| SPP IDIQ RFP_70T05025R5900N0002 | L.5.1.1 | Factor 1: Corporate Experience | 131-132 | Corproate Experience | Section L.5.2.1 Factor 3: Past Performance states, "Offerors may submit information on key management personnel, and work performed as part of a team or joint venture, and other previous reincarnation of its current organization.” Recommend this clause be inserted into L.5.1.1 Corporate Experience and include former government employee work experience of Key Personnel as well. | The following language will be added to Section L.5.1.1 Factor 1: Corporate Experience:Offerors may submit information on key management personnel, and work performed as part of a team or joint venture, and other previous reincarnation of its current organization. |
| SPP IDIQ RFP_70T05025R5900N0002 | C.2.2 | C.2.2. Screening Operation Standards and H.6 Innovation Pipeline | 13 and 73 | Security Screening standards of performance | As described in RFP H.6, the TSA Innovation Pipeline may create programs and/or initiatives that change security screening technologies, solutions and/or procedures to enhance TSA screening operations. As an SPP contractor may be called upon to identify and/or implement such innovations, we recommend that TSA evaluate offerors' experience, capability, processes, and past performance at delivering innovation within the RFP. Without such consideration, TSA may select SPP contractors that are unable to successfully bring in and implement innovations that improve the efficiency of screening operations. | Not a question and is a statement. No answser needed |
| SPP IDIQ RFP_70T05025R5900N0002 | L.5.1.1 | Factor 1: Corporate Experience | 131 | Corporate experience narrative too narrow to achieve expected performance gains as airport passenger and baggage volume increases over the 10-year contract life. | Corporate Experience (Factor 1) is the most important evaluation factor, however the RFP limits offerors' experience to their experience providing a private security staff. A successful SPP program can do more than this, providing an immediate and efficient mechanism to meet TSA's desire to leverage private sector innovation. Recommend that Factor 1 be expanded to address offeror's experience improving standards of performance for airport security screening operations and successfully implementing innovative change in mission-critical processes. | Factor 1 Corporate Experience 3 year requirement remains the same |
| SPP IDIQ RFP_70T05025R5900N0002 | L.5.1.2 (5) | Factor 2: Program Management Approach | 132 | Program Management Approach misses opportunity to acquire contractor capabilities beyond security screener staffing. | Factor 2, Program Management Approach, evaluates the offerors' ability to "manage the total work effort associated with the contract and subsequent task orders." However, a complete response is only an approach to successfully provide the screening workforce. This may not fully cover the "total work" of the contract, as it ignores the TSA Innovation Pipeline (H.6) and its potential application to the SPP contract and subsequent Task Orders. Recommend TSA addresses this omission by including within Factor 2 requirements for offerors to describe their approach to effectively and efficiently achieve expected standards of improvement through innovation, such as ability to bring in technology enabled solutions, processes and procedures. | Factor 2 Program Management Approach requirement remains the same. |

However, the agency goals are as follows – SB 47%, SDB 5%, SDVOSB 5%, WOSB 5%, and HUBZone 3%. The RFP does not break the duration of the contract into Option Years. Is it the intent to have a one year Base Period plus 9 one year Option Periods? | The IDIQ contract will be effective for 10 years from 9/1/2025; The period of performance for task orders are usually a base year (including transition), plus 4 1-year Option Periods |
| SPP IDIQ RFP_70T05025R5900N0002 | C.4.1.2 | Task Order Project Management | 23 | Project Manager and Transition Manager | Would the government please confirm that for the TSA to benefit from economies of scale, since many single Cat 4 airports are seasonal or only operate a few days a month and therefore do not warrant a full time Project Manager or STI, the government will bundle multiple smaller airports under a single Task Order? | Grouping (bunding or consolidation) of airports is a possibility, and will be decided during the procurement planning phase for each task order. |
| SPP IDIQ RFP_70T05025R5900N0002 | L.5.2.1 | Factor 3: Past Performance | 133 | Past Performance | L.5.2.1 indicates: References (or summaries) shall include work done by the applicable segment of the firm (division, group, and unit) relevant to this solicitation, and not the firm in general. Please confirm the offeror’s bidding entity on this solicitation is considered the “applicable segment”. | Yes, the “applicable segment” is the offeror’s bidding entity. |
| SPP IDIQ RFP_70T05025R5900N0002 | SF 33 | 9 | 1 of 141 | Proposal due date | Offeror requests an extension to the proposal due date allowing additional time to vet Key Personnel candidates. | See latest amendment for new proposal due date |

