QUESTIONS AND ANSWERS 8/25/2025

1. The FM Maintenance drawings call for work in CLINS 0001 and 0002. Please confirm if all work in this set of drawings is to be priced in CLIN 0001.

ANSWER: Confirmed. CLIN 0002 can be ignored as this has been overcome by events.

2. Specification Volume 1, Pages 97 through 99, show the bid form and all CLIN’s. On page 99, CLIN 4 (OPTION) does not show the breakdown between CLIN’S 4A, 4B, 4C, & 4D. Can we get an updated bid form?

ANSWER: Yes. Please see attached (Attach #1).

3. The FM Maintenance drawings, drawing A-105, Note 2, Reads “Patch and repair drywall, prep to receive painted finish”. Is the painting to be part of the General Contractors scope of work for this project?

ANSWER: For the purposes of bidding please prime all patched walls.

4. There is temporary lodging on the project site. Please provide costs per day for rental of lodging units.

ANSWER: $52/night.

5. Concerning the lodging units, how many workers can use a single lodging unit?

ANSWER: 1 guest per room.

6. The proposal mentions that the General Contractor is purchasing Nutrient Credits.

Please confirm that this is correct. If correct, are there locations near the facility that sell Nutrient credits, and can you give us a list of such facilities?

ANSWER: Confirmed. Nutrient credits and costs are identified in the letter of availabilities found in the plan sheets and the design narratives. Average cost per pound of Phosphorus at a Nutrient Bank is around $25,000.

Building B911 Parking Expansion & Intersection Modifications: $48,300 from RES Building 420 Demolition: $37,500 from Davey Mitigation Slope Stabilization & Roadway Repair: No nutrient credits required.

300-400 Demolition: No nutrient credits required.

7. With the bid date just 10 calendar days (and 8 workdays), is there a chance the bidders can receive a bid extension to have time to review and respond to PPI answers once provided?

ANSWER: The Due date has been extended to Monday, September 8th, 2025, 1000 (10AM) local time.

8. It was mentioned that the contractors have access to the on-site cafeteria. Are there costs associated with using the cafeteria? If so, can we receive the costs?

ANSWER: Yes, the café is a typical ala carte cafeteria, prices are set for individual items. Breakfast and Lunch prices can run between $10-$20 depending on number of items. A sample menu is attached (Attach #3). Note despite the menu showing a dinner menu, currently dinner is not offered at Mount Weather.

9. Concerning the on-site cafeteria, is it open for just lunch?

ANSWER: Correct, only breakfast & lunch is currently offered at the café. On a limited basis to-go boxes can be arranged ahead of time for dinner.

10. During the site visit, it was mentioned that all the buildings to be demolished in the 300 area are currently vacant and that Phasing of the demolition would not be required.

Please confirm that this is correct.

ANSWER: Confirmed. All buildings in the 300 area are now vacant and the need to phase the demolition is no longer needed. Also see response to Q #1.

11. During the site visit, it was mentioned that the facility has an on-site borrow pit. Is there a cost associated to utilize this borrow pit?

ANSWER: There is no cost imposed by the government to use the borrow pit. Hauling and excavation costs are to be accounted for by the bidder.

12. Building 310 has two (2) sets of vehicle lifts bolted to the concrete. Are these being removed by the facility prior to demolition of the building?

ANSWER: No, the successful offeror is free to salvage, dispose, or keep these lifts.

13. Concerning the removal of the underground water lines, will the facility turn off the water to these lines before the contractors start demolition work on the lines?

ANSWER: When ready to begin demolition on utilities, the contractor will submit an outage request to the COR. MW shops will then have 5 business days to complete the utility shutoff. Request form attached (Attach #4).

14. Is there a minimum number of General Contractor on-site personnel required for this project? If this is stated in the Specifications, please let us know Volume and specification section where the information is stated.

