SECTION 033053 - MISCELLANEOUS CAST-IN-PLACE CONCRETE

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes cast-in-place concrete, including reinforcement, concrete materials, mixture design, placement procedures, and finishes.

B. Related requirements:

1. Section 321313 “Concrete Paving” for concrete curbs, gutters and sidewalks.

1.2 ACTION SUBMITTALS

A. Product Data: For each type of product.

B. Design Mixtures: For each concrete mixture. Submit alternate design mixtures when characteristics of materials, Project conditions, weather, test results, or other circumstances warrant adjustments.

1. Indicate amounts of mixing water to be withheld for later addition at Project site.

C. Steel Reinforcement Shop Drawings: Placing Drawings that detail fabrication, bending, and placement. Include bar sizes, lengths, material, grade, bar schedules, stirrup spacing, bent bar diagrams, bar arrangement, splices and laps, mechanical connections, tie spacing, hoop spacing, and supports for concrete reinforcement.

D. Construction Joint Layout: Indicate proposed construction joints required to construct the structure.

1. Location of construction joints is subject to approval of the COR.

1.3 INFORMATIONAL SUBMITTALS

A. Qualification Data: For Installer, manufacturer, and testing agency.

B. Welding certificates.

C. Material Certificates: For each of the following, signed by manufacturers:

1. Cementitious materials.

1.4 QUALITY ASSURANCE

A. Installer Qualifications: A qualified installer who employs on Project personnel qualified as

ACI-certified Flatwork Technician and Finisher and a supervisor who is an ACI-certified

Concrete Flatwork Technician.

B. Manufacturer Qualifications: A firm experienced in manufacturing ready-mixed concrete products and that complies with ASTM C 94 requirements for production facilities and equipment.

1. Manufacturer certified according to NRMCA's "Certification of Ready Mixed Concrete

Production Facilities."

C. Testing Agency Qualifications: An independent agency, engaged by the Contractor, and acceptable to authorities having jurisdiction, qualified according to ASTM C 1077 and

ASTM E 329 for testing indicated.

1. Personnel conducting field tests shall be qualified as ACI Concrete Field Testing

Technician, Grade 1, according to ACI CP-1 or an equivalent certification program.

2. Personnel performing laboratory tests shall be ACI-certified Concrete Strength Testing

Technician and Concrete Laboratory Testing Technician, Grade I. Testing agency laboratory supervisor shall be an ACI-certified Concrete Laboratory Testing Technician, Grade II.

D. Welding Qualifications: Qualify procedures and personnel according to AWS D1.4.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Steel Reinforcement: Deliver, store, and handle steel reinforcement to prevent bending and damage.

1.6 FIELD CONDITIONS

A. Cold-Weather Placement: Comply with ACI 306.1 and as follows. Protect concrete work from physical damage or reduced strength that could be caused by frost, freezing actions, or low temperatures.

1. When average high and low temperature is expected to fall below 40 deg F for three successive days, maintain delivered concrete mixture temperature within the temperature range required by ACI 301.

2. Do not use frozen materials or materials containing ice or snow. Do not place concrete on frozen subgrade or on subgrade containing frozen materials.

3. Do not use calcium chloride, salt, or other materials containing antifreeze agents or chemical accelerators unless otherwise specified and approved in mixture designs.

B. Hot-Weather Placement: Comply with ACI 301 and as follows:

1. Maintain concrete temperature below 90 deg F at time of placement. Chilled mixing water or chopped ice may be used to control temperature, provided water equivalent of ice is calculated to total amount of mixing water. Using liquid nitrogen to cool concrete is

Contractor's option.

2. Fog-spray forms, steel reinforcement, and subgrade just before placing concrete. Keep subgrade uniformly moist without standing water, soft spots, or dry areas.

PART 2 - PRODUCTS

2.1 CONCRETE, GENERAL

A. Comply with ACI 301.

B. Comply with ACI 117.

2.2 STEEL REINFORCEMENT

A. Recycled Content of Steel Products: Postconsumer recycled content plus one-half of preconsumer recycled content not less than 25 percent.

B. Reinforcing Bars: ASTM A 615, Grade 60, deformed.

C. Plain-Steel Welded-Wire Reinforcement: ASTM A 1064, plain, fabricated from as-drawn steel wire into flat sheets.

2.3 CONCRETE MATERIALS

A. Cementitious Materials:

1. Portland Cement: ASTM C 150, Type I.

2. Fly Ash: ASTM C 618, Class C or F.

3. Slag Cement: ASTM C 989, Grade 100 or 120.

4. Blended Hydraulic Cement: ASTM C 595, Type IS, portland blast-furnace slag cement.

B. Normal-Weight Aggregate: ASTM C 33, 1-1/2-inch nominal maximum aggregate size.

C. Air-Entraining Admixture: ASTM C 260.

D. Chemical Admixtures: Certified by manufacturer to be compatible with other admixtures and that do not contribute water-soluble chloride ions exceeding those permitted in hardened concrete. Do not use calcium chloride or admixtures containing calcium chloride.

