About this file
This is an Amendment of Solicitation (Amendment 0002) issued by the Federal Emergency Management Agency (FEMA) at the MT Weather Emergency Operations Center in Bluemont, Virginia for solicitation 70FA5026Q00000001. The amendment is effective February 13, 2026, and was signed by Matthew Raible as the Contracting Officer.
The amendment makes three substantive changes to the solicitation: (1) includes questions and answers and related documents previously issued; (2) incorporates FAR Clause 52.228-1 Bid Guarantee (September 1996 version), which requires bidders to submit a bid guarantee equal to 20 percent of the bid price or $1,000,000, whichever is less, in the form of a bid bond, certified check, cashier's check, irrevocable letter of credit, postal money order, or certain U.S. Treasury instruments; and (3) extends the due date for submission of quotes to February 25, 2026, at 1300 hours local time (Bluemont, Virginia). Offerors must acknowledge receipt of this amendment prior to the quote submission deadline by completing and returning the amendment, acknowledging receipt on each copy of their offer, or by separate letter or electronic communication referencing the solicitation and amendment numbers.
