PROJECT INFORMATION

1.3 CONTRACT DESCRIPTION

A. This is a Firm-Fixed-Price limited-scope Contract. The successful contractor shall provide construction

services, for the demolition and disposal of existing asphalt shingle roofing materials, underlayment, waterproofing, damaged structural grade plywood sheathing, gutters, rainwater leaders, fall protection, lightning protection (limited to components above the roof surface as identified in Section 264113), transitional flashings, reglets, base and cap flashings, roof penetration flashing, and vent stack flashing to have silicone boots. All damaged components discovered during the demolition phase shall be brought to the immediate attention of the MWEOC CO and COR. Existing roof penetrations vacant or abandoned shall be removed or capped below the roofing assembly. This phase also requires that the contractor make provision for MWEOC staff remove, store, and reinstall identified existing exterior mounted equipment (Sect 1.4).

B. The Contractor shall install a new asphalt shingle roof, integrated fall protection, new underlayment materials, replace damaged/weathered pressure treated structural grade sheeting, gutters, and rainwater leaders, and modify the existing lightning protection system as needed. Alterations to the Lightning protection system shall be limited to above roof materials, hardware, and connections including but not limited to the following: Air Terminals, connector splices and connectors. The existing down-conductors shall remain in place for re-use.

The completed lightning protection system shall be certified by a third-party testing agency. All services and work shall be performed in compliance with Industry Standards and Best Practices for the design and installation of asphalt shingle roofing, integrated lightning protection, and OSHA compliant fall protection. Bid options to be provided for a Standing Seam Metal Roof (SSMR), sheathing per square foot, and gutters (including gutter guards). Lightning protection system shall be compatible with the new SSMR.

C. Building 127 is a two-story block building with a hip/gable roof style. Its eave heights, above ground, are approximately 25 feet. The roof surface area to be replaced is approximately 14,000 square feet, including the tower and covered walkway.

D. The Period of Performance will be a total of 120 calendar days from Notice to Proceed (NTP). A 45 day administrative window will be granted from the date of award to NTP to allow access paperwork to be submitted and processed.

E. The Contractor shall provide detailed Shop Drawings illustrating all aspects of the project including roofing assembly and details, materials, and manufacturers, means and methods, and phasing of the work. The Shop Drawing Submittals shall be submitted to MWEOC for internal review and approval. The Contractor shall neither purchase materials nor initiate the work prior to Shop Drawing approvals and MWEOC release to purchase. Shop Drawings include but are not limited to Installation and coordination drawings, manufacturer’s specifications and cut sheets, product submittals and shall include:

1. Include fabrication and installation layouts of metal panels; details of edge conditions, joints, panel profiles, corners, anchorages, attachment system, trim, flashings, reglets, closures strips at voids and gaps, sealants and caulking, and accessories; and special details.

2. Accessories: Include details of the flashing, trim, and anchorage systems, at a scale of not less than 1- 1/2 inches per 12 inches.

3. Gutter systems and Rainwater Leaders

4. Fall Protection

5. Lightning Protection (certified by Lightning protection engineer)

6. Plywood sheathing to match existing

7. Fasteners

F. It has been determined that the existing plywood sheeting was fastened to metal truss/framing with incorrect fasteners/screws, and in some areas, the existing fasteners have failed. Therefore, during the installation of the

new roof, the contractor shall install new fasteners for all plywood sheathing both existing to remain and new material where damaged existing sheathing was replaced with new. Include replacement of 20% of sheathing in the Base Bid. The contractor shall utilize fasteners appropriate for the application and roof assembly. The new roofing assembly includes asphalt shingles on existing 3/4” pressure treated structural-grade plywood on the existing cold-rolled metal truss system.

G. Work of the Contract is identified in the following:

1. Scope of Work Document.

2. Drawings.

3. Specifications

1.4 WORK BY OWNER OR OTHERS

A. The Removal and reinstallation of existing exterior mounted equipment shall be performed by the MWEOC.

The contractor shall preserve existing pathways, conduit, and other infrastructure related to exterior mounted equipment during the process of the work to ensure that the pathways and infrastructure are available and weathertight at the time of reinstallation of the exterior mounted equipment. The Contractor shall coordinate with the MWEOC for the timely removal, storage, and reinstallation of existing exterior-mounted equipment.

