About this file

This document is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for the Transportation Security Administration's (TSA) Screening Partnership Program (SPP) Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation number 70T05025R5900N002. The amendment introduces multiple changes across various sections of the original solicitation, including updates to past performance requirements, staffing management, IT security requirements, and contractor innovation provisions.

Key modifications include revising language around past performance submissions, contractor innovation processes, and staffing management protocols. The amendment also removes certain subcontracting plan details, updates procurement goals for small and disadvantaged businesses (with targets including 25% small business, 15% small disadvantaged business, 5% women-owned small business, 3% HUBZone, and 5% service-disabled veteran-owned small business), and makes administrative updates to various federal acquisition regulation (FAR) clauses. The solicitation remains focused on providing comprehensive screening services at airports nationwide, with an anticipated 10-year IDIQ contract period from September 2025 through August 2035, targeting approximately nine small business and six other-than-small business awards.

(a) Definitions. As used in this clause—

Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. ( 7 U.S.C.

8101) (7 CFR part 4270.2).

Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. ( 42 U.S.C. 6903).

Sustainable products and services means:

(2) Energy- and water-efficient products that are ENERGY STAR® certified or Federal Energy Management Program (FEMP)-designated products ( 42 U.S.C. 8259b) ( 10 CFR part 436, subpart C) ( https://www.energy.gov/eere/femp/ search-energy-efficient-products and https://www.energystar.gov/products?s=mega).