1. Water-Reducing Admixture: ASTM C 494, Type A.

2. Retarding Admixture: ASTM C 494, Type B.

3. Water-Reducing and Retarding Admixture: ASTM C 494, Type D.

4. High-Range, Water-Reducing Admixture: ASTM C 494, Type F.

5. High-Range, Water-Reducing and Retarding Admixture: ASTM C 494, Type G.

6. Plasticizing and Retarding Admixture: ASTM C 1017, Type II.

E. Water: ASTM C 94.

2.4 RELATED MATERIALS

A. Vapor Retarder: Plastic sheet, ASTM E 1745, Class A or B.

B. Vapor Retarder: Polyethylene sheet, ASTM D 4397, not less than 10 mils thick; or plastic sheet, ASTM E 1745, Class C.

C. Joint-Filler Strips: ASTM D 1751, asphalt-saturated cellulosic fiber, or ASTM D 1752, cork or self-expanding cork.

2.5 CURING MATERIALS

A. Evaporation Retarder: Waterborne, monomolecular film forming; manufactured for application to fresh concrete.

B. Absorptive Cover: AASHTO M 182, Class 3, burlap cloth or cotton mats.

C. Moisture-Retaining Cover: ASTM C 171, polyethylene film or white burlap-polyethylene sheet.

D. Water: Potable.

E. Clear, Waterborne, Membrane-Forming Curing Compound: ASTM C 309, Type 1, Class B.

F. Clear, Waterborne, Membrane-Forming Curing and Sealing Compound: ASTM C 1315, Type 1, Class A.

1. Products shall comply with the requirements of the California Department of Public

Health's "Standard Method for the Testing and Evaluation of Volatile Organic Chemical

Emissions from Indoor Sources Using Environmental Chambers."

2.6 CONCRETE MIXTURES

A. Normal-Weight Concrete:

1. Minimum Compressive Strength: 3,000 psi as indicated at 28 days.

2. Maximum W/C Ratio: 0.50.

3. Cementitious Materials: Use fly ash, pozzolan, slag cement, and blended hydraulic cement as needed to reduce the total amount of portland cement, which would otherwise be used, by not less than 40 percent.

a. Slump Limit: 4 inches plus or minus 1 inch for concrete with verified slump of 2 to

4 inches before adding high-range water-reducing admixture or plasticizing admixture.

4. Air Content: Maintain within range permitted by ACI 301. Do not allow air content of trowel-finished floor slabs to exceed 3 percent.

B. Synthetic Fiber: Uniformly disperse in concrete mix at manufacturer's recommended rate, but not less than a rate of 1.0 lb/cu. yd.

2.7 CONCRETE MIXING

A. Ready-Mixed Concrete: Measure, batch, mix, and deliver concrete according to ASTM C 94 and ASTM C 1116, and furnish batch ticket information.

1. When air temperature is between 85 and 90 deg F, reduce mixing and delivery time from

1-1/2 hours to 75 minutes; when air temperature is above 90 deg F, reduce mixing and delivery time to 60 minutes, or provide mix with retardant admixture.

2. Project site mixing is not permitted.

PART 3 - EXECUTION

3.1 FORMWORK INSTALLATION

A. Design, construct, erect, brace, and maintain formwork according to ACI 301.

3.2 EMBEDDED ITEM INSTALLATION

A. Place and secure anchorage devices and other embedded items required for adjoining work that is attached to or supported by cast-in-place concrete. Use setting drawings, templates, diagrams, instructions, and directions furnished with items to be embedded.

3.3 VAPOR-RETARDER INSTALLATION

A. Install, protect, and repair vapor retarders according to ASTM E 1643; place sheets in position with longest dimension parallel with direction of pour.

1. Lap joints 6 inches and seal with manufacturer's recommended adhesive or joint tape.

3.4 STEEL REINFORCEMENT INSTALLATION

A. Comply with CRSI's "Manual of Standard Practice" for fabricating, placing, and supporting reinforcement.

1. Do not cut or puncture vapor retarder. Repair damage and reseal vapor retarder before placing concrete.

3.5 JOINTS

A. General: Construct joints true to line with faces perpendicular to surface plane of concrete.

Refer to Section 321313 “Concrete Paving” for joints in concrete curbs, gutters and sidewalks

B. Contraction Joints in Slabs-on-Grade: Form weakened-plane contraction joints, sectioning concrete into areas as indicated. Construct contraction joints for a depth equal to at least one-fourth of concrete thickness

C. Isolation Joints in Slabs-on-Grade: After removing formwork, install joint-filler strips at slab junctions with vertical surfaces, such as column pedestals, foundation walls, grade beams, and other locations, as indicated.