Including:

1. Existing windsock

2. Security cameras

3. Antennas, and

4. Other existing equipment identified by MWEOC as existing to remain.

B. Coordinate Work with MWEOC COR and facilities Management for systems, utilities, and equipment outages necessary for the performance of the work.

1.5 OWNER-FURNISHED PRODUCTS

A. Owner's Responsibilities:

1. Removal and reinstallation of all exterior mounted equipment.

2. Daily project oversight as Owners Representative.

3. Review and approve payment requests.

B. Contractor's Responsibilities:

1. Prepare detailed shop drawings and submit for MWEOC approval.

2. Develop a detailed Project Delivery Schedule (PDS). The contractor shall submit the initial “draft" PDS to the COR for review and comment. The draft PDS is due two weeks after Notice to Proceed (NTP).

Revise draft PDS based on COR comments and resubmit final PDS for MWEOC approval.

3. Schedule and host coordination meetings, as necessary, to develop the Maintenance of Operations Plan (MOP) with MW/COR, MW stakeholders and other staff to ensure the work coordination of the work

does not impede MWEOC daily operations and security standards.

4. The contractor is responsible for hosting weekly progress meeting. The contractor shall coordinate the date and time of these meetings with the COR and MWEOC stakeholders. The contractor shall be responsible for maintaining attendance records and recording and distributing meeting minutes. The contractor shall also be responsible for scheduling Interviews, and other coordination meetings with the COR and MWEOC stakeholders.

5. Prepare a Maintenance of Operations Plan (MOP). The development of the MOP shall require interaction with MWEOC COR, Security, Readiness, and other stakeholders to provide situational awareness on a day-to-day basis. The MOP shall provide sketches/ diagrams necessary to identify site access, materials staging and storage areas, staging areas for equipment (i.e., hoisting equipment), and refuse bins/dumpsters. The refuse bins/dumpsters shall be rated/appropriate for high-winds equivalent to rotor-wash from rotary-wing aircraft, and the access doors, panels, and lids shall be secured when not in use. The MOP shall identify other areas necessary to perform the work. The MOP shall illustrate the process and the phasing of the work and shall include the duration for each phase. The MOP shall define the contractor’s plan to maintain the site in a ready-state in order to minimize the time required to make the site safe, stop work, and to vacate the site should a no-notice event involving air traffic occur.

6. The Contractor shall coordinate with the MW COR to schedule and perform a walking survey of the project site and shall document findings and existing conditions that may pose a potential conflict with the work. The contractor shall format findings in a report and submit to the COR for review. During the survey MWEOC stakeholders shall be present for comment and discussion. The contractor shall schedule the survey and shall coordinate with the COR to ensure that access and adequate information is available to the team upon arrival.

7. The Contractor shall validate the accuracy of all maps, drawings and other information provided by MWEOC, and shall document inconsistencies directly related to the project that could otherwise negatively impact the project's successful completion. The contractor is solely responsible for the quality and accuracy of the installation and is responsible for the quality and accuracy of all planning materials and documents, installation drawings, shop drawings, and compliance to manufacturer’s installation requirements. Following the survey, the Contractor shall submit findings in a written and organized report to the Contracting Officer and the COR for review and concurrence. The Contractor shall accomplish the required services and furnish to the Government, reports, and other data together with supporting material developed during the period of performance.

8. At no time during the process of the work will the contractor hinder or impede vehicular traffic or emergency vehicle access to any facility on the MWEOC compound. However, the contractor may propose temporary alternate traffic patterns when necessary to accomplish the work. All temporary traffic patterns shall be pre-approved as part of the MOP or as MOP amendments and will identify temporary signage and/or use of flagmen.

9. The main entrance at the east side of the building shall be the primary entrance and egress points for users during the process of the work. The contractor shall make provisions at the east side main entrance of B127 to protect users entering and exiting the facility from falling debit, tools, and materials from overhead construction work. The B127 delivery bays shall be kept accessible during the process of the work. MWEOC Emergency Services shall notify the COR of scheduled deliveries and the COR shall coordinate with the Contractor to make provision. The extent of the of this provision and acceptable solutions shall be discussed at the Pre-Bid site visit.

