6. Demo of (e) Utilities, Drawings CU-111 to 120, and EU-111 to 120. Are all utilities shown on CD drawings to be removed, or is the contractor to abandon systems and only remove as needed?
Response: Per Paragraph 01800 1.9.3.5, “Contractor is to remove all existing underground utility lines and aboveground features … not used”.
7. Maintenance of Resident Access, Drawings CU-111 to 120, and EU-111 to 120. Do we need to maintain access for residents to any housing units during construction?
Response: Provide access in accordance with paragraph 01800 1.4.5.2.
8. Scope Element 6 Clarification, Drawings EU-111 to 120. Shouldn't Street Lighting and removal of existing be part of Scope Element 1?
Response: No; Street lighting demo and replacement shall be included within the Site Improvements and Demolition scope of work because the lighting for the streets needs to be coordinated with the revised street alignments.
9. General+Decision+No. +PR2021001+01012021. The Wage file provided for the contractors to use indicates building construction. Due to this issue scope now primarily of horizontal infrastructure construction, will a separate wage determination be provided for Heavy Civil construction?
Response: KO to provide response.
10. Utility Demolition, Drawing CD104. There is an unlabeled bold line for utility pipe
(assumed to be Storm Drain in between two Catch Basins) within RFP #2 zone at Grid7/D shown for demolition. Please confirm if this is to be part of RFP #1, and, if so, provide the size and system of the utility.
Response: This is a 24” storm drain as noted just above that location, and it is included in RFP 1 scope of work. Please also refer to Drawing 1CU104 for an overview of utility improvements in scope.
11. Chain Link Fence Demo, Drawing D105. Fencing alignment running transverse through
Sixth Street is shown to be removed. Please confirm if there is an existing gate providing access through Sixth Street just south of Wing Road or if this is just fence running through an abandoned road. See Grid 4/E.
Response: There is no existing gate at this location, only fencing, and only fencing shall be reinstalled.
12. Chain Link Fence Demo, Drawing CD106. Fencing alignment running transverse through Northeast Road is shown to be removed. Please confirm if there is an existing gate providing access through Northeast Rd just south of Wing Road or if this is just fence running through an abandoned road. See Grid 2/D.

23. Ladder/Catwalks at Storage Tanks, Drawing CS110. Site Key Note 16 identifies the location of new ladder and Walkways to be installed. Please confirm 1ea ladder for the 5,000-gallon tank and provide a total quantity of tanks to receive new Walkways as described in the note. Section 01800 1.1 appears to indicate a total of 3 tanks (one receiving Ladder and Catwalk, and two additional receiving new catwalks only.)
Response: Confirmed. There are a total of three fuel tanks: (1) 5,000 gal tank and (2) 15,000 gal tanks. Therefore replace the ladder at the 5,000 gal tank and add catwalks to all three tanks.
24. Civil, Section 01800, Paragraph 1.4.8.7, Drawings CU101-1CU110. Specification 01800, Paragraph 1.4.8.7 states to rehabilitate the existing sewer system in those pipes shown on the RFP drawings. Drawing 1CU101, General Note #7 states that sewer rehab will be provided as an amendment. Please issue an amendment indicating the rehabilitation locations for the existing sanitary sewer system.
Response: Pipe CCTV and MH/inlet inspections are ongoing but should be complete by the end of September. An amendment will be issued shortly thereafter.
25. Civil, Drawings, CU101to 1CU110. Please clarify if the proposed utility layouts on these sheets are mandatory or if the design team can redesign and/or realign the utility improvements as long as connections are made to the existing buildings as indicated.
Response: There are typically several reasonable solutions to laying out utilities. If a satisfactory alternative solution can be found that provides an opportunity to save costs, then this can be proposed. However, certain aspects of the current design must remain:
Both Housing and Air Station must have one point of connection each; the water storage tanks and treatment/pump systems must be located where shown; PRASA water must cycle through the storage tanks prior to being distributed to customers; the looped system to the east end of Cliff Road is preferred; the storm drain improvements as shown is the preferred arrangement.
26. Civil, Drawings CD101 to 1CD110. Please provide the pavement sections of the existing roadways and drives so that the required pavement removal and repair can be estimated.
Response: Pavement sections drawings are not available. Coast Guard inherited the site from DoD in the 1970s and the paper plans were never digitalized.
27. Civil, Section 01800, Paragraph 1.4.7. Paragraphs 1.4.7.2.1 and 1.4.7.2.2 reference sections 1.4.6.3.1 and 1.4.6.3.2. These sections do not exist in the RFP. Please clarify.

Please clarify the Scope of Work for existing generators and fuel tanks for all locations.
