About this file
This document is a Standard Form 30 (SF-30) Amendment to Solicitation 70T05025R5900N002 for the Transportation Security Administration's (TSA) Screening Partnership Program (SPP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The amendment makes several key changes, including revising proposal submission requirements, corporate experience evaluation criteria, and small business subcontracting goals. Notably, the proposal submission deadline is extended to March 31, 2025, at 1:00 PM EDT, with specific updates to page limits for corporate experience documentation and clarification of submission instructions.
The amendment establishes TSA's FY25 small business procurement goals, including 47% for small businesses, 5% for small disadvantaged/8(a) businesses, 5% for women-owned small businesses, 3% for HUBZone businesses, and 5% for service-disabled veteran-owned small businesses. Offerors must submit a three-page narrative describing corporate experience in airport or non-airport security screening, along with up to three one-page contract references from work completed since March 2022. The government will evaluate these submissions to determine the likelihood of successful contract performance, with potential for no-confidence ratings if requirements are not adequately addressed.
