: “Replace all sewer laterals. Note that some laterals have been replaced recently and can be left in place.” Our question is: there are no sewer laterals noted on the Drawings CU101 to CU110 identified as being recently replaced and there are no sewer laterals shown on the drawing to be replaced, so please clarify which sewer laterals are to be replaced, if any.

Response: See requested and associated amendment 0008 language above. The allowance calls out specific scope for laterals.

14. Housing Area WTP, Section 01800, Paragraph 1.12.2 and Drawing CW102. The Specification indicates the water treatment room and office shall be cooled via dedicated ductless split DX units. Drawings of the treatment building show multiple ventilation fans for the building. Please clarify HVAC required for the treatment room, office, and restroom.

Response: Room criteria sheets and 01800 1.12.2 call for ductless split DX cooling in the Office and Treatment Room. Office and Restroom shall also have ASHRAE ventilation per room criteria sheets.

Treatment Room to be ventilated and exhausted per ASHRAE 62.1 2016 for a janitor closet.

15. Telecomm, Appendix H, Paragraph 3.12.RFP Section 3.12 of the BESEP defines the TIA-758 reference for

OSP infrastructure distribution and identifies separately that there shall not be more than one 90-degree bend between pull points or hand holes for OSP duct banks. TIA-758 and BICSI TDMM allows the use of up to two 90-degree bends between pull points or hand holes, with a three 90-degree bend permissible at the entry point of the Building or Room where the conduits enter. Please confirm if it is acceptable to use two 90-degree bends between underground hand holes / manholes and allowing a third 90-degree bend at the Entrance Room of the facility being served.

Response: From the C5I representative review and based on the limited copper pairs and fiber strands being pulled, following TIA standards are adequate.

16. Telecomm, Appendix A, and Drawing E501. Appendix A of the RFP identifies the minimum depth for conduit duct banks to be 36 inches while referring to the NEC and TIA-758 OSP infrastructure requirements. Please confirm if it is acceptable to use a minimum of 24-inch duct bank depths for Elec/Comm duct banks where there is no vehicular traffic and 30-inch duct bank depths under vehicular traffic and roadways per the NEC.

Response: Use RFP for requirements. Design details are to be coordinated in the design phase.

17. Telecomm, Appendix H, Paragraph 3.12.RFP Section 3.12.1.3 indicates that that the OSP cabling runs shall not be longer than 400 feet between pull points (hand holes/manholes). However, TIA-758 identifies that under cabling duct banks can span up to 600 feet. Please confirm if it is acceptable to install underground telecom hand holes / manholes every 600 feet on straight runs.

Response: Telecommunications handholes shall not exceed 400 feet as indicated in the RFP requirements.

18. Existing Pump Station, Section 01800, Paragraph 1.4.6. Indicates that an evaluation of the existing emergency water pumping system at the Air Station shall be made to establish the adequacy to serve the buildings to be added as part of this project. This may result in a possible upsize of the existing piping and probably to the existing equipment. Since it is not possible to determine a cost impact until an evaluation of the system is performed, we suggest establishing an Allowance to cover for any contingency. Will the USCG provide a value for all contractors to equally expect for the improvements in their bid? Or will the results of the post-award engineering investigation be handled as a differing site condition and change to the contract?

Response: see amendment 0008 language, section 1.4.6.

19. Electrical Pole to be Demolished, ED & EU Drawings and Drawing E-611.During the site visit, it was noted that on the existing poles to be removed, aside from the electrical distribution lines, there are additional underbuild lines. Are these Telecomm or cable? Please clarify the demolition and installation scope of work for these lines. For bidding purposes, we expect that the poles indicated to be removed have the power placed by the SOW in this contract and the other services underbuilt have been abandoned.

Response: Existing overhead distribution poles include 5kV power (to be replaced by new system and then demolished as indicated in RFP), lighting fixtures and conductors (to be demolished and replaced in this contract), and communications (telecom and/or cable depending on location, may remain or may be replaced by telco utility. To be coordinated during design). Poles shall be demolished if and when all existing utilities on that pole have been relocated and in service, as listed out in the RFP.

20. Impact to Housing existing telecom service, Drawing E-611. Please clarify the scope of work for the telecommunication service to each existing house to remain OR to be impacted by RFP1. It is our understanding that the new telecom scope of work is limited to that shown on Drawing E-611.

Response: For purpose of bids, the scope of the telecommunications work is as indicated in the RFP specs and referenced in the drawings. Details to be handled in design phase.

21. Exchange Building, Work Schedule. Drawing S-301. It is understood from the site visit that the Exchange building is operational during the day. This requires the work to be performed in the evenings, to minimize the impact to the operations of the facility. The effort to set-up to perform the steel framing repairs each evening is extensive. To minimize the overall duration of impact to the Exchange operations we request that certain areas be allowed to be containment of work for a short set-period of time for the work of the installation of WT9x20 on Grids 2-7 and the retrofit of girts between Grids J-M. This would impact work areas to isolated 24 hours, with work only during the night.