1. Extend joint-filler strips full width and depth of joint, terminating flush with finished concrete surface unless otherwise indicated.

3.6 CONCRETE PLACEMENT

A. Before placing concrete, verify that installation of formwork, reinforcement, and embedded items is complete and that required inspections are completed.

B. Do not add water to concrete during delivery, at Project site, or during placement unless approved by the COR.

C. Before test sampling and placing concrete, water may be added at Project site, subject to limitations of ACI 301.

1. Do not add water to concrete after adding high-range water-reducing admixtures to mixture.

3.7 FINISHING FORMED SURFACES

A. Rough-Formed Finish: As-cast concrete texture imparted by form-facing material with tie holes and defects repaired and patched. Remove fins and other projections exceeding 1/2 inch.

1. Apply to concrete surfaces not exposed to public view.

B. Smooth-Formed Finish: As-cast concrete texture imparted by form-facing material, arranged in an orderly and symmetrical manner with a minimum of seams. Repair and patch tie holes and defective areas. Remove fins and other projections exceeding 1/8 inch.

1. Apply to concrete surfaces exposed to public view, to receive a rubbed finish, or to be covered with a coating or covering material applied directly to concrete.

C. Rubbed Finish: Apply the following rubbed finish, defined in ACI 301, to smooth-formed-finished as-cast concrete where indicated:

1. Smooth-rubbed finish.

2. Grout-cleaned finish.

3. Cork-floated finish.

D. Related Unformed Surfaces: At tops of walls, horizontal offsets, and similar unformed surfaces adjacent to formed surfaces, strike off smooth and finish with a texture matching adjacent formed surfaces. Continue final surface treatment of formed surfaces uniformly across adjacent unformed surfaces unless otherwise indicated.

3.8 FINISHING UNFORMED SURFACES

A. General: Comply with ACI 302.1R for screeding, restraightening, and finishing operations for concrete surfaces. Do not wet concrete surfaces.

B. Screed surfaces with a straightedge and strike off. Begin initial floating using bull floats or darbies to form a uniform and open-textured surface plane before excess moisture or bleedwater appears on surface.

1. Do not further disturb surfaces before starting finishing operations.

C. Scratch Finish: Apply scratch finish to surfaces indicated and surfaces to receive concrete floor topping or mortar setting beds for ceramic or quarry tile, portland cement terrazzo, and other bonded cementitious floor finishes unless otherwise indicated.

D. Float Finish: Apply float finish to surfaces indicated, to surfaces to receive trowel finish, and to floor and slab surfaces to be covered with fluid-applied or sheet waterproofing, fluid-applied or direct-to-deck-applied membrane roofing, or sand-bed terrazzo.

E. Trowel Finish: Apply a hard trowel finish to surfaces indicated and to floor and slab surfaces exposed to view or to be covered with resilient flooring, carpet, ceramic or quarry tile set over a cleavage membrane, paint, or another thin film-finish coating system.

F. Trowel and Fine-Broom Finish: Apply a partial trowel finish, stopping after second troweling, to surfaces indicated and to surfaces where ceramic or quarry tile is to be installed by either thickset or thinset methods. Immediately after second troweling, and when concrete is still plastic, slightly scarify surface with a fine broom.

G. Slip-Resistive Broom Finish: Apply a slip-resistive finish to surfaces indicated and to exterior concrete platforms, steps, and ramps. Immediately after float finishing, slightly roughen trafficked surface by brooming with fiber-bristle broom perpendicular to main traffic route.

H. Concrete Curbs: Refer to Section 321313 “Concrete Paving” for finishing requirements.

3.9 CONCRETE PROTECTING AND CURING

A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures. Comply with ACI 306.1 for cold-weather protection and with ACI 305.1 for hot-weather protection during curing.

B. Evaporation Retarder: Apply evaporation retarder to concrete surfaces if hot, dry, or windy conditions cause moisture loss approaching 0.2 lb/sq. ft. x h before and during finishing operations. Apply according to manufacturer's written instructions after placing, screeding, and bull floating or darbying concrete, but before float finishing.

C. Begin curing after finishing concrete but not before free water has disappeared from concrete surface.

D. Curing Methods: Cure formed and unformed concrete for at least seven days by one or a combination of the following methods:

1. Moisture Curing: Keep surfaces continuously moist for not less than seven days with the following materials:

a. Water.

b. Continuous water-fog spray.

c. Absorptive cover, water saturated, and kept continuously wet. Cover concrete surfaces and edges with 12-inch lap over adjacent absorptive covers.