10. Ensure that the work progresses as scheduled without hindrance or obstruction to MWEOC daily operations.

11. Pre-Purchase and receive all materials on site prior to initiating the work. This will ensure that supply chain irregularities do not delay the process of the work once initiated.

12. Provide all labor and materials necessary to complete the project.

13. Quantify damaged materials revealed during the demolition that were otherwise underlying and unforeseen conditions.

14. Inspections, testing, certifications.

15. O&M Manuals and Training for maintenance staff.

16. Project Delivery.

1.6 CONTRACTOR'S USE OF SITE

A. Unrestricted Use of Site: Contractor shall have full use of Project Site for construction operations during construction period. Contractor's use of Project Site is limited only by Owner's right to maintain occupancy throughout the process of the work, perform work or to retain other contractors on portions of Project.

B. Restricted Use of Site: Contractor shall notify MWEOC/ES/Security when contract workers are working in proximity of the loading bay doors on the southeast corner of B127. The Contractor shall have limited use of Project Site for construction operations as indicated by the Contract limits and as indicated by requirements of this Section.

C. Use of Site: Confine construction operations to B127 and specified staging areas on or adjacent to the project site (as approved by MWEOC).

1. Limit use of Site to allow:

a. Owner occupancy during the process of the work.

b. Safe ingress and egress during the process of the work.

c. Under no circumstances is the Contractor to take photographs of the site from outside the MWEOC perimeter or within the confines of the compound. If photographs are required to record progress, deficiencies in the work or to communicate existing conditions affecting the shop drawings. The Contractor may obtain project photographs through the COR and the COR shall coordinate with the designated MWEOC photographers to work with the contractor in maintain photographic records. The Contractor must comply with regulations restricting the use of photographic equipment at MWEOC.

d. Secure construction materials and refuse that may otherwise become airborne due to rotor-wash from air traffic or storm generated winds.

e. Unobstructed roadways.

f. Maintenance of minimum-security requirements as specified by MW/ES/Security.

g. Safe work environment for contract workers and MWEOC guests and occupants.

D. Emergency Building Exits during Construction: Limited to all existing exits and entrances, shall remain operational, clear, and unobstructed, and shall be made safe for use including ingress and egress at all times during the progress of the work.

E. Construction Operations: Limited to areas on or adjacent to B127 including areas designated for staging and

storing of materials. These areas shall be identified during the pre-bid Conference and shall subsequently be identified in the maintenance of Operations Plan (MOP) as specified in the SOW.

1. Noisy and Disruptive Operations (such as Use of Jack Hammers and Other Noisy Equipment): Not allowed in close proximity to existing building during regular hours of operation. Coordinate and schedule such operations with Owner to minimize disruptions.

F. Construction Plan/MOP: Upon MWEOC approval of the MOP and before start of construction, submit three hard copies and one electronic file to the COR.

1.7 WORK SEQUENCE

A. Construct Work in phases in order to accommodate Owner's occupancy requirements during construction period. Coordinate construction schedule and field operations with Owner:

1. Award

2. Bonding and Insurance

3. Pre-Construction site visit

4. Release to purchase materials/project buy-out

5. Coordination Meeting

6. Maintenance of Operations Plan/Construction Plan. Review and Approval

7. Project Delivery Schedule

8. Receive Materials (prior to initiating demolition phase)

9. Demolition

10. Phased Construction

11. Inspections, testing/reports, and certifications;

a. Including periodic and formal inspections of the installation by a Manufacturer’s representative.

12. Project Closeout

13. O&M Manuals;

a. The contractor shall provide O&M Manuals for materials and roofing products to MWEOC prior to acceptance of the project. The contractor shall provide any maintenance training to MWEOC FM specified shops. The training shall comply with manufacturers recommendations. The contractor shall provide information regarding manufacturers recommended preventative maintenance procedures and schedules and life-cycle information.

14. Warranty:

a. The contractor shall provide a quality of workmanship and installation warranty duration that shall span the complete duration and passing of all annual seasons. All services shall be completed within the firm fixed price (FFP) contract award value and within the Period of Performance (POP).

B. Sequencing of Construction and revision to the Maintenance of Operations Plan (MOP) must be approved by MWEOC before start of construction. Submit three hard copies and one electronic copy to the COR Requirements for the MOP are specified in the SOW.

