THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE

SOLICITATION

1. Utility Demolition, Division 02, Drawing CD105. The Sanitary Sewer Line coming from SSMH is drawn in a way that appears to tie into a 6-inch Water line. Grid 2/F. Please confirm if this is the appropriate routing and alignment of this line, and that it should be removed, and confirm the size.

Response: All utilities shown on the RFP drawings are shown as approximate. It is the contractor’s responsibility to confirm the location and size of all utilities during construction. What is shown is the most current and accurate information available.

2. Utility Demolition, Division 02, Drawing CD105. The Sanitary Sewer extends beyond fence line at Grid

4/E, but is not bolded. Please confirm if this segment of SS Line is to be removed, or abandoned for future contract?

Response: Utilities shown bold are to be demolished. The sanitary sewer beyond the property fence and similar utilities crossing the fence shall be plugged and abandoned, as shown in RFP drawings and in the revised drawings 1CD105_rev2, 1CD106_rev2. See amendment 0005 for revised drawing.

3. Utility Demolition, Division 02, Drawing CD105. The Sanitary Sewer Line identified for Demolition runs immediately adjacent to Building 199A/B and underneath 201A/B. General Note 5 indicates that these homes will be occupied and won't be demolished until RFP2. Please confirm whether this Sanitary Sewer

Line shall be demolished during RFP1 or RFP2. How are contractors to perform this demolition in RFP1 if structures are still present and not being removed until RFP2?

Response: The pipe will be demolished during RFP 1. The work will be coordinated with the Base and

Housing Department during the design phase. All utilities shown on the RFP drawings are shown as approximate. The exact location, sequence of work, and coordination activities will be identified in design.

4. New Utility Scope, Division 33, Drawing CU101. At the Northeast Corner of the Intersection of Fifth Street and Hook Road is a Storm Drain Lateral that appears to connect to nothing. Confirm this lateral is extending into a drainage ditch or if alignment needs to route to a certain MH or Structure.

Response: Per 1CD101, this is an existing curb inlet. It is incorrectly shown to be demolished and should remain. See revised drawing 1CU101_rev2. The drawing was posted in Amendment 0005.

5. New Utility Scope, Division 33, Drawing CU104. At Grid 4/B a new 18-inch Storm Drain Pipe is to be installed from adjacent catch basin and run toward East Parade Road. 33. Scope Element 5 Clarification, Section 01800, Paragraph 1.1, and Drawings CS100, CU005, and CU006.

Section 01110 refers to Section 01800, Paragraph 1.1, which describes Scope Element 5 and 8 to be "As

Indicated." We need to confirm limits of SS work shown on Drawings CU005 to CU006. Will the contractors be provided documents at bid time to identify what sewer laterals have recently been updated to the housing?

34. Response: There is no information on which sewer laterals have been replaced. Reference attachment 03

Utilities Inventory, Condition Assessment, and Mapping (ICAM) for underground utility systems at the U.

S. Coast Guard Air Station Borinquen for related information For bidding purposes, assume that all laterals will require replacement.

35. Scope Element 8 Clarification, Section 01800, Paragraph 1.1, and Drawings CS100, CU005, and CU006.

Where does Element 5 end and Element 8 begin? Based on what is "indicated" on the drawings, this split doesn’t seem appropriate.

Response: Reference attachment 03 Utilities Inventory, Condition Assessment, and Mapping (ICAM) for underground utility systems at the U. S. Coast Guard Air Station Borinquen for related information and commentary. Scope element 5 will construct partial sanitary sewer system at Housing Area that is in immediate need of replacement. Option item scope element 8 replaces remainder in need of recapitalization within next decade. Majority of the existing system may be repaired as indicated in the RFP.

36. At the site visit there were discussions related to the replacement of interior lighting in the CGX warehouse area. This scope is not included in the RFP documents. Please confirm replacement of the interior lighting at the warehouse is not required as part of this project.

Response: Confirmed. Interior lighting is not a requirement.

37. In the Task Order Announcement, Section V. Non-Price Submission labeled Factor 1 as Procurement of

Labor and Materials and Factor 2 as Construction Logistics. Section VI. Basis of Evaluation labeled Factor

1 as Construction Logistics and Factor 2 as Procurement of Labor and Materials. Amendment 0003 revised

VI. Basis of Evaluation to confirm Factor 1 as Procurement of Labor and Materials and Factor 2 as

Construction Logistics (refer to RFI #7 in Amendment 0003). Amendment 0004 then revised Section V.

Non-Price Submission so Factor 1 is Construction Logistics and Factor 2 is Procurement of Labor and

Materials. Amendment 0006 responded to the same inquiry from Amendment 0003 (refer to Amendment

0006, RFI #84-85) and referred back to the clarification from Amendment 0003. Please clarify the correct order of factors.

Response: Amendment 0003 stands as the corrected language for the Solicitation.