2. Moisture-Retaining-Cover Curing: Cover concrete surfaces with moisture-retaining cover for curing concrete, placed in widest practicable width, with sides and ends lapped at least 12 inches, and sealed by waterproof tape or adhesive. Cure for not less than seven days. Immediately repair any holes or tears during curing period, using cover material and waterproof tape.

3. Curing Compound: Apply uniformly in continuous operation by power spray or roller according to manufacturer's written instructions. Recoat areas subjected to heavy rainfall

within three hours after initial application. Maintain continuity of coating and repair damage during curing period.

4. Curing and Sealing Compound: Apply uniformly to floors and slabs indicated in a continuous operation by power spray or roller according to manufacturer's written instructions. Recoat areas subjected to heavy rainfall within three hours after initial application. Repeat process 24 hours later and apply a second coat. Maintain continuity of coating and repair damage during curing period.

3.10 JOINT FILLING

A. Prepare, clean, and install joint filler according to manufacturer's written instructions.

1. Defer joint filling until concrete has aged at least one month(s). Do not fill joints until construction traffic has permanently ceased.

B. Remove dirt, debris, saw cuttings, curing compounds, and sealers from joints; leave contact faces of joints clean and dry.

C. Install semirigid joint filler full depth in saw-cut joints and at least 2 inches deep in formed joints. Overfill joint and trim joint filler flush with top of joint after hardening.

3.11 FIELD QUALITY CONTROL

A. Testing Agency: Contractor will engage a qualified testing agency to perform tests and inspections.

B. Tests: Perform according to ACI 301.

1. Testing Frequency: Obtain one composite sample for each day's pour of each concrete mixture exceeding 5 cu. yd; but less than 25 cu. yd, plus one set for each additional 50 cu.

yd. or fraction thereof.

2. Testing Frequency: Obtain at least one composite sample for each 100 cu. yd. or fraction thereof of each concrete mixture placed each day.

1.1 GENERAL

A. Regulatory Requirements

1. All regulatory signage must be in accordance with the MUTCD.

1.2 SUMMARY

A. Section Includes:

1. Nonilluminated post-and-panel signs.

1.3 ACTION SUBMITTALS

A. Product Data: For each type of product.

B. Shop Drawings: For signage.

1. Include fabrication and installation details and attachments to other work.

2. Show sign mounting heights, locations of supplementary supports to be provided by other installers, and accessories.

3. Show message list, typestyles, graphic elements, and layout for each sign at least half size.

C. Samples: For each exposed product and for each color and texture specified.

1.4 INFORMATIONAL SUBMITTALS

A. Sample warranty.

1.5 CLOSEOUT SUBMITTALS

A. Maintenance data.

1.6 WARRANTY

A. Special Warranty: Manufacturer agrees to repair or replace components of signs that fail in materials or workmanship within specified warranty period.

2.1 TRAFFIC SIGN POSTS

1. Fabricate steel posts from steel conforming to ASTM A36/A36M or ASTM A499 and with a minimum yield strength of 30 ksi and a minimum tensile strength of 50 ksi.

2. Punch or drill 5/16 to 3/8-inch diameter holes spaced at 1or 2-inch centers along the centerline of the web prior to galvanizing for the entire length of the post.

3. Galvanize posts after punching in accordance with ASTM A123/A123M.

B. Perforated Steel Tube

1. Fabricate steel posts from steel conforming to either ASTM A653/A653M, structural steel, Grade 340 50, Class 1, coating designation G90 or ASTM A1011/A1011M, struc-tural steel, Grade 340 50, hot-dip galvanized after punching in accordance with ASTM

A123/A123M.

2. Pre-punch holes approximately 7/16 inch in diameter spaced at approximately 1-inch centers along each side of the tube for the entire length of the post.

C. Steel Tube

1. Conform to ASTM A500/A500M, Grade B or C, and hot-dip galvanized in accordance with ASTM A123/A123M.

D. Structural Steel H Section

1. Conform to ASTM A709/A709M, Grade 345 50 or 345W 50W. Galvanize posts, Fuse plate and splice plate after fabrication in accordance with ASTM A123/A123M.

2. Slip Base, Fuse Plate and Splice Plate: Conform to ASTM A36/A36M, minimum yield strength 50,000 psi.

3. High-Strength Bolts, Nuts and Washers: High strength bolts must conform to ASTM

F3125/F3125M. Nuts must conform to ASTM A563M ASTM A563. Washers must con-form to ASTM F436/F436M. High strength bolts, nuts and washers must be zinc coated.

