Non-Price Submission:
The non-price submission shall address the following topics:
Non Price Factor 1- Construction Logistics
Page limit: Submission shall be no more than 5 pages for the narrative.
a. Discuss your site logistics approach to demolition and construction.
b. Describe your intended method to minimize impacts to residential community around the construction site.
c. Address how your work shall minimize disruptions to vehicular traffic, parking, and utilities serving the family housing areas.
Non Price Factor 2- Procurement of Labor and Materials

d. Describe how you intend on minimizing the impacts from known material shortages and cost increases.
Non Price Factor 3 - Approach Narrative
Page Limit: Submission shall be no more than 5 pages for the narrative.
1) Discuss your company’s approach to design and construction Without discussing your price, answer the question- “how will you provide the best value to the US Government?
Narrative examples may include but not limited to: local expertise;
technical solutions; energy savings; system lifecycle costs in percentages; why your selections are the best value, etc.
DELETE Section VI, Basis of Evaluation in its entirety and REPLACE with the following:
VI. BASIS OF EVALUATION:
Importance of Factors: Non-Price Factors 1, 2 & 3 are approximately equal. All non-price criteria when combined are approximately equal price.
Non Price Factor 1- Construction Logistics: The contractor’s proposal will be evaluated based on the contractor’s identification and understanding demonstrated in response to the submittal requirements “construction logistics” for Factor 1. Evaluations will be on how each contractor showcases their safe approach to demolition and new construction in an isolated location outside the continental United States, indicating particular methods to reduce impacts to the residential concurrently used community, and a master logistics sequence of work schedule that includes multiple underground utilities.
Higher ratings may be given to a more detailed level of accuracy within the five page limit.
Narratives should address priority of each utilities discipline work, sequence of work in congested areas, and switching from existing utilities to newly commissioned services. Higher ratings may be given to a contractor that not only demonstrates innovation and creativity, within their technical proposals, but also explains how it specifically benefits the Coast Guard.
Non Price Factor 2- Procurement of Labor and Materials: The contractor’s proposal will be evaluated based on the contractor’s identification and understanding demonstrated in response to the submittal requirements “procurement of labor and materials” for Factor 2. Higher ratings may be given to contractors showing arrangements with sub-contractors in Puerto Rico. Higher ratings may be given to contractors with relationships with workforces in Puerto Rico, and ability to procure materials on an island. Strategies that exhibit a strong understanding of site challenges and actions necessary to avoid delays in skilled labor and delivery of adequate, quality materials.
Additionally, higher ratings may be given to a contractor that demonstrates innovation and creativity within their technical proposals, where innovation and creativity provides specific benefit to the Coast Guard. Higher ratings may be given for contractor’s that submit signed teaming agreements with subcontractors.
Non Price Factor 3- Approach Narrative: The contractor’s proposal will be evaluated based on the contractor’s response to the submittal requirements for Non Price Factor 3 – “Approach Narrative”. The narrative shall describe the contractor’s approach to design and construction.
The proposal’s narrative shall answer the question “Without discussing your price, how will you provide the best value to the Government”.
Higher ratings may be given to a contractor that fully provides a more detailed narrative and how their approach to design build will specifically benefit the Coast Guard.
Price:
The Government will evaluate the TOTAL EVALUATED PRICE for the Base Items and Options. The Offeror’s initial proposal should contain the Offeror’s best terms from a price and non-price standpoint.
The price shall be evaluated in accordance with FAR 52.217-5, Evaluations of Options (July 1990). Option item(s) may be exercised within 180 calendar days of Task Order award.
Proposal Acceptance Period: The contractor’s proposal must indicate that it is valid for 90 calendar days from the Government’s receipt of offer.
The Fair Opportunity Process outlined in FAR 16.505(b)(1) will be utilized. A tradeoff analysis will be conducted between price and non-price factors. As proposals approach equality in the assessment of quality, price will become more important in the tradeoff process.
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE
SOLICITATION
1. In the Task Order Announcement, Section V. Non-Price Submission labeled Factor 1 as Procurement of Labor and Materials and Factor 2 as Construction Logistics. Section VI. Basis of Evaluation labeled Factor 1 as Construction Logistics and Factor 2 as Procurement of Labor and Materials. Amendment 0003 revised VI. Basis of Evaluation to confirm Factor 1 as Procurement of Labor and Materials and Factor 2 as Construction Logistics (refer to RFI #7 in Amendment 0003). Amendment 0004 then revised Section V. Non-Price Submission so Factor 1 is Construction Logistics and Factor 2 is Procurement of Labor and Materials. Amendment 0006 responded to the same inquiry from Amendment 0003 (refer to Amendment 0006, RFI #84-85) and referred back to the clarification from Amendment 0003. Please clarify the correct order of factors.
RESPONSE: The Task Order Announcement has been corrected in Amendment 0008.
2. Will the Government please provide the sign-in sheet for the second site visit dated 29 September?
RESPONSE: The sign in sheet is included in this Amendment 0008.