1.8 WORK RESTRICTIONS

A. Comply with restrictions on construction operations.

1. Comply with limitations on use of public streets, work on public streets, rights of way, and other requirements of authorities having jurisdiction (AHJ).

B. On-Site Work Hours: Limit Work to between 0600 (6:00 a.m.) to 1700 (5:00 p. m.), Monday through Friday, unless otherwise indicated. Work hours may be modified to meet Project requirements if approved by Owner.

1. Weekend Hours: MWEOC After Hours Work Request Form is provided as an attachment to the contract and must be submitted 24 hours prior to the performance of weekend work.

2. Early Morning Hours: MWEOC After Hours Work Request Form is provided as an attachment to the contract and must be submitted 24 hours prior to the performance of weekend work.

3. Hours for Utility Shutdowns: MWEOC Outage Request Form must be completed and 5 days in advance.

4. Hours for Core Drilling; This activity may be done during regular work hours. The contractor shall notify the COR, and ES two (2) days in advance of any new penetrations through the building envelope.

1.9 OWNER OCCUPANCY

A. All work to be performed is limited to the building's exterior and shall not impact interior occupied space. It is the owner’s intent that the facility shall remain fully operational and occupied during the process of the work.

The contractor shall ensure that overhead work in proximity of entrances, exits and at the building perimeter are made safe for individuals entering and exiting the facility and for pedestrian traffic in close proximity of the work.

1. Owner intends to fully occupy and operate the facility throughout the process of the work.

2. Owner's daily use and occupancy of facility and designated areas adjacent to the facility including entrances, exits, parking, and landing pads for rotary wing aircraft before Completion of entire Project, do not relieve Contractor of responsibility to maintain specified insurance coverages on a 100 percent basis until date of final payment.

1.10 PERMITS

A. There are NO county or municipal building permits required for construction. MWEOC permits include but are not limited to the following:

1. MWEOC Area-A Access

2. MWEOC Hot Work Permit.

3. MWEOC Outage permit.

4. MWEOC Excavation Permit.

5. Third Party and/or MWEOC inspections.

6. Manufacturers Inspections and Certifications and Acceptance of the work.

1.11 SPECIFICATION CONVENTIONS

A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:

"shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

A. LEED Project: This Project has NO LEED or U.S. Green Building Council (USGBC) requirements.

WORK RESTRICTIONS 011400

SECTION 011400 - WORK RESTRICTIONS

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including other Division 01 Specification Sections, apply to this Section.

B. Comply with requirements in Access Procedures for the Project.

1.2 CONTRACTOR USE OF PREMISES

A. Cooperate with the Government's representatives during construction operations to minimize conflicts and disturbance of Government operations. Perform the Work in a manner that does not interfere with these operations.

B. The Contractor shall limit use of the premises to the Work in areas indicated.

1. Confine operations at the Site to areas indicated on drawings. Do not disturb portions of the site beyond the areas in which Work is indicated.

2. Keep driveways and entrances serving the premises clear and available at all times to the Government and for emergency vehicles. Do not use these areas for parking or storage of materials.

3. Schedule deliveries to minimize space and time requirements for storage of material and equipment on site.

4. An outdoor storage or lay-down area will be designated for the Project.

5. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government or other's property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.

6. Pollution producing equipment shall not be located near air intakes where airborne smoke or fumes could be drawn into the building.

7. Parking will be available at the Building 400 Lot for Contractor and Subcontractor employees.

C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions, and then only after arranging to provide temporary utility services according to requirements indicated:

1. All utility interruptions are to be coordinated with the Federal Emergency Management Agency

(FEMA) representative and COR.

2. FEMA must be given a minimum of 10 (ten) working days’ advance notice of proposed utility interruptions. MW Directive 04-001-1 Mount Weather Emergency Operations Center Utility and Life Safety System Outages Directive shall be completed by the Contractor for each utility outage requirement.

3. Do not proceed with utility interruptions without COR’s written permission and approved outage request.

1.3 ACCESS REQUIREMENTS

A. An Area A Access Request will be initiated by the Contractor and all personnel requiring access to the

MWEOC. Vehicles will be required to check in on a daily basis and may undergo visual and K9 inspection.

All employees must be U.S. citizens and provide proof of citizenship. Non-U.S. citizens are not permitted access to the MWEOC. Reference the MWEOC Area A Access Policy at the end of this specification section for access requirements.