2.2 FLAT ALUMINUM SIGN POSTS

A. Aluminum sign panels must conform to ASTM B209M ASTM B209, alloy-temper

6061-T6 or 5052-H38. The blanks must be free from laminations, blisters, open seams, pits, holes, other defects that may affect their appearance or use. The thickness must be uniform and the blank commercially flat.

2.3 TRAFFIC SIGN RETROFLECTIVE SHEETING

A. All background sheeting applied to flat sheet and extruded panel signs must be in accordance with ASTM D4956, Type III, IV, VII, VIII, IX or XI retroreflective sheeting and must have

Class 1, 3, or 4 adhesive backing. Retroreflective sheeting must be high intensity that is an unmetallized micro prismatic reflective material.

B. Retroreflective sheeting must have sufficient adhesion, strength and flexibility such that the sheeting can be handled, processed and applied according to the manufacturer's recommenda-tions without appreciable stretching, tearing, cracking or other damage.

C. Legend and Border

1. Apply retroreflective sheeting as legend and border in accordance with ASTM D4956, Type IX, XI, or AASHTO M 268 Type C or D, Class 1. Retroreflective sheeting must be an unmetallized cube corner micro prismatic reflective material.

2. Retroreflective sheeting applied as legend and border for specific signing applications, without a datum mark on the surface of the sheeting, must be evaluated for rotational sen-sitivity in accordance with AASHTO M 26.

3. For screen printed transparent colored areas or transparent colored overlay films on white sheeting, the coefficient of retroreflection (RA) must be no less than 70 percent of the original values for the corresponding color.

4. Adhesive performance for retroreflective sheeting must be in accordance with ASTM

D4956. The sheeting surface must be in condition to be readily screen processed and compatible with transparent overlay films, plus recommended transparent and opaque screen process colors. Furnish manufacturer's information as to the type of solvent or sol-vents that may be used to clean the surface of the sheeting without detrimental loss of performance and durability.

2.4. LETTERS, NUMBERS, ARROWS, SYMBOLS, AND BORDERS

A. Apply letters, numerals, arrows, symbols, and borders on the retroreflective sheeting or opaque background of the sign using the direct or reverse screen process. Apply messages and borders of a color darker than the background to the paint or the retroreflective sheeting using the direct process. Messages and borders must be of a color lighter than the sign back-ground and applied using the reverse screen process. Use opaque or transparent colors, inks, and paints of the type and quality recommended by the retroreflective sheeting manufacturer in the screen process. Perform the screening in a manner that results in a uniform color and tone, with sharply defined edges of legends and borders and without blemishes on the sign background that will affect intended use. Air dry or bake the signs after screening according to the manufacturer's recommendations to provide a smooth hard finish. Reject any signs with blisters or other blemishes.

2.5 HARDWARE

A. Bolts, nuts, post clips, lock and flat washers must be either aluminum alloy or commercial quality stainless steel, hot-dip galvanized or cadmium plated after fabrication.

B. Provide fiber washers of commercial quality.

PART 3 - EXECUTION

3.1 SIGN POSTS

A. Steel Flanged Channel Section, Perforated Square Steel Tube; Round Steel Tube

1. Sign posts consist of a base post and sign post. Drive steel sign base posts with a suitable driving head. Attach sign posts to base posts. Replace any base posts damaged during driving or otherwise at no additional cost to the Government.

2. Embed steel sign base posts in concrete as indicated.

B. Structural Steel H Section Posts

1. Tighten all breakaway assembly bolts in a systematic manner to the prescribed torque in-dicated. Loosen each breakaway assembly bolt and re-tighten to the required torque in the same order as the initial tightening.

2. Burr the threads at the nut using a center punch to prevent the nut from loosening.

3. Tighten nuts on hinge plate bolts to the required minimum bolt tension values indicated.

3.2 SIGN PANELS

A. Clean, degrease and etch the face of metal panels using methods recommended by the retrore-flective sheeting manufacturer. After cleaning and degreasing, apply retroreflective sheeting material to the sign panels as recommended by the manufacturer.

B. Perform shearing, cutting and punching prior to preparing the blanks for application of reflec-tive material.

C. Do not field drill holes in any part of the panel. Use nylon washers recommended by the sign sheeting manufacturer between the bolt heads and sign faces on flat sheet aluminum signs.

D. Replace any damaged sign panels at no additional cost to the Government.

3.3 LOCATION OF SIGN POSTS

A. Locate and erect all signs in accordance with the drawings and MUTCD. Vertically mount signs at right angles to the direction of, and facing, the traffic that they are intended to serve.