ANSWER: There is not a minimum number of on-site personnel. Offerors have latitude in formation of their strongest team. However, there are expectations per the specification and best value evaluation criteria that the contractor will provide a project manager, superintendent, quality control manager, and trade leads for hazardous materials abatement, waterproofing/roofing, road construction, and an airfield coordinator. Superintendent(s) and QC manager(s) shall be full time per spec. Some individuals do not need to be on-site full time but shall be represented when project plans and specifications require their services. Refer to Volume 1 - Specs 013100, 014000, 015950, 017419, 017700, and the solicitation Section M.1.

15. Regarding the new roof work, there have been As-Built Drawings and Specifications provided for the roof work, however no new work plans have been issued. Are these drawings available to contractors or are we to base our bid on the As-Builts given?

ANSWER: No work plans have been developed for the roof replacement. Contractor is required to provide shop drawings, work plan, and coordinate with Mount Weather Facilities prior to beginning work per Specification 011000 Part 1.3.E and 1.5.B.1.

16. Attachment A of the RFP Part 1.1 Section B 2 references that contractor shall purchase nutrient credits from a stablished nutrient bank. Please consider establish an allowance for these credits for fair and equitable bidding.

ANSWER: No. See #6 above. Several quotes have been provided and other vendors have provided quotes within 24-48 hours.

17. Page CD-100 of the Building 420 Demolition note 20 indicates removing and salvaging existing antenna. Please provide as-builts for these antennas for fair and equitable bidding.

ANSWER: Unfortunately, no as-builts exist for these antennas as they were installed many years ago under another government program.

The 2 towers were original to USS Tiger that was sunk in 1942 by a German U-Boat off the coast of Virginia. Towers has a simple bolted connection to a concrete pedestal with 6 anchor bolts. Tower has 3 turnbuckles secured to concrete. Each turnbuckle secures 2 guy supports to the tower. The towers appear to be simply steel round tubes supported by steel guy rods. Tower is approximately 47 ft high and the guy support length are 46.75 ft and 32.625 ft at each turnbuckle.

18. At the site walk it was discussed that the tanks contents will be removes. Specification section 026500 Part 3.5A states for contractors to contain and store tank product, pumpable liquids, and sludge. Please confirm that owner will remove tank contents and contractors will remove remaining sludge.

ANSWER: Confirmed. Mount Weather Facilities will draw down the tank and retain useable fuel. All remaining fuel & sludge will be the contractor’s responsibility.

19. RFP section 3. Staffing/Managerial lists resume requirements for a Quality Control Manager, is a Site Safety and Health Officer required?

ANSWER: NO

20. RFP section 3. Staffing/Managerial lists requirements for the Project Superintendent and Quality Control Manager, can those roles be performed by the same person or do all roles need to be completed by separate individuals?

ANSWER: The Project Superintendent can be the same person as the Quality Control Manager per Spec 014000 Part 1.7.B. Note that the government will evaluate the entire team composition per the Best Value criteria in the solicitation. See #14 above.

21. VA20250179 – 01/03/2025 wage scale is included in the RFP. Please confirm this wage scale applies to all areas of the project regardless of the county.

ANSWER: Yes, the wage rate attached (Loudoun) applies because majority of work is done in Loudoun County.

22. Subcontractors are requesting two additional weeks to properly quote this project.

Please extend the bid date two weeks.

ANSWER: see response to #7

23. Please confirm all persons on site must be US Citizens.

ANSWER: Confirmed.

24. Please confirm the Superintendent can perform the duties of QCM or SSHO concurrently with the duties of Superintendent? Or are there to be three individuals to perform each duty?

ANSWER: See number #14 and #20 above. The contractor shall submit a safety and health plan per Spec. 015950. No language precludes the safety manager from performing other duties on this work as longer as the individual meets the criteria for the approved safety plan.

25. For the buildings where the roof is being replaced, there are often security cameras installed on the building’s façade directly below the roof soffit. Do the security cameras below the replaced roofs need to remain active at all times with an unobstructed view during roof replacement?

ANSWER: Per MW Security: yes, the cameras must remain active at all times. A single camera may be allowed to be obstructed temporarily to protect the device from damage or to allow workers to stand on scaffolding in front of a camera. Prior to leaving for the day the contractor shall remove obstructions. Coordinate with COR / Security.