1. There are five (5) separate access forms that are required to gain access to the site. Anyone required to access the site must fill out these forms. The five access forms are at the end of this specification section.

1.4 WORKING HOURS

A. Normal working hours at the Mt. Weather Emergency Operations Center are 0600 (6 a.m.) to 1700 (5 p.m.), Monday through Friday, excluding Federal holidays. Construction operations should be restricted to these hours. Any hours outside normal working hours must be coordinated with COR and will require submission of an After Hours Work Request to the COR.

1.5 NOISE CONTROL

A. Local Noise Control Regulations apply. Contractor shall notify COR of operations that may produce noise or other disturbance, such as concrete crushing or similar operations, and obtain approval at least 72 hours before commencing such operations.

1.6 WEATHER DELAYS

A. Weather Delay Definitions.

1. Reasonable Predictable Weather. The number of workdays that one can expect to be lost in any month due to rainfall based on 10-year historical weather data.

2. Rain Day. A potentially lost workday on which rainfall is equal to or greater than 0.10 inches.

3. Drying Day. A work day(s) immediately following a rainfall equal to or greater than

1.00 inch which is potentially lost because of wet ground conditions.

4. Workday. A day not excluded from work. There are currently no days that exclude the Contractor from working. Normal working days are M-F excluding weekends and holidays. Contractor personnel are permitted to work on weekends and holidays provided that after hours work request from and proper coordination are completed.

5. Unusually Severe Weather. When the number of Actual Workdays Lost is greater than the calculated Total Lost Days for the month in question.

B. Reasonably Predictable Weather. Determine Reasonably Predictable Weather for this contract by completing Table 1. Calculate data for Table 1 as follows:

1. Using the last 10 years of historical weather data from the nearest NOAA weather data collection station, compute the average number of workdays lost (rain days plus drying days) for each month and the standard deviation from the average. Add the average number of workdays lost to the standard deviation.

2. The Total number of Lost Days (Average Workdays Lost plus 1 Standard Deviation, rounded to whole days) will be considered normal for each month.

3. Submit a completed Table 1 with the initial construction schedule.

4. Table 2 and Table 3, MWEOC Weather Data is provided as an unofficial tabulation of rain days and

drying days observed at the MWEOC over the past several years.

C. Unusually Severe Weather. Under FAR clause 52.249-10, Default (Fixed-Price Construction), the Contractor can request time for delay due to Unusually Severe Weather. The number of Actual Work Days plus the actual Drying Days occurring in the month in question. From this total, deduct any workdays meeting the following conditions:

1. The Rain Day or Drying Day occurred on a non-work weekday such as a holiday.

2. Rainfall occurred at a time when no weather dependent work was in progress or occurred during planned or unplanned shutdowns due to other circumstances such as equipment failure, strikes, material supplies, delays, etc.

3. The Contractor was still working or able to work on weather dependent activities to the extent that less than 50 percent of the workday was lost due to weather.

4. If the net number of Actual Workdays Lost is greater than the Total Lost Days, then Unusually Severe Weather occurred during the month in question.

D. Time Adjustments for Rain Delays. If the net number of Actual Workdays Lost to rain is less than the total

Lost Days for the month in question, no time adjustments will be made. If the net number of Actual Workdays Lost is more, then an excusable time extension may be granted. The Contractor must submit a Weather Time Impact Analysis supporting any alleged delays due to Unusually Severe Weather.

E. Delays Due To Other Weather Conditions. Delays due to other unusually severe weather conditions (snow, extreme cold or heat, high winds, etc.) must be supported with a Weather Time Impact Analysis using historical weather data.

F. Schedule. The contractor shall be required to submit a construction schedule.

1. The progress schedule shall reflect consideration of these anticipated adverse weather delays in all weather dependent activities.

2. Upon issuance of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor shall record on the Daily Contractor Production Report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delays must prevent work on critical activities for 50 percent or more of the contractor’s scheduled workday.

3. Other Delays. In each instance when the site is closed to Contractor personnel as a result of inclement weather, potentially hazardous conditions, or other special circumstances, the Contractor shall direct its staff as necessary to take actions such as reporting to its home office or taking appropriate leave consistent with its policies. Each instance shall be recorded on the Daily Production Report as a Lost Workday.