B. Where mirror reflection from the sign face is encountered to such a degree as to reduce legi-bility, turn the sign slightly away from the road.

C. Mounted signs must present a smooth flat surface varying no more than 3/8 inch from a 4-foot straightedge placed in any position on the face of the sign after erection.

D. Mount signs on traffic signal posts with strap or clamp type sign supports. Each installed sign will be inspected by the Contracting Officer's representative prior to acceptance by the Gov-ernment.

C. Protect existing site improvements to remain from damage during construction.

1. Restore damaged improvements to their original condition, as acceptable to Owner.

3.2 TEMPORARY EROSION AND SEDIMENTATION CONTROL

B. Interrupting Existing Utilities: Do not interrupt utilities serving facilities occupied by Owner or others, unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify COR not less than 7 (seven) work days notice in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without Architect's written permission.

C. Removal of underground utilities is included in earthwork sections; in applicable fire suppression, plumbing, HVAC, electrical, communications, electronic safety and security, and utilities sections; and in Section 024116 "Structure Demolition".

3.5 CLEARING AND GRUBBING

A. Remove obstructions, trees, shrubs, and other vegetation to permit installation of new construction.

1. Grind down stumps and remove roots larger than 3 inches in diameter, obstructions, and debris to a depth of 18 inches below exposed subgrade.

2. Use only hand methods or air spade for grubbing within protection zones.

B. Fill depressions caused by clearing and grubbing operations with satisfactory soil material unless further excavation or earthwork is indicated.

1. Place fill material in horizontal layers not exceeding a loose depth of 8 inches, and compact each layer to a density equal to adjacent original ground.

3.6 TOPSOIL STRIPPING

A. Remove sod and grass before stripping topsoil.

B. Strip topsoil to depth indicated on Drawings in a manner to prevent intermingling with underlying subsoil or other waste materials.

C. Stockpile topsoil away from edge of excavations without intermixing with subsoil or other materials. Grade and shape stockpiles to drain surface water. Cover to prevent windblown dust and erosion by water.

A. Remove existing above- and below-grade improvements as indicated and necessary to facilitate new construction.

3.8 DISPOSAL OF SURPLUS AND WASTE MATERIALS

A. Concrete and rock can be disposed onsite in the MWEOC designated erosion control stockpile.

Concrete and rocks shall be broken into pieces not larger than eight (8) inches and there shall not be any exposed reinforcing steel. Hardwood trees and branches shall be shred and used for mulch on MWEOC. Unsuitable soil, surplus soil, shrubs, brush, other obstructions, demolished items and waste materials including trash and debris shall be removed, and legally dispose of them off Owner's property.

B. Separate recyclable materials produced during site clearing from other nonrecyclable materials.

Store or stockpile without intermixing with other materials, and transport them to recycling facilities. Do not interfere with other Project work.

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Requirements for temporary erosion and sedimentation control.

1.2 PREINSTALLATION MEETINGS

A. Preinstallation Conference: Conduct conference at Project site. The Contractor shall present a general overview of erosion and sediment control measures will be implemented of the project.

1.3 CONTRACTOR PERSONNEL

A. The Contractor shall assign a Certified Employee to the project site in the capacity of the

Responsible land Disturber (RLD).

1.4 STANDARDS AND SPECIFICATIONS

A. Temporary erosion and sediment control measures shall be constructed in conformance with the latest Virginia Erosion and Sediment Control Handbook (VESCH), published by the Virginia

Department of Conservation.

B. The installation and maintenance of temporary erosion and sediment control devices shall be in accordance with the Stormwater Pollution Prevention Plan (SWPPP) required by the Virginia

Department of Environmental Quality, which shall be prepared and submitted by the

Contractor.

1.5 CONSTRUCTION OPERATION

A. Storage of construction vehicles, trucks, and equipment is limited to the designated area of the parking area immediately east of Building 704.

2.1 STABILIZATION MATERIALS

A. Seed, mulch, fertilizer, soil conditioner and other materials for seeding and soil stabilization shall meet the requirements of the VESCH, latest edition.

A. Geotextiles shall conform to the standards and specifications of the Contract Drawings and shall meet the requirements of the VESCH, latest edition.

2.3 STONE

A. Stone 2 to 3 inches in size shall conform to AASHTO M43, No. 2.

B. Stone 3/4 –inch to 12-inch shall conform to AASHTO M43, No.4.

C. VDOT No. 1 Coarse Aggregate, Section 203.

D. VDO No. 57 Coarse Aggregate, Section 203.

2.4 SILT FENCE

A. Silt fence shall be installed in the locations reflected on the Contract Drawings.

B. VESCH Standard 3.05.

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect and maintain benchmarks and survey control points from disturbance during construction.

