About this file
The file is a clarification spreadsheet for Solicitation No. 70T05025R5900N002, specifically addressing questions about Factor 1: Corporate Experience for the Transportation Security Administration's (TSA) Screening Partnership Program (SPP) IDIQ contract. The clarification confirms that the page limit for Factor 1 remains at 6 pages total, with a two-section structure: a three-page narrative describing the company's corporate experience, followed by three one-page contract references.
The related federal contract opportunity is a 10-year IDIQ solicitation for airport security screening services, with an anticipated ordering period from September 2025 through August 2035. TSA plans to award approximately nine small business IDIQ contracts and six awards to other than small businesses, with task orders typically covering a base year and up to four one-year options. The contract will provide comprehensive screening of passengers and baggage at airports participating in the SPP, with future task orders tailored to specific airport and TSA needs.

In referencing to Line 4 of the recent Q&A clarifications posted to Sam.gov.
Do the recent changes to factor 1 reduce the overall page limit to 3 pages from 6? Does the government now want Factor 1 to be in 2 sections? The first section being "up to a three page narrative describing the company's corporate experience" and the second section being "no more than three one-page contract references" containgin the information in paragraph 2 (a) of the amendment chagnes?
This update seems to be redundant seeing as Factor 2: past performance already has 3 past performance references. Please clarify page limit and structure of factor 1.
The recent changes do not reduce the overall page limit to 3 pages as the page limit requirement remains at 6 pages. Yes, Factor 1 will be in two sections as it is stated in Amendment 00006. Factor 1 requirements do not have any impact on Factor 2 requirements as they are not evaluated the same.
