About this file
These are sitewalk notes for a FEMA Roadway & Sitewide Improvements project at Mount Weather Emergency Operations Center, dated 14 August 2025. The notes provide critical updates for potential bidders, including details on tank closures, demolition requirements, and bid submission guidelines. Key updates include a revised list of underground and aboveground storage tanks requiring closure assessments, permission to demolish multiple buildings simultaneously, clarification on concrete disposal, and specific instructions for bid sheet pricing.
The document outlines pricing requirements for Contract Line Items (CLINs), specifying lump sum and unit price submissions for different project components. Base bid quantities include 200 cubic yards of unsatisfactory soil removal and 500 cubic yards of rock excavation. Additional site-specific instructions cover the removal of an undocumented conex box with equipment near Building 408, and guidance on concrete disposal, noting that most materials will need to be hauled offsite. The solicitation is for a Best Value award method, with proposals due August 29th, 2025, covering demolition of existing structures, roof replacement, utility upgrades, and roadway improvements.

B420 – 1500 gal AST (fuel oil) Not regulated.
2. Please include the removal of this additional manhole and segment of sewer lateral in the estimate of the bid. It was erroneously omitted in the B911/Intersection plans.
3. Disregard all CLINs and phasing regarding the demolition of B310, B315, and B320. These buildings can now be demolished all at once should the successful offeror elect to do so. Refer to sheets 300-400 Demolition Sheets CD-101 and CD-102.
4. A participant inquired if Mount Weather has a concrete disposal site. While MW does have a disposal site for some concrete, we anticipate that the site will not handle the full disposal of concrete demolished in this project. Offerors should anticipate hauling most materials offsite. Concrete materials disposed on MW must be processed to 8” and without rebar.
5. To clarify bid sheet:
a. Provide only Lump Sum Prices for CLINs 1, 2, 4a, 4b, 4d.
b. Provide only Unit Prices for CLINs 1a, 1b, 1c,1d, and 4c for quantities encountered above the base bid included quantities.
c. Provide a Lump Sum Price and a Unit Price for CLIN 3. Lump Sum Price is for 5 days of NOA Daily Program. Unit Price is price per day after day 5.
d. Base Bid includes 200 CY of Unsatisfactory Soil Removal.
e. Base Bid includes 500 CY of Rock Excavation.
f. Rock Excavation includes classified rock with or without NOA (Spec 312000 Part 2.4.B).
6. There is a conex box with equipment adjacent to 408 not shown on the plans. This shall be removed by the contractor.