We understand the existing generator at the Exchange is limited to the new 7,500-gallon fuel tank, to allow 14-day operation. For bidding purposes, we expect this is the only change to the Generator at the Exchange.
Response: Confirmed. Modification to existing generator systems include the Exchange generator fuel capacity increase including tank and associated appurtenances. Tank size shall be verified during the design process to ensure 14-days of run-time.
31. Electrical, Drawings ED111 to ED120. For bidding purposes, does the owner/base require salvage in removed electrical materials: i.e., cables and equipment? Are they the contractor property to dispose? To be reused? Delivered to owner?
Response: The contractor shall dispose of demolished cables and equipment.
32. Electrical, Specification 1800.1.13.2. Manual Transfer Switches (MTS) are indicated for specific buildings. What are the service sizes and electrical characteristics for the existing buildings requiring MTS's?
Response: See amendment above for Section 1800, Paragraph 1.13.2.
33. Electrical, Specification 1800.1.13.2. What is the location and requirement for the solar panel interconnection points (qty 3)?
Response: Existing solar panel systems are present at the Air Station parking areas west of the Hangar and at the northeast of the air station site. Per Section 1800.1.13.2, the contractor shall include in their design the necessary interconnections of these systems to the new infrastructure.
34. Civil. Please clarify if the kickoff meeting and subsequent review meetings will be held virtually or on base.
Response: Meetings will be determined by the US Coast Guard Construction Project manager as is deemed necessary for the type of meeting to be held. Depending on many factors, meetings may be a combination of virtual and in-person.
35. Civil. Specification 01800 1.9.7.3.1. The RFP includes hazardous building material
(HBM) reports for the existing buildings that will be demolished or impacted. Section 01800, Paragraph 1.9.7.3.1 states: “The contractor shall further evaluate this site as required to properly abate all asbestos-containing material (ACM)….” There is similar text for lead-based paint and other hazardous materials. Is further analysis of potential hazardous building materials required for the existing buildings?
Response: Yes, if material not identified in RFP HBM reports is discovered, contractor to evaluate prior to handling.
36. The current proposal closing date of 10 October 2021 is a Sunday. Please confirm if this is the correct closing date or if a revised closing date will be provided.
37. Please confirm that the limit of 5 pages is for each individual factor.
38. Section V. AWARD ON INITIAL RESPONSES, Non-Price Submission, labels Factor 1 as Procurement of Labor and Materials and Factor 2 as Construction Logistics.
39. Section VI. BASIS OF EVALUATION labels Factor 1 as Construction Logistics and
Factor 2 as Procurement of Labor and Materials. Please clarify the correct factor titles.
40. Please provide the preferred location for the Representations and Certifications to be submitted within the proposal.
41. Were formal calculations done on the building frames (warehouse and retail) to determine the design basis reinforcing and, if so can that be shared? Or, was it estimated based on similar past jobs?
Response: Calculations were performed, but will not be provided. Drawings are provided to aid pricing, design is contractor’s responsibility.
42. Were formal calculations done on the wall girts (warehouse and retail) to determine the design basis reinforcing and, if so can that be shared? Or, was it estimated based on similar past jobs?
Response: Calculations were performed, but will not be provided. Drawings are provided to aid pricing, design is contractor’s responsibility.
43. What are the site and operational restrictions on exploratory excavations to determine foundation, sizes, depths and types?
Response: Exploratory excavations coordinated through the COR. Typically, surveys and site work may be coordinated 30 days in advance without issue.
44. This paragraph states that framing for the new water treatment facility shall consist of concrete columns, beams, and walls. Are reinforced masonry or precast concrete walls acceptable alternatives?
Response: (No paragraph is cited in the RFI, but we assume it refers to 1.8.7.3.1. If so, response is as follows.) Conform to requirements of this paragraph for framing systems.
45. This paragraph states that the roof areas for the new water treatment facility will be framed by concrete flat slab or precast double tee beams. Would hollow core precast concrete roof planks also be acceptable for the roof structure?
Response: (No paragraph is cited in the RFI, but we assume it refers to 1.8.7.3.1. If so, response is as follows.) Hollow core precast concrete roof planks are acceptable for the roof structure.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.95 for calendar year 2021 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015.
If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.95 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2021. If this contract is covered by the EO and a classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must pay workers in that classification at least the wage rate determined through the conformance process set forth in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate, if it is higher than the conformed wage rate). The EO minimum wage rate will be adjusted annually. Please note that this EO applies to the above-mentioned types of contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but it does not apply to contracts subject only to the Davis-Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(2)-(60). If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