B. Install the Phase 1 Erosion and Sediment Controls as shown on the Contract Drawings. All measures shall be inspected and approved by the Engineer and the local jurisdiction prior to beginning any land disturbance. The Contractor shall ensure all runoff from the disturbed area is directed to the erosion and sediment control measures.

C. Verify that flows of water redirected from construction areas or generated by construction activity do not enter or cross protection zones.

D. Inspect, maintain, and repair erosion- and sedimentation-control measures during construction until permanent vegetation has been established.

E. The Contractor shall not remove any erosion and sediment control measure without the approval of the Engineer and the local jurisdiction.

3.2 TEMPORARY EROSION AND SEDIMENTATION CONTROL SEQUENCE OF

CONSTRUCTION

A. The Contractor shall implement the Erosion and Sediment Control Plan (E&S Plan) and sequence of construction reflected in the Contract Documents. Minor adjustments to the sediment control measures may be made in the field with the prior approval of the COR.

B. Major revisions, deletions, or substitutions to the E&S Plan will require a formal review and approval by the Engineer and the COR prior to implementing the change. Changes to the approved E&S Plan shall be submitted to the COR in writing at least seven (7) days prior to implementing the change.

C. The Contractor shall apply for and obtain the Virginia Pollutant Discharge Elimination System

(VPDES) Construction Permit.

3.3 RESPONSIBLE LAND DISTURBER

A. At least 10 days prior to applying to the permit, the name and credentials of the Responsible

Land Disturber (RLD) shall be submitted to the Engineer for approval. Any substitutes for the

RLD will be subject to the approval of the Engineer. The substitution shall be timed to ensure that a RLD is assigned to the project at all times.

B. The RLD shall be thoroughly experienced in all aspects of construction and have satisfactorily completed the Erosion and Sediment Control Training Program either conducted or authorized by the Commonwealth of Virginia pursuant to the appropriate legislation. The RLD shall have the primary responsibility and authority for the implementation of the approved erosion and sediment control plans, schedules and methods of operation for both onsite and offsite activities.

C. The RLD’s duties shall include”:

1. Inspect all erosion and sediment controls on a daily basis to ensure that all controls are in place at all times and to develop a list of activities and schedules to ensure conformance with the Contract Documents.

2. Maintain a daily log of these inspections, including actions taken and submit a written report to the Engineer at the end of the week.

3. Conduct after storm inspections with the Engineer both during and beyond normal working hours/days and submit a written report.

4. Be assigned the authority by the Contractor to mobilize crews to make immediate repairs to the controls during working and nonworking hours.

5. When requested, accompany the Engineer on Quality Assurance Inspections and inspections made by the regulating agencies.

6. Coordinate with the Engineer to ensure all the corrections are made immediately and that the project is in compliance with the approved plans.

3.4 SCHEDULE

A. Within the 14 days after the Notice of Award, the Contractor shall submit to the Engineer an

Erosion and Sediment Control Schedule to implement the E&S Plan. The schedule shall indicate the sequence of construction, implementation and maintenance of controls, temporary and permanent stabilization, and various stages of soil disturbance.

B. The schedule shall include:

1. Clearing and grubbing of areas necessary for installation of perimeter controls specified in the

Contract Documents.

2. Construction of perimeter controls specified in the Contract Documents.

3. Excavation and backfilling.

C. No work shall be started onsite until the Erosion and Sediment Control schedule and methods of operation have been accepted by the COR.

3.5 MEETINGS

A. At least seven (7) working days prior to the start of work, the Contractor shall initiate and conduct an Erosion and Sediment Control Field Meeting.

3.6 INITIAL CONTROLS

A. All perimeter controls such as silt fence, earth dikes/swales, check dams, traps, basins, etc., shall be installed prior to the clearing and grubbing operation. Remove sod and grass before stripping topsoil.

B. If the Engineer determines that the clearing area has been disturbed and a potential for sediment runoff or erosion exists, the Engineer will direct the Contractor to install the controls at that time.

3.7 STABILIZATION REQUIREMENTS

A. Areas flatter than 3:1 and stockpile areas shall be permanently or temporarily stabilized as soon as possible, but not later than fourteen days after grubbing and grading activities have ceased in the area. Trap embankments and slopes, earth dikes, temporary swales, perimeter dike/swales, ditches, and slopes 3:1 or steeper shall be permanently or temporarily stabilized as soon as possible, but not later than seven days after grubbing and grading activities have ceased in the area. Slope 2:1 and steeper shall be stabilized with slope stabilization mat. The seven and fourteen day requirements mean that the stabilization operation is complete within the applicable seven or fourteen day time frame.

