About this file
This is an Interim Life Safety Measures (ILSM) form documenting safety requirements for a flooring replacement project at McClellan Air Force Base. The project, numbered 612A4-27-020, involves replacing existing carpet and wall base in rooms 209 and 949 across Building 2. The work is divided into five phases spanning from October 1, 2026 through February 2, 2027, with each phase lasting approximately 20 days: Phase 1 covers the 209 1st level (10/21/26–11/10/26), Phase 2 addresses the 209 2nd level (11/11/26–12/1/26), Phase 3 encompasses the 949 1st level (12/2/26–12/22/26), Phase 4 covers the 949 2nd level (12/23/26–1/12/27), and Phase 5 addresses the 949 3rd level (1/13/27–2/2/27). The project was initiated by Lye Saechao and submitted on June 25, 2026, with engineering approval granted on June 30, 2026.
The ILSM establishes mandatory safety protocols addressing exits, emergency services, fire systems, construction partitions, firefighting equipment, housekeeping, fire drills, hazard surveillance, staff training, and life safety education. Key requirements include maintaining a minimum of two accessible exits on each impacted floor with one exit requiring interim signage ("INTERIM LIFE SAFETY MEASURE IN PROGRESS USE ALTERNATE EXIT"), keeping stairwell and corridor exit signs covered in phases rather than simultaneously, ensuring all fire alarm and suppression systems remain operational, and enforcing strict housekeeping standards with work areas cleaned throughout construction and inspected daily by the Contractor's Safety Officer. The VA Contracting Officer's Representative (COR) may accompany the contractor's safety officer or conduct independent inspections. Fire watch, temporary alarm systems, additional firefighting equipment, fire drills, hazard surveillance, staff training, and organizational life safety education have all been marked as not applicable (N/A) for this project.

Notification and fire watch times must be documented. Provide temporary but equivalent system fire alarm and detection systems for use. Inspect, test, and document temporary systems monthly. (JC LS.01.02.01 EP 1). A fire watch may not always be needed if construction activity is planned and proper separation with ILSMs in place.Note: The 2015 edition of the Life Safety Code now refers to the requirements of NFPA 72 where the time requirement is 8 hours. NFPA 101 has referred to the requirements of NFPA 25 since the 2012 Edition of the Life Safety Code, where the time requirement is 10 hours in a 24-hour period. * x No 4.2: Will a temporary system other than fire watch be used?

Any temporary partition that is replacing a fire wall/partition, will maintain the same rating and integrity as the original assembly.
If the level of construction is deemed hazardous and/or the fire suppression system will be impaired for a period of time, a fire barrier of at least 1-hour will be installed between construction and occupied areas. All penetrations must be sealed and ductwork capped at wall, if not continuous. *