26. At the site walk there was a discussion about moving a mechanical unit in building 410.

Will this work be identified in an amendment?

ANSWER: AHU-3 is currently depicted to be moved in the FM Maintenance 300-400 Demolition Plans on Sheet MD-105, Keynote #2.

27. The RFP mentions to complete noisy work off-hours when in close proximity to existing buildings. Please more clearly define this requirement. i.e how close to an existing building can we get with the mill & overlay operation during normal work hours.

ANSWER: In general mill & overlay operations can be conducted during normal hours of operations. Noisy activities such as jackhammering or rock hammering immediately next to offices should be coordinated with the COR prior to beginning work. The government expects some coordination costs to work with various tenants and mission partners in proximity to work on this project.

28. At the site walk it was discussed that the renovations to building B410 would require historical society approval. Please clarify the process and what is need from the contractor.

ANSWER: Please disregard. Mount Weather Environmental Office has SHPO concurrence on April 10th, 2025. Contractor is not responsible for any further effort.

29. Will there be any Cybersecurity requirements?

ANSWER: Mount Weather does not anticipate Contractor use of government systems or networks. Contractor shall provide a hotspot for internet connectivity. Contractor shall refer Solicitation/Contract clauses regarding posting of information. No publishing to pubic websites.

30. Borings are indicated throughout the plans. We could not find the associated Geotechnical report. Please provide the Geotechnical report attachment.

ANSWER: Soil borings are present in Volume 4 & 5 Specifications and in B420 Demolition Plans.

31. Is water available at the project site and who pays for the service?

ANSWER: Mount Weather will provide freshwater hookups for a construction trailer at no cost. Mount Weather will allow contractor provided backflow preventers to be used on fire hydrants for moderate construction use and/or clean-up activities at no cost.

Significant water use (e.g. dust control over extensive road area) will need to be coordinated prior with the COR and may require use of non-potable sources on- or off-the facility.

32. Is power available at the project site and who pays for the service?

ANSWER: Mount Weather will provide power hook-ups for a construction trailer and connect on-site temporary construction electric service at no cost. Coordinate with the COR. Contractor may be required to supply appropriate transformer specific to required usage.

33. Who the vendor is that currently services Fire Alarm system?

ANSWER: Mount Weather Electronics Technician Shop services all Fire Alarm systems on the facility. Coordinate with the COR for building disconnection from FireWorks.

34. Who the vendor is that currently services HVAC Control system?

ANSWER: Mount Weather Mechanical Shop services all mechanical systems on the facility with some vendor support. Coordinate with the COR for building mechanical outages on the BMS.

35. Would the Owner please consider establishing an allowance for the DEQ Permits?

ANSWER: No. The plans are permit ready. Contractor must only file the Construction General Permit Application on behalf of Mount Weather and pay the fee. No additional reviews will be needed by DEQ. See attached DEQ approvals (Attach #5).

36. Would the Owner please consider establishing an allowance for the Nutrient credit costs?

ANSWER: See number #16 above.

37. The work appears to be separated into two separate local jurisdictions. Please identify which jurisdiction will apply for both taxes, licensing and wage scale purposes.

ANSWER: See number #21 above.

38. Please confirm that all fuel tanks will be empty for demolition purposes.

ANSWER: See number #18 above.

39. Please confirm whether any of the existing buildings scheduled for demolition include basements. If basements are present, please provide the slab and foundation elevations

ANSWER: No basements are present. All concrete slabs are to be removed.

40. Can soil materials be stored or disposed of onsite? How does this process work?

ANSWER: Stockpiled soil materials can be stored in contractor-controlled areas (e.g.

demolition sites) for future use or future disposal. Soil materials not immediately used shall be temporarily stabilized in accordance with the contractor’s DEQ permit. On-site disposal of clean and screened soil can be taken to a stockpile site on premises (~1 mi.

haul one-way). Coordinate with the COR after award.

41. For the buildings where the roof is being replaced, there are often security cameras installed on the building’s façade directly below the roof soffit. Do the security cameras below the replaced roofs need to remain active at all times with an unobstructed view during roof replacement?