Response: Work areas and plans to be coordinated in the design phase. After hours work to be coordinated through COR and approved by the Contracting Officer in advance.

22. Please confirm what scope of work is to be priced in Bid Option 02 (Scope Element 08). It appears all sanitary scope shown in the RFP, summarized on sheet CU0005, will be included in base bid item Scope Element 05. This will include (N) sanitary sewer pipe and manholes. Therefore, it is unclear what scope will be required in Option 02 / Scope Element 08.

Response: The scope element #5 and scope element#8 is clarified in this amendment. The allowances in the price proposal bid sheet revision #2 provide the necessary information. The scope element #5 allowance captures the immediate repair or replacement of the existing system. The scope element #8 allowance includes the remaining scope of the existing system. Use the allowance to bid the scope of work for each scope element 5 and 8, respectively.

23. Communications, Drawings EU111 to EU118. The new electrical, water utility, and new storm drainage work defined in the Utility RFP drawings has a high chance of disturbing existing direct buried copper lines feeding the MWR Housing Units. Will the direct-buried copper cabling serving MWR Housing units need to be replaced from the nearest distribution point (pedestal, guard shack, etc.)?

Response: Any existing utilities not scheduled for demolition that are impacted by construction activities shall be repaired at the contractor’s expense. Reference RFP 01110, Paragraph 1.13.

24. Stormwater, Section 02800, Paragraph 1.4.9.1. This paragraph requires the contractor provide a stormwater management system that meets EISA 438 and provides LID. This project is primarily an infrastructure replacement project. Please confirm the project must meet EISA 438 and provide LID components.

Response: EISA 438 is valid for certain items in this project: new trails, driveways and sidewalks, added impervious area of widened roadways, CGX parking lot, water storage and treatment area, and BESS facilities.

25. Landscape, Section 01800, Paragraph 1.6.3. This section states to provide landscape beds, trees, etc. along new building entrances and foundations. Please confirm landscape is desired for the new water treatment building.

Response: Confirmed. No landscaping along water treatment building entrance and foundation is required.

26. General, Task Order Announcement - IV - Basis of Evaluation Price (Page 24 of 30).The task order announcement indicates: "The Government may award the Option Item(s) up to 90 days from Task Order Award." If this occurs, will additional design submittals and review meetings be required? Or is it the intent that the Option Item(s) will be incorporated into the overall design packages and review meetings?

Response: Options shall be incorporated in the overall design packages and design schedule.

27. Civil, Section 01800, Paragraph 1.2.3.2. This section indicates the Contractor may make adjustments to the conceptual drawings to provide a unique or innovative final solution; however, any adjustments to the prescriptive based criteria shall be at the Contactor's own risk. Please confirm if making adjustments to utility alignments and/or sizes is acceptable, as long as the minimum criteria and overall design concept is followed.

Response: Contractors can incorporate innovative/unique solutions as long as the RFP requirement are met.

28. Civil, Section 01800, Paragraph 1.4.4.1. Paragraph 1.4.4.1 indicates water meters are to be open protocol type, with wireless capabilities. Paragraph 1.4.6.5.2 indicates that water meters serving buildings larger than 5,000 GSF shall have wireless capabilities. Please clarify which water meters are to have wireless capabilities. Response:

Response: See amendment 0008 language. Only buildings that are 5,000 GSF or larger shall be installed with wireless transceivers, metering devices, and all required appurtenances compatible with the existing DAS, etc., consistent with 1.4.6.5.2.

29. Electrical, Section 01800, Paragraph 1.13.8. Please provide diagrams and drawings of the current metering system installed throughout the facility and Tie-in Location Diagrams mentioned on Spec Section 01800, Paragraph 1.13.8.

Response: see amendment language 0008. 1.13.8.

30. Electrical, Section 01800, Paragraph 1.13.8, Drawing 1E-001, Note 6. Please clarify if all of the housing units' power meters under RFP 1 shall be replaced by new electronic watt-hour demand meter compatible with AquiSuite.

Response: As indicated in RFP specs and Drawing 1E-001, the individual housing meters shall be replaced with new demand meters that are compatible with existing meter base sockets and compatible with attachment #9 CSTO.

31. Electrical, Section 01800, Paragraph 1.13.8, Drawing 1E-001, Note 6. Does the existing Housing units' power meters report to the AcquiSuite Advance Metering system?

Response: No. The current/existing housing electricity meters are PREPA utility meters and do not report to the Coast Guard internal metering system.

32. Civil, Section 01800, Paragraph 1.4.6.5.2. This paragraph indicates that water meters serving buildings larger than 5,000 GSF shall have wireless capabilities. Amendment 005 RFI Response 36 states that all water meters are to be installed with wireless capability and only those water meters serving facilities larger than 5,000 GSF are to meet the requirements of 1.4.6.5.2. Please clearly identify on drawings which water meters should be integrated to the existing Advance metering System and considered under SOW of RFP 1.

