About this file
SUMMARY
This is a comprehensive IFC (Issued for Construction) specifications document for the B401 Tenant 6 office buildout at Mount Weather Emergency Operations Center, prepared by Mason & Hanger for FEMA. The specifications cover approximately 7,000 square feet of tenant fit-out on level 2 of Building 401, including conference rooms, offices, storage, electrical and IT rooms, and special use areas, plus a separate mechanical dry cooler unit with associated site work, power, and piping. The project solicitation number is 70FA5025B00000001, with submission dated February 6, 2025.
The specifications are organized into 21 divisions and include detailed requirements for general construction management, quality control, safety, site access procedures, temporary facilities, and completion procedures. Division-specific requirements cover metals, wood and composites, thermal/moisture protection, openings, finishes, specialties, equipment, furnishings, fire suppression, HVAC, electrical, communications, fire alarms, and more. Key technical specifications address acoustic requirements (STC ratings), fire-resistance ratings, RF shielding in designated areas, static-control flooring, access flooring systems, gypsum board finishes, resilient flooring and base, interior painting, door hardware security systems, and specialized finishes. The contractor must maintain a comprehensive quality control program with documented phases (preparatory, initial, follow-up), provide monthly progress documentation, establish proper submittals scheduling, and conduct both commissioned and non-commissioned testing. Site-specific requirements mandate U.S. citizenship verification for all personnel, coordination with security protocols for the secure facility, minimal disruption to adjacent occupied buildings, and coordination with FEMA representatives on all utility interruptions requiring minimum five working days' advance notice.

1.6 WEATHER DELAYS
A. Weather Delay Definitions.
1. Reasonable Predictable Weather. The number of workdays that one can expect to be lost in any month due to rainfall based on 10-year historical weather data.
2. Rain Day. A potentially lost workday on which rainfall is equal to or greater than 0.10 inches.
3. Drying Day. A work day(s) immediately following a rainfall equal to or greater than 1.00 inch which is potentially lost because of wet ground conditions.
4. Workday. A day not excluded from work. There are currently no days that exclude the
Contractor from working. Normal working days are M-F excluding weekends and holidays. Contractor personnel are permitted to work on weekends and holidays provided that after hours work request from and proper coordination are completed.
5. Unusually Severe Weather. When the number of Actual Workdays Lost is greater than the calculated Total Lost Days for the month in question.
B. Reasonably Predictable Weather. Determine Reasonably Predictable Weather for this contract by completing Table 1. Calculate data for Table 1 as follows:
1. Using the last 10 years of historical weather data from the nearest NOAA weather data collection station, compute the average number of workdays lost (rain days plus drying
WORK RESTRICTIONS 011400 - 3
days) for each month and the standard deviation from the average. Add the average number of workdays lost to the standard deviation.
2. The Total number of Lost Days (Average Workdays Lost plus 1 Standard Deviation, rounded to whole days) will be considered normal for each month.
3. Submit a completed Table 1 with the initial construction schedule.
4. Table 2, MWEOC Weather Data is provided as an unofficial tabulation of rain days observed at the MWEOC over the past several years.
C. Unusually Severe Weather. Under FAR clause 52.249-10, Default (Fixed-Price Construction), the Contractor can request time for delay due to Unusually Severe Weather. The number of
Actual Work Days plus the actual Drying Days occurring in the month in question. From this total, deduct any workdays meeting the following conditions:
1. The Rain Day or Drying Day occurred on a non-work weekday such as a holiday.
2. Rainfall occurred at a time when no weather dependent work was in progress or occurred during planned or unplanned shutdowns due to other circumstances such as equipment failure, strikes, material supplies, delays, etc.
3. The Contractor was still working or able to work on weather dependent activities to the extent that less than 50 percent of the workday was lost due to weather.
4. If the net number of Actual Workdays Lost is greater that the Total Lost Days, then
Unusually Severe Weather occurred during the month in question.
D. Time Adjustments for Rain Delays. If the net number of Actual Workdays Lost to rain is less than the total Lost Days for the month in question, no time adjustments will be made. If the net number of Actual Workdays Lost is more, then an excusable time extension may be granted. The
Contractor must submit a Weather Time Impact Analysis supporting any alleged delays due to
Unusually Severe Weather.
E. Delays Due To Other Weather Conditions. Delays due to other unusually severe weather conditions (snow, extreme cold or heat, high winds, etc.) must be supported with a Weather Time
Impact Analysis using historical weather data.
F. Schedule. The contractor shall be required to submit a construction schedule.
1. The progress schedule shall reflect consideration of these anticipated adverse weather delays in all weather dependent activities.
2. Upon issuance of the Notice to Proceed (NTP) and continuing throughout the contract, the
Contractor shall record on the Daily Contractor Production Report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delays must prevent work on critical activities for 50 percent or more of the contractor’s scheduled workday.
3. Other Delays. In each instance when the site is closed to Contractor personnel as a result of inclement weather, potentially hazardous conditions, or other special circumstances, the
Contractor shall direct its staff as necessary to take actions such as reporting to its home office or taking appropriate leave consistent with its policies. Each instance shall be recorded on the Daily Production Report as a Lost Workday.

DEPARTMENT OF HOMELAND SECURITY
CONTRACTOR FITNESS/SECURITY SCREENING REQUEST FORM
DHS Form 11000-25 (7/17) Page 1 of 4
Instructions - Completing DHS Form 11000.25, Contractor Fitness/Security Screening Request
General The DHS form 11000.25, Contractor Fitness/Security Screening Request is used by DHS federal employees to request that the Office of Security, Personnel Security Division (PSD) perform the appropriate fitness screening on contract employees based on the risk levels of their positions. The risk level is based on an overall assessment of the damage that an untrustworthy individual could cause to the efficiency or the integrity of DHS operations. When determining risk levels, program officials may compare the individual’s duties, responsibilities, and access with those of DHS federal employees in similar positions.
The position designation is critical to the contractor fitness process in that it determines the Investigative requirements associated with the position. For example, the minimum investigative standard for a Moderate Risk Public Trust position is a Tier-2 investigation conducted within the last 5 years. If, during the fitness process, it is determined that the individual has been investigated by another Federal agency, DHS will use the investigation(s) whenever practical. However, if the investigation is out of date or not at the required level for the position, DHS will need to initiate a new background investigation and incur the costs associated with the investigation.
Therefore, it is extremely important that the appropriate position designation be made on the initial request to avoid the additional cost and time associated with position changes that may require higher level investigations.
On Classified Contracts, a few or all of the positions may require access to national security information (NSI). In this case, the contract employee must have an active clearance at, or higher than, the level designated by the DHS position. Please note that DHS does not grant security clearances to contract employees.
Contract Employee Clearances - DHS recognizes contract employee clearance levels based on the risk or access level designated to the DHS contract position. For example, a contract employee may be eligible through his company and the Department of Defense Consolidated Adjudications Facility (DoD CAF) for access at the Top Secret level; however, if the DHS contract position is designated at the Secret level, then the position and associated PIV card or badge is marked at the Secret level, not the Top Secret level. Using the same example, if the DHS position is designated as a Public Trust position (i.e., unclassified contracts – low through high risk), then the position and associated PIV card or badge is marked with no security clearance. In other words, the security clearance level is to be associated with the position, and not the individual.
Section I: Requesting Official/Organization
Please complete all fields in Section I.
For 3. Type of Request, select one of the following request types:
Contract Change – Select if the contract employee is changing contracts or is transferring from one Directorate to another.