ANSWER: See number #25 above.

42. What is the exact cable size coming int the xfmr?

ANSWER: Cables into Transformer # 26 are #4/0, 300kVA.

43. What type of switch is in the underground ductbank?

ANSWER: There is no switch in the underground ductbank.

44. Are the connectors on the transformer T-bodies or elbows?

ANSWER: Transformer connectors are elbows.

45. Please reference Solicitation, Offer and Award, Attachment A, Description / Specifications /

Statement of Work document Pages 4 of 16 and 5 of 16 for RFP questions 1-4. Item F. Unit Costs, CLIN 1 Base Bid did not list Building 420 Demo and Parking Improvements project, please confirm Building 420 is to be part of CLIN 1 Base Bid.

ANSWER: Confirmed. Building 420 Demo was erroneously omitted in this reference list as it was originally slated as an option. Building 420 demolition shall be included in CLIN 1. Amended SOW attached (Attach #6).

46. CLIN 1A, Unsatisfactory Soils description is confusing, please confirm how many CY of unsatisfactory soil is to be included in CLIN 1 Base Bid.

ANSWER: CLIN 1 shall include 200 cubic yards of unsatisfactory soils excavation.

CLIN 1A shall be the unit price to remove an additional 500 cubic yards. Amended SOW attached (Attach #6).

47. CLIN 1B Rock Excavation description is confusing, please confirm how many CY of rock excavation is to be included in CLIN 1 Base Bid.

ANSWER: CLIN 1 shall include 500 cubic yards of rock excavation. CLIN 1B shall be the unit price to remove an additional 500 cubic yards. Amended SOW attached (Attach #6).

48. Per the description of CLIN 1B Rock Excavation and CLIN 2 NOA Compliance Plan as described in Attachment A on Page 5 of 16, Please confirm CLIN 1B is for NOA rock excavation and CLIN 1 Base Bid is for non-NOA rock excavation.

ANSWER: CLIN 1B shall include any Rock Excavation to include NOA Rock Excavation. Should NOA Rock be encountered on the project, the government will modify the contract to include CLINs 2 & 3, for the special handling of NOA rock.

Amended SOW attached (Attach #6).

49. Please confirm the bid form as described in Attachment A pages 10 of 16 and 11 of 16 is the bid form to be included with SF 1442 Solicitation, Offer and Award.

ANSWER: The updated bid form attached to this Q&A response shall be included with the offeror’s response to this solicitation. Please see attached (Attach #1).

50. Per SF 1442 Solicitation, Offer and Award, the current date for proposals due to the Government is 08/29/2025 at 12 PM Noon ET. We are requesting consideration to extend the proposal due date to the Government from 08/29/2025 to either 09/05/2025 or 09/12/2025.

ANSWER: See response to #7.

51. L.12 – VA Contractor’s License – Is the general contractor required to have a VA Contractor’s License or can we submit the licenses of our key subcontractors?

ANSWER: Virginia Contractor license is required from the prime contractor.

52. Can one person triple hat as the Superintendent, Safety Manager and QC Manager?

ANSWER: See #14 and #20 above.

53. Confirm all existing utilities have been decommissioned prior to demolition activities for B310, B315, B320, B320A, B400, B408, B408A, and B714A.

ANSWER: For bidding purposes offerors shall assume all utilities are active at the time of award and will need to submit an outage request for all utilities (Attach #4). Mount Weather will then disconnect all utilities within 5 days.

Depending on award and winter conditions, MW may elect to disconnect utilities before contractor mobilization. However, this is not guaranteed.

54. Please confirm whether asbestos, lead or other hazardous materials are present on this project, and if so, provide the relevant documentation.

ANSWER: Confirmed. Specifications Volume 2 Appendices A & B in provide the Abatement and HAZMAT Survey for the 300-400 demolition scope. Building 420 Demolition Plans, Sheet C-506 provide the HAZMAT Survey for the Old Fire Station.

Base bid quantities are identified on the bid sheet and in the Unit Price Specification 012200 in Volume 1.