1.3 DEFINITIONS

A. Unit price is a price per unit of measurement for materials, equipment, or services, or a portion of the Work, added to or deducted from the Contract Sum by appropriate modification, if the scope of Work or estimated quantities of Work required by the Contract Documents are increased or decreased.

1.4 PROCEDURES

A. Unit prices include all necessary material, plus cost for delivery, installation, insurance, applicable taxes, overhead, and profit.

B. Measurement and Payment: See individual Specification Sections for work that requires establishment of unit prices. Methods of measurement and payment for unit prices are specified in those Sections. Quantities will be agreed upon by the Contractor, Project Manager and COR.

C. Owner reserves the right to reject Contractor's measurement of work-in-place that involves use of established unit prices and to have this work measured, at Owner's expense, by an independent surveyor acceptable to Contractor.

D. List of Unit Prices: A schedule of unit prices is included in Part 3. Specification Sections referenced in the Part 3 "Schedule of Unit Prices" Article contain requirements for materials described under each unit price. Unit prices are to be listed as Contract Line Item Numbers (CLINs).

1.1 SECTION INCLUDES

1.2 QUALITY ASSURANCE

A. Contract is based on products and standards established in Contract Documents without consideration of proposed substitutions.

B. Products specified define standard of quality, type, function, dimension, appearance, and performance required.

C. Substitution Proposals: Permitted for specified products except where specified otherwise. Do not substitute products unless substitution has been accepted and approved in writing by Owner.

1.3 PRODUCT SUBSTITUTION PROCEDURES

A. The owner shall consider requests for substitutions only within 45 days after the date of Notice to Proceed is issued by the Contracting Officer.

B. Substitutions may be considered when a product becomes unavailable through no fault of Contractor.

C. Document each request with complete data, substantiating compliance of proposed substitution with Contract

Documents, including:

1. Manufacturer's name and address, product, trade name, model, or catalog number, performance and test data, and reference standards.

2. Itemized point-by-point comparison of proposed substitution with specified product, listing variations in quality, performance, and other pertinent characteristics.

3. Reference to Article and Paragraph numbers in Specification Section.

4. Cost data comparing proposed substitution with specified product and amount of net change to

Contract Sum.

5. Changes required in other Work.

6. Availability of maintenance service and source of replacement parts as applicable.

7. Certified test data to show compliance with performance characteristics specified.

8. Samples when applicable or requested.

9. Other information as necessary to assist Architect/Engineer's evaluation.

D. A request constitutes a representation that Contractor:

1. Has investigated proposed product and determined that it meets or exceeds quality level of specified product.

2. Will provide same warranty for substitution as for specified product.

3. Will coordinate installation and make changes to other Work that may be required for the Work to be complete with no additional cost to Owner.

4. Waives claims for additional costs or time extension that may subsequently become apparent.

3. Submit Shop Drawings, Product Data, and certified test results attesting to proposed product equivalence. Burden of proof is on proposer.

4. COR will notify Contractor in writing of decision to accept or reject request.

1.4 INSTALLER SUBSTITUTION PROCEDURES

A. MWEOC will consider requests for substitutions only within 30 days after date of established in Notice to

Proceed.

B. Document each request with:

1. Installer's qualifications.

2. Installer's experience in work similar to that specified.

3. Other information as necessary to assist Architect/Engineer's evaluation.

1.4 PROPOSAL REQUESTS

A. Owner-Initiated Proposal Requests: Contracting Officer will issue a detailed description of proposed changes in the Work that may require adjustment to the Contract Sum or the Contract Time. If necessary, the description will include supplemental or revised Drawings and Specifications.

1. Work Change Proposal Requests issued by COR are not instructions either to stop work in progress or to execute the proposed change.

2. Within time specified in Proposal Request, submit a quotation estimating cost adjustments to the Contract Sum and the Contract Time necessary to execute the change.

a. Include a list of quantities of products required or eliminated and unit costs, with total amount of purchases and credits to be made. If requested, furnish survey data to substantiate quantities.

b. Indicate applicable taxes, delivery charges, equipment rental, and amounts of trade discounts.

5. Subschedules for Separate Design Contracts: Where the Owner has retained design professionals under separate contracts who will each provide certification of payment requests, provide subschedules showing values coordinated with the scope of each design services contract, as described in Section 011000 "Summary."
