64. General Material pricing has experienced significant increases over the past year, with similar trends predicted in the near term. Several key suppliers are currently limiting pricing validity to as little as 7 days.
This exposes the contractor to considerable risk of material escalation, requiring the addition of risk premium (contingency) to mitigate this risk. In order to reduce the risk to the contractors, and thereby reduce costs to the USCG, please consider either a) reducing the price certification period to 30 calendar days, or b) modifying the price proposal form to include additive alternates for price increases during each of the subsequent 30 day periods of the 90 day price proposal validity period, i.e. incremental add-alternates if award is made within 30-59 days; 60-89 days after submission.
Response: Please refer to #48.