55. Confirm the required framing and insulation details for window infill at B410

ANSWER: The details of the windows and exterior wall infill were created from the as-builts of the exterior renovation previously completed at B410. Destructive investigation was not performed to validate wall construction.

56. At B410, where cedar siding transitions to fiber-cement shingles, please provide a flashing detail

ANSWER: There will be no cedar siding. As noted on elevations A and D on sheet AD201, cedar siding to be demolished and replaced with fiber cement board to match adjacent siding. The new siding should be tied into the existing fiber cement siding so that there is no visual line of existing vs. new.

57. Confirm whether the contractor is responsible for salvaging and reinstalling the PRV from B408 into B410 basement, or if a new PRV will be provided by the owner

ANSWER: Contractor is responsible for salvaging and reinstalling the PRV from B408 into B410.

58. At B410, does the new 2" water line tie into the existing CW service in the basement, or is a new tap required at the main line?

ANSWER: The design intent is to tie into the existing CW service in the basement of B410.

59. During demolition of panels and feeders, which buildings require temporary power provisions?

Specifically, does B410 require uninterrupted service to panel PP1(2)

ANSWER: General Plan note 7 on sheet E-105 requires temporary power to be provided to panel PP1(2) during relocation of Panel MDP. Additionally, General Plan Note 5 on sheet E-601 also requires temporary power and Sheet Keynote 2 on E-601 specifically requires temporary power to maintain 90A of panel loading during construction.

60. Please confirm the final location and mounting height of relocated panel MDP. Is the contractor responsible for refeeding all circuits or only those identified on E-105?

ANSWER: Refer to Detail 3 on drawing E-105 for location of relocated panel MDP, indicated by Keynote 2 on the floor plan. Mounting height of panel MDP must be in accordance with NEC, such that mounting height of highest overcurrent protective devices is no more than 79 inches above finished floor. Refer to partial single line diagram in Detail 2 on drawing E-601 for circuits MDP is required to feed after relocation.

61. Is the contractor responsible for installing the full grounding triad and test well per Detail A/B on E-001, or will existing grounding infrastructure be reused?

ANSWER: The contractor is responsible for providing the full grounding triad and test well.

62. Please confirm color, width, and reflector spacing for centerlines and edge line for pavement markings.

ANSWER: Pavement markings are identified in the Slope Stabilization and Roadway Repair plans (CIV201A, CIV600 series). The markings were intended to be identified in the B911 and Intersection plans (CIV600 series) but due to an AutoCAD issue, were not reflected properly. Please see amended drawings attached (Attach #8).

63. At locations where new asphalt meets existing curb and gutter, is full-depth reconstruction required or can transitions be feathered?

ANSWER: Full-depth repair is required.

64. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

ANSWER: The government would consider and grant a request for a no-cost time extension if market conditions, lead times, or scarcity of materials are well documented and submitted to the COR. The COR has recommended extensions, and Contracting Officer has approved extensions on past MW projects.

65. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

ANSWER: See number #30 above. Base bid shall include 500 CY of rock excavation and CLIN 1b shall provide a unit price per CY above the base bid.

66. Are third-party inspections required for any scopes? If so, please identify the responsible party and inspection criteria.”

ANSWER: Third party inspection are not required. However, there are several quality control tests required to be performed and submitted. The General Contractor may elect to obtain third party support for certain QC methods if the GC does not have required certifications or support in-house. (i.e asphalt testing to VDOT standards, Volume 5, Spec 321216, subbase and subgrade testing, Volume 5, Spec 312000 Parts 3.15 & 3.18).

67. Is permitting required for this project? If so, please confirm which permits are to be obtained by the contractor versus the owner.

ANSWER: Mount Weather has outage and excavation permit requirements which require 5 working days to process. MW will mark utilities ONE TIME; contractor is required to maintain all utility markings thereafter throughout the project. See attached (Attach #4 & #7). Per MW Fire Dept. hot work permits are not required for building demolition. Contractor is required to apply for DEQ permits with DEQ approved plans.
