About this file
This is a Request for Information (RFI) form template for Solicitation 36C26127Q0047, a flooring replacement project at three VA McClellan locations in California. The form provides standardized procedures and requirements for offerors to submit preproposal inquiries regarding the solicitation, evaluation factors, statement of work, and technical data.
All RFIs must be submitted in writing via email to Mr. Rosario Chaidez (Rosario.chaidez1@va.gov) by November 3, 2026, at 12:00 PM PT. Offerors are instructed to consolidate multiple inquiries into a single document to reduce administrative burden and submit all RFIs by the deadline to the maximum extent possible. The Government reserves the right to return unclear, incomplete, or ambiguous RFIs to offerors for revision and resubmission, and may revise or clarify any RFI question to ensure consistency across all offerors. RFI responses will be issued through formal amendments sent via email to the Contracting Officer.

REQUEST FOR INFORMATION (RFI) FORM
SOLICITATION: 36C26127Q0047
All pre‑proposal inquiries shall be submitted via email using an editable version of this form. Telephone or oral requests for information will not be accepted or answered. RFI responses will be issued, as necessary, through formal amendments. Amendments will be sent via email to the Contracting Officer, Mr. Rosario Chaidez, at Rosario.chaidez1@va.gov.
CONSOLIDATION OF RFIs: Offerors will submit all RFIs by the due date stated in the solicitation (Instructions to Offerors) to the maximum extent possible. It’s not recommended that RFIs be submitted in separate emails; doing so is at the Offeror’s own risk. When practicable and to the maximum possible, RFIs should be consolidated into a single document to reduce administrative burden and prevent duplicate or lost submissions.
LATE RFIs: Offerors submitting RFIs after the stated deadline or RFI due date in the solicitation (Instruction to Offerors) do so at their own risk. The Government may be unable to review or respond to late submitted RFIs, incorporate clarifications into an amendment, or adjust solicitation requirements. Any delays, misunderstandings, or proposal impacts resulting from late submitted RFIs are solely the responsibility of the Offeror, and the Government will not extend deadlines or provide additional consideration due to late submissions.
UNCLEAR RFIs: RFIs that are written unclear, incomplete, or ambiguous may be returned to the Offeror for revision and resubmission. The Government also reserves the right to revise or clarify any RFI question to ensure all offerors receive clear, consistent, and understandable information.