B. When permanently stabilized areas are disturbed by the Contractor's grading operation or other activities not specifically approved by the Engineer, the restabilization will be at no additional cost to the Government. Stabilization requirements may be reduced to less than seven days for sensitive areas and can be required at any point in time by the local jurisdiction. Maintenance shall be performed as necessary to ensure continued stabilization.

C. All slopes shall be tracked within five days of establishment with cleated type equipment operating perpendicular to the slope.

3.8 MAINTENANCE

A. All erosion and sediment control devices shall be maintained during the construction season, the winter months, and other times when the project is shut down. Access shall be maintained to all erosion and sediment controls until the controls are removed. Lack of maintenance by the

Contractor will be considered as noncompliance with the E&S Plan.

B. Controls shall be inspected immediately following storm events. The Contractor shall repair controls when damaged and clean out controls as necessary as the first order of business after a storm event.

C. Any pumping activity, including dewatering sediment traps and basins, shall be directed through a dewatering device approved by the Engineer.

D. The Contractor shall remove accumulated sediment from sediment controls or other areas during routine maintenance of sediment controls, or as directed by the Engineer. Silt fence, super silt fence, stone outlet structures, stone check dams, sediment control logs, and straw bales shall have sediment removed when it reaches 50 percent of the height of the control device.

E. Sediment removed from control devices shall be placed in an approved waste site either on or off the project. Material stored on-site may be reused once it has dried and it conforms to project requirements for embankment.

3.9 WASTE AREAS

A. Waste areas on the MWEOC shall be in locations approved by the COR and shall be protected by erosion and sediment control measures and stabilized within the seven or fourteen day stabilization requirement. Debris and other demolition items that will ultimately be transported off MWEOC to the landfill are not to be temporarily stored off of the Project limits of disturbance.

3.10 INSPECTIONS

A. Field inspections relative to erosion and sediment control compliance may be conducted. If noncompliance with erosion and sediment control provisions are found, the Contractor shall conduct corrective action immediately. This corrective action may require a shutdown of construction activities until the noncompliance is satisfactorily corrected, and no claims against the project will be considered due to a shutdown of the grading operations or the entire project.

3.11 REMOVAL OF CONTROLS

A. No erosion and sediment control measures shall be removed until all previously disturbed areas are vegetated and the removal has been approved by the Engineer and local jurisdictions. The sediment controls shall be backfilled, graded, and stabilized as specified in the Contract

Documents.

B. All control devices shall be removed, except where an attempt to remove a particular control may severely disturb an area that has been stabilized. When a sediment trap or stone outlet structure is placed at the bottom of a fill greater than 8 feet, the controls may be left in place as determined by the Engineer. Sediment traps left in place shall be stabilized by placing erosion control matting over a permanent seed mix.

3.12 SILT FENCE

A. The geotextile shall be trenched a minimum of 8 inches into the ground and extend a minimum of 22 inches above ground. Silt fence shall be removed and reset when and as directed by the

Engineer. All of the requirements for the original placement of the silt fence shall be strictly adhered to when the fence is reset.

3.13 STABILIZED CONSTRUCTION ENTRANCE

A. Stabilized construction entrances shall be located as specified in the Contract Documents or as directed by the Engineer. SECTION 312000 - EARTH MOVING

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and Division 01 Specification Sections, apply to this Section.

B. Schnabel Engineering, LLC has prepared a geotechnical and geophysical engineering report for this project. The report is for informational purposes only and is not part of the contract documents. The opinions expressed represent the Geotechnical Engineer’s interpretation of the subsurface conditions and tests performed.

1.2 SUMMARY

A. Section Includes:

1. Excavating and filling for rough grading the Site.

2. Preparing subgrades for slabs-on-grade, walks, pavements, turf and grasses.

3. Drainage course for concrete slabs-on-grade.

4. Subbase course for concrete walks.

5. Subbase course and base course for asphalt paving.

6. Subsurface drainage backfill for walls and trenches.

7. Excavating and backfilling trenches for utilities and pits for buried utility structures.

B. Related Requirements:

1. Section 033053 "Miscellaneous Cast-in-Place Concrete" for granular course beneath equipment pads on-grade.

2. Section 311000 "Site Clearing" for site stripping, grubbing, stripping and stockpiling topsoil, and removal of above- and below-grade improvements and utilities.

1.3 UNIT PRICES

A. Work of this Section is affected by unit prices for earth moving specified in Section 012200

"Unit Prices."

B. Rock Measurement: Volume of rock actually removed, measured in original position, but not to exceed the following. Unit prices for rock excavation include replacement with approved materials.

1. 24 inches outside of concrete forms other than at footings.

2. 12 inches outside of concrete forms at footings.