| SPP IDIQ RFP_70T05025R5900N0002 | L.5.2.1 and M.3.3 | L.5.2.1 paragraph 1 and M.3.3.A | 132, 133, and 140 | Past Performance | The proposal instructions require offerors to submit contract summaries that demonstrate performance similar, or relevant to the solicitation's performance requirements. Similar past performance efforts are defined by size, scope, and complexity. Will the size, scope, and complexity be weighed against the sample task order included with the solicitation? | No, the Sample Task Order and the Past Performance are reviewed and evaluated independently. Size, scope and complexity will be considered against the possible task orders to be issued under the resultant IDIQ contract. |
| SPP IDIQ RFP_70T05025R5900N0002 | L.5.3.2 | L.5.3.2, paragraph 1, 2, and 3 under Small Business Subcontracting/Utilization Plan as well as the table | 135 | Small Business Subcontracting/ Utilization Plan | The table's header row reflects TSA FY24 Small and Disadvantaged Business Procurement Goals. If so, will the government provide those requirements? | Attachment B provides all the required information for Offerors to complete the total task order amount. The TSA Minimum Labor Rate accounts for the direct wages and all required benefits. Fully burdened rates shall be developed by the offeror. |
| SPP IDIQ RFP_70T05025R5900N0002 | M3 Attachment B | 4 | 141 | Sample TO | The government provides suggested ideal staffing in the Sample Task Order. Are contractors to use those staffing levels at face value or does the government desire contractors to use a staffing calculation to reach those levels of staffing, i.e. show our math outside of what's included on the Sample TO? | The Sample Task Order is to test the offerors' pricing compliance. Suggested staffing is provided to assist the offerors. Any deviation from the suggested staffing should be explained. |
| SPP IDIQ RFP_70T05025R5900N0002 | RFP (Amendment 1) | L.5.2.1 | 134 | Past Performance Questionaire (PPQ) | The RFP states “Furthermore, an Offeror will be required to complete a Past Performance Questionnaire (Attachment D) if the contracts that are submitted in accordance with L.5.2.1 are non-federal contracts.” Does this mean federal contracts do not require a PPQ? | All past performance contract references that are not in CPARS should have an accompanying PPQ. |

| SPP IDIQ RFP_70T05025R5900N0002 | L.5.1.1(1), M.3.1 Corporate Experience, and Amendment 0002 | L.5.1.1 (1) | 131 and 137 | Factor 1: Corporate Experience | Amendment 0002 revised both Volume I Corporate Experience and Volume II Past Performance to limit experience to a 3-year window (March 2022), which appears duplicative. However, the Corporate Experience instructions request the company’s total years of experience, and a history of activities related to the requirement. How will the government evaluate a company’s overall experience if it cannot include details beyond the 3-year window? Will the government consider removing or extending the 3-year limitation for Corporate Experience to allow offerors to present their full corporate history, including best practices and standard operating procedures developed prior to this timeframe? | Corporate experience and Past Performance are not dupliative. No change will be made. |
| SPP IDIQ RFP_70T05025R5900N0002 | L.5.1.2 | #3 under L.5.1.2 (4th paragraph) | 132 | Factor 2: Program Management Approach | Part 3 of the Factor 2: Program Management Approach instructions ask for the offerors "Approach that demonstrates an understanding of transportation security operations and general operational knowledge and adherence to airport and aviation operations." This requirement seems to reference more about operations and less about program management. Is it the Government's intention to have an Operational Management section within this factor, similar to the Task Orders? Can the government be more specific as to what they want the offeror to address here? Is this asking the offeror to talk to their operational approach specific to Section C.2 of the SOW? | The Offeror shall provide their program management approach as stated in the RFP. |
| SPP IDIQ RFP_70T05025R5900N0002 | L.5.1.2 | all | 132 | Factor 2: Program Management Approach | Will the government confirm that the entire 40 page SOW does not need to be addressed in this 15 page Factor? Many sections do not align with what is being asked and many sections seem to be aimed at plans to be provided after award. Can the government be more specific about which parts of the SOW need to be addressed? | The Offeror shall provide their program management approach as stated in the RFP (section L.5.1.2 and M.3.2.) |

This measure represents the screening workforce's APR completion rate. The Contractor shall ship units F.O.B Destination for locations within the United States and U.S. Territories (if not instructed otherwise by the Contracting Officer in advance to ship elsewhere). The Contractor shall provide the Government with tracking information for all government property in transit. Will the Contractor be responsible for the cost of such equipment shipments? | The Contractor is responsible for the cost of shipping of equipment.;a list of applicable GFE is provided and is applicable at the Task Order level | |
| SPP IDIQ RFP_70T05025R5900N0002 | H.4 | H.4 | Page 68 & 69 | Compensation and Other Benefits | The RFP outlines the requirement for private screening companies to provide compensation "not less than" that of federal screeners, as mandated by the Aviation and Transportation Security Act (ATSA). However, TSA has been resetting pay rates to less than one year of service for new task orders, which affects long-serving staff. This makes it difficult for vendors to remain competitive and cost-effective while complying with the compensation requirements. |
How can TSA ensure fair compensation for private security screeners under the Screening Partnership Program while maintaining cost-effectiveness and competitiveness in the bidding process?
Would TSA consider potential improvements to the current system, such as considering years of service at the same federal facility when determining compensation? This would avoid the potential of a contractor low bidding and re-setting all employees at an airport, resulting in higher attrition and allow for ATSA modifications (cost-of-living increases) to apply to all employees on the contract. TSA only establishes a "minimum compensation rate" and does not define "pay rates" or a maximum compensation. Therefore, offerors are able to pay above the minimum compensation rate stated in the task order RFPs. TSA develops its Independent Government Cost Estimate utilizing the median of the TSA pay band or current contractor pay rates whichever is greater for each officer category. This is done to ensure contractors can maintain competitiveness.
SPP is constantly evaluating its contract requirements, including the minimum compensation system. TSA has many factors to consider in creating the minimum compensation requirements, including, but not limited to, statutory and regulatory requirements (e.g. ATSA, CICA, SCA/SCLA and the FAR). TSA will continue to evaluate the effect of the current system on proposals and overall performance in the SPP program.