Response: Only buildings that are 5,000 GSF or larger shall be installed with wireless transceivers, metering devices, and all required appurtenances compatible with the existing DAS, etc., consistent with current section 1.4.6.5.2.

33. Civil, Section 01800, Paragraph 1.4.6.5.2. As a follow-up to Amendment 5, RFI # 36, it is understood all water meters have wireless capability. Do the utility water meters for the housing (under 5,000 SF) also meet the requirements of 1.4.6.5.2.? If not, what wireless requirement parameters are they required to meet?

Response: All existing individual homes are not within the requirements of 1.4.6.5.2.

34. Q&A response #32 in Amendment 6 indicates that all sewer laterals shall be replaced. Please clarify whether the intent is to replace laterals for all USCG-owned houses in the Housing Area or only those directly served by the new sanitary components being installed.

Response: See requested and associated amendment 0008 language above. Laterals are now clearly defined and the scope of work is provided.

35. If sewer laterals at all USCG-owned houses in the Housing Area must be replaced per Amendment 6 Q&A #32, please provide additional guidance as to the limits of replacement, i.e. how far from the footprint of the structure on the service end and how far from the existing sewer main to remain on the other end.

Response: The scope of sanitary sewer is clarified and captured in this amendment 0008. Scope element #5 and Scope element #8 are allowances.

36. Section 01800 Design Build Criteria Demolition item 1.9.3.5 requires removal of all existing underground utility lines and aboveground features. Please confirm if the removal of the Telephone and CATV cables are included.

Response: As indicated in 1.9.3.5, only remove the utilities not used or integrated into new construction.

Telephone and CATV that are still in use and in service shall remain in place. Telephone and CATV that are no longer in service are to be removed.

37. Drawing 1E-611 Telecom Riser Diagram shows the installation of new copper and fiber optic cables between the administration bldg., hangar bldg., facilities office bldg., VMS bldg. and tools and parts building, however this scope is not clearly defined in section 01800. Please confirm this new installation is required as part of RFP 1 scope of work.

Response: Confirmed. Review section 01800, 1.16, paragraphs 1.16.2 and 1.16.3. Drawings indicate the plan.

38. Civil, Roads. Could you provide us information on the existing roadways surfacing materials? We have been told that there is a concrete section below the asphalt paved areas. This would impact our pricing substantially.

Response: All available information has been included in the RFP and amendments.

39. Civil, Sewer Utility. In Amendment 7 you added scope to Element 5 – Sanitary Sewer. We cannot price this scope element if we don’t know where this added work is located on the drawings (i.e. depth, surface conditions). Please provide drawings showing the scope of this work.

Response: See above amendment language 0008 for SE#5 and SE#8 scope and allowances.

40. Elec/Civil, Water Meters. As a follow-up to Amendment 6, RFI question 44 reads: “Electrical 01800 Para

1.13 Confirm that the Electrical design for the houses is limited to the reconnection of the existing secondary electrical meters to the new underground electrical service. Response: Confirmed; existing housing electrical is limited to reconfiguring the electrical services as indicated in the RFP.” However, General Note 6, Drawing 1E-001, and Spec Section 1800, Paragraph 1.13.8 call for new Housing electronic metering to be provided. Please clarify this conflict. Are the meters at the housing allowed to be re-used, or replaced with new?

Response: Replace with new meters as indicated in the RFP and drawings.

41. Amendment 7 included a revised price proposal form. This revised price proposal form removed Scope Element 7, CG Exchange (CGX) Resiliency Repairs. Please confirm whether this scope has been removed from the project or if it should be included in a different scope element on the proposal form.

Response: Confirmed. Use the amendment 0008 Price Proposal Bid Sheet Revision 02, which includes the SE#7 CG Exchange.

42. Amendment 7 included a revised price proposal form. This revised price proposal form includes a table with Scope Element 5 Allowance Items. Please confirm that these allowance items should be priced separately, in addition to (and not included in) the line item directly above the table.

Response: Your question has been further clarified in this amendment 0008 Price Proposal Bid Sheet Revision 02, which includes separate lines for associated bids broken down into design, construction, and total. For SE#5 and SE#8, the allowances should have a separate design bid, a total for allowances, and the combined total of design and allowance.

43. Amendment #007 Q&A #12 states for bidding purposes housing types A & B shall include a 300A service, this amperage seems extremely excessive for a standard dwelling unit and will dramatically increase transformer, conduit and conductor sizes. Please consider reducing this requirement for bidding purposes.

Response: Understood. Please fulfill terms of current RFP.

44. Amendment 7 provided a revised bid form that no longer contains Scope Element 7 for the Coast Guard Exchange scope of work. Please confirm if this omission was intentional and that contractors are to remove this scope of work from their estimates, or if the work is still required and to be included in another scope element, or if a revised bid form will be provided to include Scope Element 7 once again. Also, will a subtotal for all base bid work be included?

Response: SE#7 CG Exchange is included. See Price Proposal Bid Sheet revision #2 included here in amend 0008. Use the price lines for design, construction, and total amount.
