Offeror shall provide a full explanation of all exceptions proposed. Exceptions shall be referenced to the section and paragraph number of the solicitation to which they are taken. Full supporting rationale shall be provided for each. If exceptions are proposed, the Offeror shall so state in the cover letter of the applicable proposal volume. Exceptions shall be located at the beginning of the appropriate proposal volume. If no exceptions are proposed, the Offeror shall so state in the cover letter. Offerors are cautioned that exceptions to the requirements may result in the rejection of the offer.
